First, the ambient air quality remains generally stable. In 2023, the average concentration of fine particulate matter in the ambient air of 14 prefecture-level cities in the province will be 26 micrograms per cubic meter, the same as in 2022; The average concentration of inhalable particulate matter was 58 micrograms per cubic meter, an increase of 1.8% compared to 2022; The average concentration of sulphur dioxide was 12 micrograms per cubic meter, reaching the annual first-class standard, the same as in 2022; The average concentration of nitrogen dioxide was 23 micrograms per cubic meter, reaching the annual first-class standard, an increase of 4.5% compared with 2022; The average concentration of carbon monoxide was 1.1 mg/m3, reaching the daily first-class standard, the same as in 2022; The average ozone concentration was 140 micrograms per cubic meter, reaching the daily second-class standard, an increase of 4.5% compared with 2022; The proportion of good days was 86.4%, a decrease of 3.8 percentage points compared with 2022, and the comprehensive ambient air quality index was 3.51, an increase of 2.6% compared with 2022. In 2023, 14 prefecture-level cities will be affected by sand and dust weather for a total of 1,168 days, an increase of 406 days year-on-year, and no acidic precipitation will occur in 14 prefecture-level cities in the province.
Second, the overall quality of the water environment has been consolidated and improved. In 2023, 95.9% of the 74 surface water state-controlled sections in the province will have excellent water quality (reaching or better than Class III.), which is 6.5 percentage points better than the national level and the same as that in 2022, and the proportion of inferior Class V water bodies will be 0%, achieving deterioration two years ahead of schedule. In 2023, the average equivalent sound level of environmental noise in the daytime area of cities in the province will be 52.2 decibels, the sound environment quality level will be level 2, and the sound environment quality will be "good"; The average equivalent sound level of ambient noise in the night area is 43.9 decibels, the sound environment quality level is level 2, and the sound environment quality is "good". The radionuclide activity concentrations of aerosols, fallouts and gas iodine radionuclides at the automatic radiation environment monitoring stations are at the background level.
Sixth, the ecological environment of the Qilian Mountains is stable and improving. Our province actively participates in the carbon emission trading market, and has fully completed the implementation of the carbon market in both compliance periods, with a total of 349 million tons of carbon dioxide equivalent paid allowances.
The Interim Regulations on the Administration of Carbon Emission Trading have made clear provisions on the establishment of a carbon emission allowance supervision and management system, clarifying the scope and method of trading, implementing the main responsibilities of key emitting entities, connecting with the voluntary greenhouse gas emission reduction market, and increasing the punishment for illegal acts, providing a strong guarantee for the healthy development of the mainland carbon market and opening a new situation of rule of law in the construction and management of the mainland carbon market. In order to do a good job in the implementation of the "Regulations", our province has mainly carried out the following work:
The first is to study and publicize in a timely manner. After the promulgation of the "Regulations", our department organized the 2024 Provincial Power Generation Industry Enterprise Greenhouse Gas Emission Report Verification Kick-off Meeting and Carbon Emission Data Quality Management Promotion Meeting, from the division of responsibilities, joint supervision of key matters, transaction elements, quota allocation and settlement of several modules, etc., to refine the relevant provisions of the publicity regulations, arrange and deploy the relevant work related to the verification of the power generation industry in 2024, and report on the quality management of carbon emission data in the province's power generation industry from December 2023 to January 2024.
