In order to meet the needs of high-quality development of education in our county, optimize the structure of the education talent team, and comprehensively improve the quality of education and teaching, according to the spirit of the Anhui Provincial Department of Education, the Anhui Provincial Department of Human Resources and Social Security, the Office of the Institutional Establishment Committee of the Anhui Provincial Party Committee of the Communist Party of China, and the Anhui Provincial Department of Finance "Notice on Further Improving and Perfecting the Open Recruitment of New Teachers in Primary and Secondary Schools" (Anhui Jiao [2019] No. 29), it has been agreed to carry out the introduction of urgently needed educational talents in Funan County in 2024. The relevant matters are hereby announced as follows:

First, the principle of introduction

Adhere to the principles of fairness, justice, openness, competition, and merit, and adhere to the principle of setting up posts according to needs, introducing posts according to posts, and matching people to posts.

Second, the introduction of organizations

The introduction of the work in Funan County institutions and institutions open examination, recruitment, the introduction of staff under the leadership of the leadership of the Funan County Education Bureau is responsible for the organization and implementation, the relevant schools cooperate, the discipline inspection and supervision department is responsible for supervision.

Third, the introduction plan

It is planned to publicly introduce 27 urgently needed educational talents from high schools, and the specific positions are shown in Annex 1 "Funan County 2024 Urgently Needed Educational Talents Job Plan" (hereinafter referred to as the "Job Plan").

Fourth, the introduction of objects

Graduates of "double first-class" universities or former "985" and "211" universities with bachelor's degree (with bachelor's degree) or above, and graduates with master's degree (with master's degree) or above from other universities. The above introduction objects must have teacher qualification certificates, graduation certificates and degree certificates consistent with the discipline and specialty of the post.

Fifth, the introduction conditions

(1) Applicants must meet the following basic conditions: 1. Have the nationality of the People's Republic of China; 2. Love education, have good professional ethics, abide by discipline and law; 3. Have the corresponding teacher qualification certificate for the introduction of the post; 4. Meet the basic conditions of the introduction of the post and other conditions such as education and major (see the post plan for details), of which the age requirement is under 30 years old (born on or after May 1, 1993); 5. Physically and mentally healthy, able to adapt to job requirements. (2) Personnel with any of the following circumstances shall not apply for the examination: 1. Personnel who do not meet the requirements of the introduction of positions; 2. Non-recent graduates of full-time ordinary colleges and universities; 3. Soldiers on active duty; 4. Personnel who have been recorded in the integrity archives of public institutions for violating the "Provisions on the Handling of Violations of Discipline and Regulations in Public Recruitment by Public Institutions" in the open recruitment of public institutions at all levels and types, and the record period has not yet expired; 5. Persons who have previously received criminal punishment for crimes, persons who have been dismissed from public office, persons who have received Party discipline and government sanctions for which the period has not yet expired or are undergoing disciplinary review, persons who are in the period of criminal punishment or who are undergoing judicial investigation and have not yet reached a conclusion; 6. In accordance with the relevant national and provincial regulations, the official staff of organs and institutions that are still within the minimum service period; 7. Teachers in the county; 8. Persons in other circumstances who are not allowed to participate in the examination or be hired as staff of public institutions as prescribed by law. Applicants are not allowed to apply for positions that constitute the circumstances listed in Article 6 of the "Provisions on the Recusal of Personnel Management of Public Institutions" after being hired.

6. Procedures and methods for the introduction

The introduction work shall be carried out in accordance with the procedures of announcement, registration and qualification review, interview, physical examination and inspection, and public employment.

(1) Publish an announcement

The introduction announcement was released on May 13, 2024 on the website of the People's Government of Funan County (https://www.funan.gov.cn/) and other media.

The follow-up introduction information will be published on the website of the People's Government of Funan County.

(2) Registration and qualification review

Applicants will register on the spot, and the on-site registration will be reviewed at the same time.

1. Time and place of registration

Registration time: May 27-May 31, 2024 (8:00-11:30 a.m., 2:30-5:30 p.m.)

Registration location: conference room on the first floor of Funan County Education Bureau.

2. Application materials

Applicants should provide their valid resident ID cards, academic certificates, degree certificates, teacher qualification certificates, and the original and photocopies of relevant certificates required by the introduction of posts. Thereinto:

(1) "Funan County 2024 Introduction of Urgently Needed Educational Talents Registration Qualification Review Form" (Annex 2, download and fill in from the Internet).

(2) Full-time 2024 graduates who have not yet obtained their graduation certificates must provide their original student ID cards, their written commitment that their graduation certificates and degree certificates are consistent with the majors of the positions they are applying for.

(3) For Hong Kong, Macao and Taiwan academic qualifications, the original copy of the Certificate of Recognition of Academic Degrees from Hong Kong, Macao and Taiwan issued by the Service Center for Scholarly Study of the Ministry of Education shall be submitted at the same time, and the original copy of the Certificate of Recognition of Foreign Academic Qualifications and Degrees issued by the Service Center for Scholarly Study of the Ministry of Education shall be submitted at the same time for foreign academic qualifications.

(4) The staff of organs and institutions shall provide proof of the consent of the unit and the competent department to apply for the examination in accordance with the cadre personnel management authority.

(5) Corresponding teacher qualification certificate.

Candidates who have passed the written examination and interview of the teacher qualification examination must provide the "Certificate of Passing the Primary and Secondary School Teacher Qualification Examination" or the "Teacher Professional Ability Certificate for Normal Students" within the validity period, and submit a letter of commitment that they have obtained the corresponding teacher qualification certificate or certificate number before July 31, 2024. If the above-mentioned personnel have not obtained the teacher qualification certificate or certificate number by July 31, 2024, they will be disqualified from employment if they do not meet the application requirements. 3. Registration Requirements

(1) Each applicant is limited to one position, and the same valid resident ID card is used to register.

(2) The information filled in by the applicant must be consistent with his or her actual situation, application conditions and job requirements.

The introduction of the examination ratio is not set, if the number of qualified candidates for each post exceeds 30 people, then increase the written examination link, according to the candidates written test composite results and job recruitment plan to determine the interviewers, including the post recruitment plan of 5 people and below according to 3:1 to determine, the job recruitment plan of more than 5 people according to 2:1 to determine, the last if there are more than one candidates for the same written test score, then enter together, the proportion of insufficient according to the actual number of people to determine (the written test score set the minimum control pass score line of 60 points, Applicants must reach the minimum control score to enter the interview). The written test score will only be used as the basis for entering the interview process and will not be included in the final score. The written test is a closed-book examination with a total score of 100 points and a duration of 90 minutes. Based on the current textbooks of our province, the content of the examination is related subject knowledge. The time and place of the written test will be notified separately. If the number of people who have passed the qualification review for each position does not exceed (including) 30, the candidates will directly participate in the interview.

Qualification review throughout the entire talent introduction process, any link found that there are violations of discipline and regulations, provide false information, incomplete materials or the conditions of the candidates do not meet the requirements of the job conditions, etc., at any time to cancel the examination, employment qualifications or dismissal, the consequences caused by the candidates themselves.

(3) Interview

According to the requirements of the Anhui Provincial Department of Finance and the Anhui Provincial Price Bureau (Cai Zong [2013] No. 2568), an interview fee of 80 yuan will be charged per person.

3. Interview method and content: The interview is conducted in the form of non-student classes, and the interview mainly examines the education and teaching level, grooming and language expression, and comprehensive application ability of the introduced personnel.

The interview lasts 15 minutes and the results are announced on the spot.

The full score of the interview is 100 points, and the candidate's interview score is rounded to two decimal places. Set the minimum control pass score for the interview to be 70 points, and those who are lower than the minimum control pass score for the interview will not be allowed to enter the next link. If the actual number of participants in the interview is less than or equal to the number of job introduction plans, the candidate's interview score must reach 75 points or above before entering the next link.

According to the interview results, according to the ratio of the number of introduced positions to the number of applicants 1:1, the shortlisted candidates for physical examination will be determined in equal amounts from high scores to low scores (if the last interview score is tied, the method of additional test will be adopted, and the additional test plan will be announced separately).

(4) Physical examination and inspection

1. The physical examination is organized and implemented by the County Education Bureau, and the relevant departments participate in the supervision of the whole process, and the physical examination standards refer to the notice on revising the physical examination standards and measures for applicants for teacher qualifications in Anhui Province (Jiao Mi Ren [2004] No. 56) and the notice on further doing a good job in the physical examination of teacher qualifications (Anhui Teacher [2011] No. 1). After the completion of the physical examination, the hospital shall issue a conclusive opinion of "qualified" or "unqualified", and the seal of the medical examination hospital shall be affixed. Candidates are responsible for the cost of physical examination.

2. According to the requirements of the position to be introduced, the inspection work will take a variety of forms, mainly to conduct a comprehensive investigation of the candidates' political ideology, moral character, ability and quality, work performance (academic performance), compliance with national laws and regulations, and whether it is necessary to avoid. In accordance with the spirit of the "Implementation Opinions on Accelerating the Establishment of Credit Supervision, Warning and Punishment Mechanisms for Judgment Defaulters" (Wan Ban Fa [2017] No. 24) and other documents, if the subject of the investigation is still a judgment defaulter at the end of the inspection, the inspection link will not be qualified (inquiry platform: Judgment Defaulters Inquiry Column http://zxgk.court.gov.cn China Enforcement Information Disclosure Network). The county education bureau is responsible for the inspection work, and the inspection materials and inspection opinions are issued at the end of the inspection.

If there is a vacancy in the physical examination and inspection, in accordance with the prescribed procedures, among the applicants for the same position, the interview results will be filled in equal amounts from high to low scores, and the physical examination and inspection shall not be supplemented more than twice.

(5) Determine the personnel to be hired

In accordance with the regulations, the list of personnel to be hired who have passed the physical examination and inspection shall be publicized on the website of the People's Government of Funan County for 7 days, and will not be supplemented after the publicity is over.

(6) Employment and treatment

The personnel to be hired must report to the school on time after obtaining academic qualifications, degrees and other certificates before July 31, 2024, and complete the registration and employment procedures (career establishment) in accordance with the regulations. Those who fail to obtain relevant certificates within the specified time and fail to report on time will be disqualified from employment. The hired personnel can only move after working in the recruitment school in our county for 5 years.

In accordance with the provisions of the "Regulations on the Personnel Management of Public Institutions", the introduced personnel shall sign the employment contract of the public institution, establish the personnel relationship, and the treatment of the hired personnel shall be implemented in accordance with the relevant regulations. The probationary period is implemented for the hired personnel, and the probationary period is included in the term of the employment contract. Those who pass the assessment at the end of the probationary period shall be formally employed. During the service period, the preferential policies such as monthly incentives, rental subsidies and housing subsidies for talents stipulated in the "Twenty Reward Measures for Talent Introduction in Funan County (Trial)" (Nanfa [2018] No. 2) will be implemented. If the probationary period expires and the assessment is not qualified, the employment shall be cancelled. If you leave your job due to unqualified assessment or other reasons during the service period (except for force majeure factors), the reward funds and related subsidies that have been issued will be refunded.

7. Work discipline

The whole process of the introduction work is carried out under the supervision of the relevant departments, and the staff and candidates who violate the discipline of the introduction work will be dealt with according to the relevant provisions depending on the severity of the circumstances.
