The Ministry of Education and the Ministry of Finance recently jointly issued a notice requiring the implementation of the 2024 plan for special positions for school teachers in the rural compulsory education stage. It is understood that the country plans to recruit 37,000 special teachers.
In 2024, the "Special Post Plan" will still be implemented for the central and western provinces:
Focus on the original "three districts and three states", key counties for national rural revitalization, ethnic minority areas and other places;
Guide and encourage college graduates to teach in rural schools, and further strengthen the replenishment of teachers in scarce and weak subjects such as ethics and the rule of law, foreign languages, science, and mental health;
Support and encourage eligible veterans to teach in primary and secondary schools, and comprehensively consider factors such as the length of service to relax the age limit for veterans;
Encourage high-level colleges and universities represented by the "double first-class" construction colleges and universities to send outstanding college graduates to rural schools.
In the recruitment of special post teachers in remote and difficult areas and in urgently needed majors, the proportion of examinations may be appropriately reduced or not set in light of the actual situation, and open recruitment may be carried out by means of interviews and direct inspections, and the passing line for grades may be delineated.
For areas that are particularly remote and difficult, and the loss of teachers is serious, local students can be favored.
The standard of salary subsidy for special post teachers has been raised
The "Circular" requires that the remuneration of teachers with special posts be effectively guaranteed, and that the central government will continue to provide salary subsidies to teachers under the "special post plan".
From January 1, 2024, the salary subsidy standard for special post teachers will be raised:
The central region increased from 35,200 yuan per capita to 38,800 yuan per year
In the western region, it was increased from 38,200 yuan to 41,800 yuan
All localities should ensure that the salaries of special post teachers are paid in full and on time, participate in social insurance in accordance with regulations, and ensure that special post teachers who have completed their three-year service period, passed the assessment, and are willing to stay in their posts are promptly enrolled in the establishment and put in place.
The "Special Post Program" has provided about 1.15 million teachers to the central and western regions
It is understood that in 2006, the "Special Post Program" was launched and implemented by the Ministry of Education and other four departments, with the support of special funds from the central government. Through open recruitment, the program guides and encourages college graduates to teach in rural compulsory education schools in the central and western regions. So far, it has provided about 1.15 million teachers to more than 1,000 counties and more than 30,000 rural schools (including village primary schools and teaching sites) in 22 provinces in the central and western regions.
