Since the G60 Science and Technology Innovation Corridor in the Yangtze River Delta has been elevated from a grassroots vivid practice upholding the new development concept to a major national strategic platform, all units and regions have always practiced the important concept of "the rule of law is the best business environment", strengthened the supply of the rule of law, optimized the rule of law services, and built a market-oriented, law-based, and international first-class science and technology innovation ecology, so as to provide a strong legal guarantee for the high-quality development of the modern New Songjiang with "science and technology, humanity, and ecology". This newspaper launched a series of reports on the rule of law by "Secretaries and Directors", showing the experience and effectiveness of various units and regions in ensuring the construction of the G60 science and technology innovation corridor in the Yangtze River Delta under the rule of law and promoting high-quality development.
Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has positioned the rule of law, laid out the rule of law, and strictly implemented the rule of law from the overall and strategic perspective of upholding and developing socialism with Chinese characteristics, and formed Xi Jinping Thought on the Rule of Law. In recent years, Guangfulin Street has been deeply engaged in the construction of the rule of law at the grassroots level, all party members and cadres have taken the initiative to practice governance according to law, and residents have participated in community governance in accordance with the law, and have achieved gratifying results. In 2021, the street was successfully established as the first batch of "Shanghai Rule of Law Construction Demonstration Street Towns", in 2022, the Xiziwan residential area was awarded the "National Democratic Rule of Law Demonstration Community", and in 2022 and 2023, the "Rule of Law Wenhui Road" legal propaganda position was successively awarded the third and fourth batch of "Shanghai Socialist Rule of Law Culture Brand Position". Based on the unique environment of campuses, business districts, scenic spots, and communities, the streets have realized the rule of law and harmonious co-governance, and formed a "Guangfulin Sample" of multiple governance of new streets and towns that can be replicated and promoted, which has attracted more than ten media reports such as People's Daily, Xinhua News Agency, and Rule of Law Daily.
Focusing on the overall situation of the center's services, we will open up a new situation in the business environment under the rule of law. On the one hand, Guangfulin Street focuses on the construction of the university town's entrepreneurship and entrepreneurship cluster, and has successively held enterprise development seminars, lawyer salons and other activities, and integrates resources such as university professors and consultants to carry out policy and regulatory publicity, guide college students to innovate and start businesses, and actively serve the national strategy of the G60 science and technology innovation corridor in the Yangtze River Delta. At the same time, aiming at the producer service industry, focusing on the four major industries of integrated circuits, digital economy, network security, and future technology, we will provide policy and regulatory support for the introduction of specialized, specialized, special and new high-tech enterprises, and increase the protection of intellectual property rights. On the other hand, we should pay attention to the construction of the core highland of rule of law publicity, and build a municipal-level rule of law propaganda position "Rule of Law Wenhui Road" in Wenhui Road, so that the tentacles of the rule of law can be extended to colleges and universities. Nowadays, walking into Songjiang University Town, the 2.5-kilometer "Rule of Law Wenhui Road" in the shape of "non" connects 8 colleges and universities, 100,000 students and more than 1,000 merchants, and popularity and fireworks coexist here. The mascot of the rule of law, "Guangfulin Rule of Law Cow", which integrates the traditional culture of Guangfulin and the culture of the rule of law, can be seen everywhere and is deeply rooted in the hearts of the people, and has become the "Internet celebrity spokesperson" of the rule of law in Guangfulin.
Pay attention to people's livelihood and seek practical matters, and write a new chapter in the construction of democracy and rule of law. In the face of the complex problem of community governance, Guangfulin Street promotes the community to adhere to the rule of law to solve problems and promote people's livelihood with democracy. The Xiziwan residential area, which has been rated as a "National Demonstration Community for Democracy and Rule of Law", relies on the "five steps and six platforms" working mechanism to plan the layout of the article, realize democratic deliberation and democratic consultation, and solve residents' emergencies and worries through an annual "list of practical projects for the people". The parking management plan in the list revitalizes community parking resources through integrated management of overall allocation and distribution; Adopt the "four-in-one" collective promotion and implement the reform in a bold way; Use scientific and technological means to promote the implementation of the plan and efficiently promote parking management. After a series of combination punches, it has really solved the "troubles" around a number of people such as "parking difficulties and parking chaos", and the relevant governance cases have been rated as the top ten shortlisted cases of Shanghai's rule of law construction.
Build a solid foundation for regional stability and lead a new trend of resolving contradictions and disputes. Guangfulin Street has always adhered to the principle of "putting the non-litigation dispute resolution mechanism in the forefront" and is committed to the construction of a "one-stop" diversified dispute resolution platform. In April 2021, Guangfulin Judicial Office, as the first in the region, piloted the paperless circulation of mediation and litigation docking, and successfully handled a number of cross-regional judicial confirmation cases through the methods of "cloud hearing" and "paperless mediation and litigation docking", helping the parties to reach a mediation agreement with judicial enforceability "without leaving the community". In November 2023, the city's first grassroots circuit trial site set up by the Intermediate People's Court at the street and town level settled in Guangfulin Street, and has carried out 5 demonstration court trials, one of which was rated as one of the top 10 cases of multiple dispute resolution by the Shanghai No. 1 Intermediate People's Court, further weaving a network of multiple dispute resolution at the grassroots level. In addition, Guangfulin Street also gave full play to the advantages of mechanisms such as "three linkages" and "local-school cooperation", and resolved 117 rent disputes over non-state-owned and collective property rights shops on Wenhui Road during the epidemic, involving an amount of more than 370 yuan, and implemented the rent reduction and exemption policy for state-owned assets and houses in accordance with the law, benefiting 356 merchants; Smoothly handled the collective removal incident involving 108 illegal leasing and operating merchants in Shanghai University of Engineering Science. With the participation of multiple forces, a number of contradictions and disputes have been resolved in a timely and on-the-spot manner at the grassroots level, adding new connotations to the practice of the "Fengqiao Experience" in the new era.
Take advantage of the momentum and race thousands of sails, and it is time to ride the horse and whip. We have persisted in deepening comprehensive governance according to law and speeding up the construction of the rule of law, and we have tasted the sweetness of law-based governance and achieved tangible governance results. Guangfulin Street will continue to adhere to the guidance of Xi Jinping Thought on the Rule of Law, perform its duties loyally, be honest and innovative, be pragmatic and hardworking, and strive to promote new development, new improvement, and new leaps in all aspects of the construction of the rule of law, and make greater contributions to the construction of the rule of law in Songjiang.
