It was in the quarter-finals of football in the same year, the 1968 Olympic Games, and Israel's draw loss to Bulgaria was seen as the starting point of the modern penalty shootout, and an Israeli journalist, Joseph Dagan, was frustrated that his team had been eliminated in this way, and he proposed a "penalty shootout" after the draw, which was conveyed to FIFA by Michael, the president of the Israeli Football Federation at the time, but it was still a long discussion and waiting, during which it was still a "game of luck".

For the European Championship, the rules are adjusted and applied more flexibly. The 1976 European Championship final was held in Belgrade, Yugoslavia, against Czechoslovakia and West Germany (i.e. the Federal Republic of Germany). After regular time and extra-time, the two teams were tied 2-2, so the game went to penalties, the first time in the history of the European Championship that this method was used to decide the winner.

Czechoslovakia won 5-3 on penalties to win their only European Championship – and in January 1993 Czechoslovakia was officially divided into two countries.

For the World Cup, it wasn't until the 1978 World Cup in Argentina that the penalty shoot-out rule was officially introduced, but only 16 teams participated in the World Cup, and none of them were still tied after extra time - the penalty shoot-out rule was there, but this time it was not used.
