On November 2, talking about he Luting, a famous musician in his hometown, Liu Huaibao, dean of the School of Music and Dance of Shaoyang University and chairman of the Municipal Musicians Association, had a twinkle in his eye.

He Luting was born in Xin'antang Village (now renamed Luting Village) in Jiulongling Town, Shaodong City, and is a famous contemporary composer, music theorist and music educator. In the past 80 years of musical career, he has closely combined his musical activities with the fate of the country and the people, and created many immortal musical works such as "Guerrilla Song" and "Shepherd Boy Piccolo", which have distinct characteristics of the times and a strong atmosphere of life, and have had a major impact at home and abroad. In order to better inherit He Luting's music education ideas and cultivate more outstanding musical talents, Shaoyang College put forward the idea of establishing "He Luting Music Academy" in 2009.

Liu Huaibao introduced that after proposing the idea of establishing the "He Luting Conservatory of Music", they have carried out effective exploration and done a lot of fruitful work. In terms of discipline construction, three directions have been set up: he Luting's works research, He Luting's educational thought research and He Luting's red spirit research, comprehensive and in-depth study of He Luting's music creation and music education ideas, and 17 Luting forums have been held successively, inviting experts and scholars to discuss the construction of disciplines and jointly develop the grand plan. In terms of the cultivation of musical talents, they cooperated with the Shanghai Conservatory of Music to establish the Hunan Research Base of he Luting Chinese Academy of Advanced Music. On July 20, 2018, at the first He Luting Music Culture and Art Festival held in Shaodong, the "He Luting Hunan Research Base of the Chinese Academy of Advanced Music" set up at Shaoyang University was officially unveiled.

On December 5, 2020, under the guidance of the Provincial Department of Culture and Tourism, the first "He Luting Art Week" jointly sponsored by the Shaoyang Municipal People's Government, the He Luting Chinese Advanced Research Institute of the Shanghai Conservatory of Music and the Shaoyang University opened in Shaoyang College. Musicologists and singers from all over the country gathered in He Luting's hometown to carry out literary and artistic exchanges, collide academic ideas, and inherit and carry forward the literary and artistic spirit of He Luting.

Liu Huaibao said that under the influence and inspiration of He Luting's idea of music education, they have successively created and adapted dozens of musical works such as "Xiaoxiang Spring Breeze Warm Heavenly Mountain", "My Dearest and Dearest Motherland", "Beautiful Shaoyang", "Pig Blood Balls and Fragrance" and so on. It is worth mentioning that on April 28, 2016, the representative team of Shaoyang University stood out from 517 participating universities in 32 provinces and cities, paid tribute to He Luting with the adapted "Sing guerrilla song again", and won the championship of the second national college "Campus Voice Competition" in one fell swoop.

For the construction of He Luting Conservatory of Music, Liu Huaibao suggested that the provincial party committee, the provincial government and relevant departments give preference and support in terms of policies, projects, and talent team construction, and proposed the establishment of he Luting Music Research Center, selecting high-level music and art talents from various colleges and universities in the province as part-time researchers, and setting up a special research team to promote the research and music creation of He Luting's works. Relying on the platform of Shanghai Conservatory of Music and He Luting's Hunan Research Base of China Advanced Research Institute of Music, cultivate high-quality musical talents, cooperate in holding large-scale activities such as "He Luting Art Week", He Luting Classic Works Concert, Famous Artists Concert, Luting Forum, etc., to create a city cultural business card of Shaoyang, highlight the charm of the city through cultural brand building, enhance the soft power of the city, and improve Shaoyang's external popularity and reputation.
