On the morning of October 18, the first session of the Seventh People's Congress of Bao'an District, Shenzhen opened in Bao'an Hall. District Governor Wang Lide made a government work report, reviewed the work since the first session of the Sixth People's Congress of Bao'an District, and proposed that in the next five years, Bao'an will focus on the goal of "seven excellent people's livelihood" and build a high-quality people's livelihood and happiness city.

Wang Lide said that Bao'an District has always adhered to the people-centered development thinking, done its best, acted according to its ability, and came up with more practical tricks to solve the problem of the people's "urgent difficulties and expectations".

There were 29,600 new preschool degrees and 187,000 public compulsory education degrees

In the next five years, Bao'an District will take the extraordinary as the standard and run a satisfactory education for the people. In terms of promoting the development of preschool education, 29,600 preschool degrees have been added, of which 5,100 in 2021, 2,500 in 2022, 6,500 in 2023, 6,200 in 2024, and 9,300 in 2025, accounting for 85% of children in public and private puhui parks.

In terms of promoting the balanced and high-quality development of basic education, 64 schools have been newly renovated and expanded, and 187,000 public compulsory education degrees have been added, of which 23,100 in 2021, 29,200 in 2022, 34,900 in 2023, 45,500 in 2024, and 54,300 in 2025.

In addition, Bao'an District will also open 5 district-affiliated high schools, with a group coverage rate of 50%; plan the Fenghuangling Applied Science and Education City and build the Shenzhen Innovative and Creative Design College; promote the high-end development of secondary vocational education, and strive to create a national-level demonstration vocational education group.

3,500 new beds were added, and the construction of health Bao'an was promoted with high standards

For the medical problems that the masses are concerned about, the report proposes to accelerate the promotion of the new renovation and expansion of 9 public hospitals, and add 3500 new beds. The second phase of the district people's hospital project wall-chart operation, inverted construction period, the two main towers will be completed and put into use at the end of 2024, and the project will be completed and put into use by the end of 2025. The Children's Hospital will be completed in 2024, and the second phase of the Central Hospital, the Air and Sea Rescue Hospital, and the Second Phase of the Municipal Hospital of Integrated Traditional Chinese and Western Medicine will be completed in 2025. Promote the construction of Shenzhen International Convention and Exhibition City General Hospital and Shajing Ganggang General Hospital, and promote the planning and construction of high-level hospitals in 4 newly established streets. Strive for 5 "top three" hospitals, create a national benchmark for maternal and child health care, a pioneering demonstration urban area for the inheritance and innovation of traditional Chinese medicine, and an international first-class three-dimensional medical emergency network of sea, land and air.

Bao'an District will also improve the public health service system at the district, street and community levels, adhere to the principle of prevention, the combination of prevention, control, rescue and nursing, and innovate the coordination mechanism of medical prevention. Do a good job of normalizing epidemic prevention and control, continue to strengthen the control of key places such as airports, ports and isolated hotels, and resolutely guard the strict defense line against external imports and internal rebounds. Implement the three-child birth policy and supporting measures to promote the long-term balanced development of the population.

Raise 80,000 sets of public housing to strengthen the people's livelihood guarantee in an all-round way

In the face of the imbalance between housing supply and demand, Bao'an District will optimize the demand and supply of people's livelihood at multiple levels. Adhere to the positioning of "housing and not speculation", improve the sustainable and affordable housing supply system, and raise more than 80,000 sets of public housing, including 11,000 units in 2021, 15,000 units in 2022, 17,000 units in 2023, 18,000 units in 2024, and 19,000 units in 2025.

In terms of employment, Bao'an District will comprehensively strengthen the employment priority policy, promote the Bay Area Social Security Service Pass, and provide 50,000 high-quality jobs for key groups such as college graduates, retired soldiers, and family members of active military personnel every year. Achieve a coverage rate of 100% of street elderly service centers and elderly service stations in aging communities, put into use Chunhui Garden, and reach 4500 beds for the elderly.

Strictly implement the policy on the resettlement of veterans, do a solid job of preferential treatment and "double support", and strengthen the service guarantee for veterans. Carry out accurate rehabilitation services for children with disabilities and build barrier-free urban areas. Explore hierarchical childcare models and build women- and child-friendly urban areas. Do a good job of piloting the national medium- and long-term youth development plan. Improve the hierarchical and classified rescue system, vigorously develop volunteer service undertakings, and let people in need receive help in a timely manner. Fully implement the strategy of rural revitalization, consolidate and expand the results of poverty alleviation, and strengthen cooperation with Longchuan and Du'an, Dahua and Huanjiang in the fields of industry, people's livelihood, labor services, and consumption, so that the foundation for poverty alleviation in recipient areas will be more stable and the results will be more sustainable.
