Before that, he advocated "village governance" in Guangdong and tried "village governance" in Henan, and then Han Fuyu served as the chairman of Shandong Province, and then he came to Zouping to establish the "Rural Construction Research Institute" to carry out rural construction experimental activities.
At that time, the reason why Mr. Zouping chose the site was because it was close to the Jiaoji Railway, not far from Jinan, the traffic was convenient, and all the conditions were conducive to rural construction experiments, which was an ideal place to realize his political ideas.
