1. Basic principles

(1) Adhere to the principle of territorial management

Under the leadership of the district government, the Jian'an District Education and Sports Bureau strictly follows the "Compulsory Education Law" and other laws and regulations to effectively protect the right of school-age children and adolescents to receive compulsory education. The District Education and Sports Bureau is responsible for the enrollment and enrollment supervision of schools within its jurisdiction, and each enrollment school is specifically responsible for the enrollment and enrollment of the school.

(2) Adhere to the principle of admission without examination

Schools in the compulsory education stage should strictly abide by the provisions on admission without examinations, and must not employ examinations or assessments, or entrust extracurricular training institutions to use examinations, tests, interviews, and other forms to select students, and must not use all kinds of examinations, competitions, training results, or certificates as a requirement and basis for enrollment. In accordance with the target requirements of "school zoning enrollment and nearby enrollment of students", the scope of school enrollment areas in the compulsory education stage is scientifically and reasonably, continuously and smoothly delineated; Schools in the compulsory education stage of the whole region implement the policy of single-school zoning, and scatter hotspot schools into corresponding districts to ensure that the zoning is relatively nearby and the enrollment is in place.

(4) Adhere to the principle of giving priority to public degrees

Increase the supply of resources for public compulsory education, do a good job in the construction of new, renovated and expanded public school projects, and put them into use as soon as possible. For those who do not have enough places in public schools, they may be arranged to study in private schools through government procurement of services, to ensure that compulsory education places are mainly provided by public schools or through government procurement of services.

(5) Adhere to the principle of "citizens recruiting together".

Conscientiously implement the requirements of the central government's regulations on regulating the development of private compulsory education and the simultaneous enrollment of citizen-run compulsory education schools, the enrollment of private compulsory education schools is included in the unified management of the place of approval, and the enrollment work is uniformly organized by the administrative department of education at the place of approval, and the whole process is subject to social supervision, and private schools are strictly prohibited from organizing enrollment on their own. The enrollment scope of private schools is limited to the administrative area where the school is located, and the enrollment is organized in strict accordance with the approved enrollment scope, enrollment plan, and prescribed enrollment time and enrollment method, and resolutely puts an end to early enrollment, cross-district enrollment, and over-scope enrollment.

(6) Adhere to the principles of fairness and openness

Make good use of the Henan Provincial Compulsory Education Enrollment Service Platform and the Henan Provincial Enrollment and Enrollment "One Thing" Handling Platform, and fully implement sunshine enrollment and standardized enrollment. Adopt a variety of ways to publicize the new policies and requirements for enrollment, release enrollment information in a timely manner, and take the initiative to accept the supervision of all parties to ensure that the enrollment opportunities are fair.

2. Enrollment Target

1. Primary schools: As of August 31 of the year of enrollment (including August 31), children of school age with household registration in Jian'an District who have reached the age of 6, children of eligible migrant workers in the city, and students whose household registration from other places meet the requirements of the policy.

2. Junior high school: primary school graduates with household registration in Jian'an District, children of migrant workers who meet the requirements, and primary school graduates whose household registration in other places meets the requirements of the policy.

3. Enrollment Methods

(1) Enrollment of primary and junior high schools in urban areas

During the period from July 15th to July 25th, each enrollment school will issue an announcement in advance to clarify the enrollment time (at least two days will be arranged for each school), and the school-age children and their guardians will go directly to the school for on-site qualification review with relevant certification materials within the time specified by the school in the area, and the school will be responsible for reviewing the materials and verifying on the spot, and docking with the "one thing" handling platform for education enrollment in Henan Province for verification. Parents (guardians) of school-age children who fail to conduct on-site qualification reviews within the prescribed time or provide false materials shall be deemed to have voluntarily given up their qualifications to attend schools in the school district. After the school audits, the qualified student information registration form and related supporting materials will be submitted to the District Education and Sports Bureau, and the District Education and Sports Bureau will organize personnel to review from August 1 to 15. Before August 23, the school will import the information of eligible students into the Henan Provincial Compulsory Education Enrollment Service Platform, and the District Education and Sports Bureau and the school will complete the enrollment work.

Each enrollment school will complete the qualification review and determine the admission results, and announce the admission results by issuing admission notices or issuing admission announcements before August 26, and arrange for students to report to the school.

(2) Enrollment of township primary and junior high schools

The registration of primary and secondary school students in township schools (including private schools) shall be carried out by the central schools of each township.

(3) Enrollment of special groups

1. Enrollment of children who have migrated with them. Adhere to the compulsory education enrollment policy of "two mains, two inclusions, and residence permits as the main basis", truly simplify the enrollment process and certification requirements for migrant children, ensure that migrant children receive compulsory education on an equal footing, and ensure that "all who should be enrolled". The "four unifications" (unified management, unified class arrangement, unified teaching, and unified arrangement of activities) are implemented for the children of migrants and local students. In terms of awards, joining teams, and extracurricular activities, the children of migrants enjoy the same rights as urban students. The enrollment of migrant children in urban areas is to be verified and registered by each school by category, and each school is specifically responsible.

2. Left-behind children and children in difficult circumstances are enrolled in school. All township schools should actively cooperate with relevant departments to conscientiously implement the education and care policy, and ensure that every left-behind child and teenager of school age can enroll in school and receive compulsory education on time; It is necessary to do a good job in helping and subsidizing students from difficult families to ensure that no student drops out of school due to family poverty; It is necessary to make full use of township boarding schools, apply for additional public transport routes, and provide school bus services to ensure that school-age children in rural areas do not drop out of school because of the inconvenience of going to school.

3. Enrollment of children and adolescents with disabilities. Each township school, in conjunction with the local Disabled Persons' Federation and civil affairs departments, should earnestly find out the base number of school-age children with disabilities, and carry out categorical placement of "one person, one case", to ensure that they do not drop out of school or drop out of school. Vigorously promote integrated education, giving priority to the use of ordinary schools to attend classes, and arranging for children and adolescents with mild disabilities to receive compulsory education in the vicinity; Children with moderate and severe disabilities are mobilized to attend special education schools; Implement door-to-door education services for those who need specialized care and are unable to attend school, and adopt a variety of methods to ensure that they receive compulsory education. Where there is controversy over school placement, the local government is to lead the relevant departments to conduct an assessment and determination of their ability to receive compulsory education, and submit opinions on school placement, clarifying the methods for school-age children and adolescents with disabilities to receive compulsory education and the specific schools they are attending (sending them to teach).

4. The children of the recipients of preferential care are enrolled in school. Children of martyrs, children of eligible active duty soldiers, children of public security heroes and police officers who have died in the line of duty, children of disabled policemen, children of qualified high-level talents, and other eligible recipients of preferential care shall be co-ordinated by the Education and Sports Bureau in accordance with relevant regulations.

Fourth, the work requirements

(1) Strengthen organizational leadership

Compulsory education enrollment has a bearing on the vital interests of the broad masses of the people, on the overall situation of the reform and development of compulsory education and social stability, and is an important part of running compulsory education that is people-centered and satisfies the people. All schools should raise awareness, attach great importance to it, and be guided by solving the hot and difficult problems in the compulsory education enrollment work, and carefully plan and formulate plans to ensure the smooth and orderly enrollment of students in 2024 from the aspects of controlling the school choice fever, eliminating large class sizes, controlling dropouts and ensuring a good education ecology.

(2) Scientifically optimize the layout of the school

In accordance with the layout plan of urban and rural compulsory education during the "14th Five-Year Plan" period, it is necessary to strictly implement the requirements of "synchronous planning, synchronous construction, and synchronous delivery and use" of supporting educational facilities in urban residential areas, continue to optimize the spatial layout of schools, and ensure that the layout of schools in the urban and rural compulsory education stage is compatible with regional population changes, especially school-age population changes, and meet the needs of school-age children and adolescents for relatively nearby zoning and enrollment.

(3) Promote the balanced development of quality education and educational equity

By increasing the proportion of students enrolled in ordinary high schools, we will increase the opportunities and reduce the difficulty for students from weak junior high schools to enter provincial and municipal demonstration high schools, and promote the balance of students in all junior high schools.

(4) Improve long-term mechanisms for controlling dropouts and guaranteeing education

All township schools should further improve the joint control and joint guarantee responsibility system of the government and relevant departments, schools, families and other parties, constantly improve the "one school, one case" dropout control and protection work plan, consolidate responsibilities, and resolutely prevent dropouts due to poverty and illness. It is necessary to focus on key villages, key populations, key links, and important time nodes, focusing on doing a good job of enrolling children with disabilities, children from poor families, left-behind children, and children in difficult circumstances, strengthening education, care, and support, and ensuring the right of school-age children and adolescents to receive compulsory education in accordance with law.

(5) Standardize the collection of registration information

In the registration work, all schools should follow the principle of not providing materials unless necessary and not collecting information unless necessary, and clarify and widely publicize the materials required for registration, registration time and handling methods in advance. Comprehensively clean up and cancel unnecessary certification materials such as preschool education experience, family planning certificates, and certificates of exceeding the normal school age; The vaccination certificate is not a precondition for enrollment and can be requested by students in a timely manner after the start of school. According to the needs of enrollment and enrollment work, truthfully collect necessary information such as students' basic information, home addresses, parents' names, and contact information, and it is strictly forbidden to collect information on students' parents' positions and incomes. (6) Strictly control the number of students enrolled in classes

Strictly control and rationally adjust the enrollment plans of schools with large class sizes and super-large school quotas. All schools should set up class sizes in accordance with the requirements of the "Several Opinions of the General Office of the People's Government of Henan Province on Promoting the High-quality and Balanced Development of Compulsory Education" (Yu Zheng Ban [2022] No. 105), and there shall be no large classes at the beginning grade, in principle, no more than 45 students per class in primary schools and no more than 50 students in each class in junior high schools.

(7) Strengthen the management of enrollment and student status

All schools should attach great importance to the management of student status, fully understand that student status is the embodiment of enrollment results, and in accordance with the Ministry of Education's "Measures for the Management of Primary and Secondary School Students" and "Henan Province Compulsory Education Student Status Management Implementation Rules (Trial)", in accordance with the enrollment list to complete the registration of primary school freshmen and the continuation of junior high school freshmen. (9) Strengthen oversight and accountability

All schools should regard doing a good job in compulsory education enrollment as an important part of promoting social fairness and running education that satisfies the people, strictly implement the requirements of sunshine enrollment and concentrating on rectifying unhealthy trends and corruption around the masses, establish and improve mechanisms for supervision and reporting of violations of rules and discipline and accepting appeals, investigate and deal with violations of discipline in enrollment and enrollment work in accordance with law and discipline, promptly handle outstanding problems and emergencies in enrollment work, and eliminate signs of hidden dangers that affect normal order and social stability. For schools that cause negative impacts or serious consequences, cancel the qualifications for all kinds of awards, and give interviews, circulate criticism, and pursue the responsibility of relevant personnel depending on the severity of the circumstances. For private schools that enroll students in serious violation of regulations, they will be disqualified from various evaluations, and will be given penalties such as reducing the enrollment plan for the next year, stopping enrollment, or even revoking the school's license. Where the supervision of the enrollment work of territorial schools is not effective, the responsible management departments and personnel are to be held accountable in accordance with laws and regulations.

(10) Strengthen publicity and guidance

All schools should set up special enrollment consultation windows and hotlines to do a good job in explaining the enrollment policy and issues of concern to the masses. It is necessary to cooperate with the propaganda department and the news media to strengthen the publicity and guidance of public opinion, interpret the enrollment and enrollment policy through press conferences, micro-videos, column interpretations, etc., actively respond to the concerns of the people, and guide parents to form reasonable expectations for schooling. Continue to publicize the "double reduction" and the policy of allocating students to ordinary high schools and other work measures to promote educational fairness, guide parents to establish a scientific concept of education, and create a correct view of the quality evaluation of compulsory education and the growth of students in the whole society.
