He Luting (1903-1999), formerly known as He Kai, a native of Shaodong, Hunan, is a famous contemporary musician and educator, a deputy to the Eighth National Congress of the Communist Party of China, a deputy to the First National People's Congress, a member of the Third and Fourth National Committee of the Chinese People's Political Consultative Conference, a member of the Standing Committee of the Fifth and Sixth National Committee of the Chinese People's Political Consultative Conference, a long-term president of the Shanghai Conservatory of Music, a vice chairman of the China Federation of Literary and Art Circles, a vice chairman and honorary chairman of the Chinese Musicians Association, an honorary chairman of the Shanghai Music Association, and a life honorary member of the International Music Association.

On July 20, 1903, He Luting was born in Dongxiang, Shaoyang County, Hunan Province, to a poor peasant family in Locust Pond ,present-day Xin'antang Village, Jiulongling Town, Shaodong City, Hunan Province, where the flower drum plays and folk songs cultivated his young and flexible "heart". In 1912, he entered Baoqing Xuncheng College, and after graduation, he taught elementary school music and drawing classes. In 1924, he was admitted to changsha Yueyun Middle School with the first place in the art department, studying painting and music. After graduating in the autumn of 1926 and staying on as a music teacher, he joined the Communist Party of China in October of the same year, actively participated in the Rural Revolution, and organized charity performances for the Northern Expeditionary Army. After Chiang Kai-shek's rebellion and revolution, he participated in the Guangzhou Uprising led by the Communist Party of China, engaged in propaganda work, and then transferred to Hong Kong for Shanghai. In 1931, he was admitted to the Shanghai National Conservatory of Music, where he took an elective course in piano and harmony, and translated "Theory and Practice of Harmony Acoustics" after class. In 1934, in the competition for Chinese piano music held by the famous Russian composer Alexander Zilpin, He Luting won the first prize and the second prize of honorary prize for "Shepherd Boy Piccolo" and "Lullaby". He entered the film industry in 1934. Nie Er introduced him to star film companies as the head of the composition unit and participated in the left-wing film business. After the outbreak of the War of Resistance Against Japanese Aggression in 1937, He Luting participated in the Shanghai Literary and Art Circles Anti-Japanese Rescue Drama Team and went to Wuhan, Zhengzhou, Xi'an and other places to perform and publicize the anti-Japanese resistance. After the Anhui Incident in 1941, he resolutely left Chongqing and arrived at the headquarters of the New Fourth Army in central China to write songs and teach songs for the officers and men of the New Fourth Army, which was warmly welcomed by Liu Shaoqi and Chen Yi. In 1943, He Luting arrived in Yan'an and met Mao Zedong and other CCP leaders. Mao Zedong praised the guerrilla song as well written. He Luting taught at the Lu Xun Art Institute and composed a series of revolutionary songs. In October 1946, he was appointed as the head of the Central Orchestra, the deputy head of the North China People's Cultural and Labor Troupe, and the vice president of the Central Conservatory of Music. After the founding of the People's Republic of China, He Luting returned to his alma mater and has been serving as the dean of the Shanghai Conservatory of Music, cultivating a large number of outstanding musical talents for the country. In his lifetime, He Luting created more than 300 musical works such as "Song of the Guerrillas" and authored "Anthology of He Luting's Music Papers", whose beautiful melodies and moving notes flowed in the hearts of the people and remained in the excellent cultural treasure house of the Chinese nation. On July 15, 1993, comrade Jiang Zemin congratulated Comrade He Luting on the 70th anniversary of his musical work, and personally wrote an inscription: "Compose a strong voice of life and praise the cause of the people." On April 27, 1999, He Luting died in Shanghai at the age of 96.

He Luting was one of the first fighters to devote himself to the peasant movement and the Guangzhou Uprising, composing China's first "Riot Song" reflecting the seizure of power by workers and peasants; the author of China's first internationally recognized piano piece "Shepherd Boy Piccolo"; during the Liberation War, he was the first head of the Central Orchestra, and he cooperated with Mr. Tao Xingzhi to establish a professional children's music education discipline in the Yucai School. After liberation, he was the first musician in China to be awarded the honorary lifetime membership of the International Music Council. From October 1949, he served as the first president of the Shanghai Conservatory of Music after the founding of the People's Republic of China, and until his death in 1984.

He Luting joined the party in 1926, until the end of his life, followed all the way to the end of his life, unswervingly, for 73 years his soul was the party banner, he fought ceaselessly for the people's cause all his life, sang incessantly, adhered to justice and progress, sang about the light and the truth, goodness and beauty, and on the bumpy road of life, he always maintained his loyalty to the party, the heart of a child to the people, always maintained the advanced nature and purity of the party, shaped a monument of personality with the consistent adherence to a pair of faiths, enjoyed high prestige among the masses, and was inspired by Mao Zedong, Zhou Enlai, Zhu De, Chen Yi, Yang Shangkun, The respect and reception of Jiang Zemin, Zhu Rongji, Li Lanqing, and other party and state leaders is a model for our communists to "study history and revere morality."
