On May 15, the Nanjing Low-altitude Economic Development Conference was held in Pukou, where civil aviation units, affiliated enterprises, university experts and scholars, as well as relevant provincial and municipal departments gathered together to share insights on the opportunities and prospects of low-altitude economic development, key technological innovation breakthroughs and application scenario expansion, and jointly make suggestions for Nanjing to build a "low-altitude city". At the meeting, the "Implementation Opinions on Promoting the High-quality Development of Low-altitude Economy in Nanjing (2024-2026)" and "Several Measures of Nanjing on Supporting the High-quality Development of Low-altitude Economy" were officially released. 40 scenario application routes covering river surface inspection, material distribution, and drug transportation were also released through video at the meeting. A number of innovative technological achievements from the team of academician Zhu Shining of Nanjing University, Purple Mountain Laboratory, Nanjing University of Aeronautics and Astronautics, and Nanjing Civil Unmanned Aviation Test Zone were released, such as the QKD system for UAV mobile platform applications, the cellular-free massive MIMO technology for 5G-A/6G, the 5G-A synaesthesia integrated technology for low-altitude intelligent networking, and the blockchain-based low-altitude safety control technology.

The center focuses on low-altitude technology innovation, network innovation, product innovation, application innovation and service innovation, horizontally connects the national low-altitude application scenarios and solutions, and vertically consolidates the capabilities of low-altitude terminal, network, intelligence and use product systems. At the same time, Pukou District and China Unicom Jiangsu Company signed a strategic cooperation agreement, and the Jiangsu Provincial Unmanned Aircraft Quality Inspection Center prepared by Pukou High-tech Zone, the Provincial Quality Inspection Institute and the UAV Research Institute of China Southern Aviation University signed a contract.
