Community embedded services refer to the facilities that embed corresponding functional facilities and adaptive services in the public space of the community or community, and provide one or more services such as elderly care, community meal assistance, housekeeping and convenience, health services, sports and fitness, culture and leisure, and children's recreation within the suitable walking distance of residents.

So, how to "embed" community embedded services in Xi'an? How can we embed services such as meal assistance, childcare, and elderly care into the community? A reporter from Huashang Daily Gale News recently visited a number of communities.

Elderly people who live alone can have a hot meal at home without worrying about grocery shopping and cooking, children who have not yet reached kindergarten age can receive professional care at home, and children who need care can be sent to community day care centers when they are on business trips...... This is the embedded service that the reporter saw during the visit, and from these services, it also reflects the ordinary and happy life that ordinary people crave the most.

Meal service embedding: The elderly in the Shangpu community can eat hot meals as soon as they go out

At noon on May 7, 79-year-old Wang Changzhao, who lives in Shangpu Community, Xiyi Road Street, Xincheng District, came to the community canteen next to the community service center, bought a large bowl of lo noodles for 10 yuan, and chatted and ate with his old friends in the canteen. He said that his current life is very happy, and he no longer has to worry about cooking.

"I basically live alone, I used to worry about cooking, you say a person, if you want to make rice, there is too little one dish, and you have to buy vegetables and stir-fry a few more dishes, and you can't finish cooking a lot, so we live alone and the elderly are especially worried about eating." Uncle Wang said that since the opening of the community canteen, these problems have been solved.

"After the opening of the Shangpu Community Canteen, I came here to eat almost every day, asking for a meat and a vegetarian rice and a soup, only a dozen yuan, my favorite food is yellow stewed chicken, with a vegetarian dish, how to cost more than 20 yuan outside, it is much cheaper here." Uncle Wang said that the food in the community canteen is relatively soft and rotten, suitable for the elderly, and there are many types, which are rich and affordable.

The 90-year-old Hanhong made a sweet and sour tenderloin, a vegetarian dish, a rice and a soup, which cost 12 yuan, and said with a smile: "Although my body is still quite tough, I still can't cook by myself. ”

Northeast pot wrapped pork, potato braised pork, fish-flavored eggplant, shredded cabbage...... The Huashang Daily Gale News reporter saw on the small blackboard of the community canteen that there are more than 30 kinds of meals on the recipes of the 7th canteen, in addition to stir-fried vegetables, you can also choose lo mein, flower rolls and other types, the most expensive dish is 16 yuan, and the staple food is 1 yuan, which is indeed very affordable.

Gao Xiaoru, a staff member of Shangpu Community, said: "There are 1,647 people over 60 years old in Shangpu Community, and 34 people in special groups such as living alone and seriously ill, and the aging trend is obvious. Among the many needs collected during household visits, the problem of 'eating' for the elderly is particularly prominent. The community party committee actively introduces social organizations, uses market-oriented operation methods, provides venues in the streets, full investment in facilities and equipment, and the cost of water and electricity are the standard of residents' water and electricity bills. For different groups of people, the community canteen will provide a balanced diet with meat and vegetables. ”

Gao Xiaoru said that at present, the community canteen adopts the pricing model of 8.5% off the dishes of the elderly, and the disabled, low-income households and other special groups have launched a 9 yuan package, including one meat, one vegetarian, one soup and one meal, and for the extremely poor groups, they can eat for free in the canteen. In the canteen also set up a special area for the elderly, the purchase of tables and chairs is also convenient for the elderly to use, "our community canteen began to operate in January this year, to the current number of people eating every day is stable at about 400 people, in addition to the elderly in the community, nearby office workers, tourists will also come to eat, to all kinds of people have provided dining services, the embedded service is built at the door of residents, through the last meter of meal service." ”

Embedded in early childhood care: Children aged 0-3 in the Wenxing Lane community can enjoy professional care at their doorstep

At 2 o'clock in the afternoon of May 7th, in the Xiban daycare garden of Wenxing Lane Community, Zhanghu Zhai Street, Yanta District, Xi'an City, children aged more than 1 to 3 years old got up one after another.

The Huashang Daily Gale News reporter learned that this Xiban daycare park is the first community-embedded public and private inclusive childcare institution in Shaanxi Province.

"Nowadays, the pace of society is tense, and how to take care of children after work is a common problem encountered by many families. At this time, it can provide professional care for children aged 0-3, and in the community service center at the door of the house, so that the people can trust and rest assured, which truly solves the urgent needs of dual-income families. Tian Yuan, the person in charge of Xiban Daycare Park, introduced that the Wenxing Lane community has also done a lot of research and learned about the urgent needs of residents' families, so it was organized to set up Xiban Daycare, "We currently have two nursery classes with 60 places, and it was full not long after the open registration, and since its opening, it has been widely praised by the surrounding residents." ”

Mr. Liu, who came to pick up his grandson, told the reporter of Huashang Daily that his eldest grandson is 10 years old, and the youngest grandson is almost 3 years old. I was in charge of the pick-up and drop-off, it was so easy. Mr. Liu said that with such an institution to solve the problem of bringing a baby, young people dare to have a second child with confidence.

Liu Shuhong, director of Wenxing Lane Community, said: "Our childcare service fee is lower than the price of inclusive childcare services announced by the government. The operating costs are low, and the fees are of course cheaper, and the saved expenses are subsidized to the people, so that the masses can get real benefits. In addition, the community-based childcare center is located in the community, so even residents who live farther away can pick up and drop off their children in less than 15 minutes.

Elderly care service embedded: Gongyuan No. 1 Community Day Care Center allows the elderly to care for the elderly at their doorstep

In the early morning ......of May 8, in the Gongyuan No. 1 Community Day Care Center, the elderly care worker took two elderly people to do finger exercises, and the elderly people slowly followed the screen to carry out finger movements.

88-year-old Aunt Qian told the Huashang Daily Gale News reporter that her family lives nearby, and the child is usually very busy with work, so she can't take care of her, so in order to let her care for the elderly with peace of mind, she was sent to a nursing home before, "However, the nursing home is far away from home, and the gate is locked all day long, I was in a very bad mood inside, and I went home after living for a long time." After I came back, the community advertised that there was a day care center here, where I could come to care for the elderly, be cared for, and be able to go home at any time, which was so much in line with my expectations. ”

Aunt Qian said that she is mildly disabled, her consciousness is very clear, and she can usually take care of herself, "The child will send me here when he is on a business trip, and then take me home when the child comes back. ”

Another elderly person, Aunt Yang, is 78 years old, suffering from cerebral infarction and is severely disabled, and in the day care center, there are professional staff to take care of her daily life, and can also help her do rehabilitation, moxibustion and other physiotherapy projects. Aunt Yang's family said that since she was sent here, Aunt Yang's condition has recovered quickly, and her family has been much more relaxed, and she has indeed been given a "respite".

Li Xiaoqin, the person in charge of the Gongyuan No. 1 Community Day Care Center, said that the day care center is an elderly care institution embedded in the community, and the elderly care services provided are also diversified, "We can provide care services for the elderly in the community nearby, such as when the children are busy with work and have no time to take care of the elderly, the elderly can be sent here; It is also possible for the elderly to be at home, and we send staff to provide door-to-door elderly care services, cooking, cleaning, and accompanying the elderly to seek medical treatment. The elderly do not need to leave the familiar environment, and can receive professional and meticulous care at the door of their homes, which is a form that the elderly and their families like to see. ”

The 35 pilot communities that are planned to be completed this year have been visited one by one

The reporter of Huashang Daily Gale News learned from the Xi'an Civil Affairs Bureau that the construction of embedded service facilities in urban communities is one of the 30 practical things for people's livelihood to be done in Xi'an this year. On March 18, the General Office of the Xi'an Municipal People's Government issued the "Implementation Plan for the Construction of Embedded Service Facilities in Urban Communities" (hereinafter referred to as the "Implementation Plan"), which plans to complete 110 national pilot projects and no less than 90 municipal-level projects in three years, with streets and communities as units, to promote the organic embedding of urban public service facilities in the community, and the extension of public service projects to cover the community, so as to better meet the people's yearning for a better life.

In February this year, the main leaders of the Xi'an Civil Affairs Bureau led a team to visit the community and conduct research, and ran through the 35 pilot communities planned to be completed this year. Everywhere I went, I not only looked at the status of the existing service facilities and construction plans in the community, but also paid attention to understanding the construction pressure of the community, and helped the community make suggestions and solve practical problems.

According to the requirements of the "Implementation Plan", all districts and counties in Xi'an City organized and carried out research on the construction of community embedded service facilities in the street, fully grasped the development of community housing, existing services and residents' urgency, etc., formed the "Basic Situation of the Construction of Urban and Rural Community Service Facilities", and completed the list of requirements for community embedded service facilities by the end of March.

In the process of promoting the project, the municipal and district levels set up a special class for the construction of community embedded service facilities, coordinated relevant work, established an organization and coordination mechanism of "municipal guidance, district and county implementation, and full participation of streets and communities", formulated a list of national pilot projects and municipal projects, and implemented dynamic management. The office of the municipal work class is set up in the Civil Affairs Bureau, and the member units are the Municipal Development and Reform Commission, the Municipal Housing and Urban-Rural Development Bureau, the Municipal Resource Planning Bureau, and the Municipal Health Commission.

On April 3, the municipal work class held the first meeting of the director of the special class office, proposing to strengthen information sharing and cooperation, and perform guidance, assessment and other duties.

As the leading unit, the Xi'an Civil Affairs Bureau formulated the "Measures for the Construction and Operation of Community Embedded Service Facilities (Trial)", etc., to guide and urge all districts and counties to complete the construction tasks of community elderly care services and community meal facilities, and introduce incentives and subsidies for the operation of community elderly care services and community meal assistance facilities, and implement them well, and strengthen operation and supervision. According to reports, Xi'an will focus on the actual needs of community residents, be pragmatic and accessible-oriented, increase the effective supply of community services, make up for the shortcomings of facilities, innovate the operation model, and create a number of community embedded service models with perfect facilities, safety and health, and orderly operation, and strive to build the community into a happy home for the people.

Community-embedded services are the embodiment of service-oriented government

"Community embedded services are the embodiment of a service-oriented government, and it is precisely the most urgent and difficult problem for the people to feel the services provided by the government." Wang Xiaoyong, associate researcher at the Shaanxi Academy of Social Sciences and director of the Practical Philosophy Research Office, said.

Wang Xiaoyong said that in the embedded service of the community, the focus is on issues closely related to the people, such as pension, meal assistance, childcare, housekeeping, etc., which is the aspect that "office workers" can not take into account. At the same time, community-embedded services can also provide some jobs and promote economic development. Wang Xiaoyong believes that with the development and progress of society, community embedded services are new requirements for modern new communities, and are similar to private customized services provided for community residents. Through such flexible embedded services, people can enjoy the services they need at their doorstep. Huashang Daily Gale News Reporter Mao Mina Xing Mengying/Wen Qiangjun/Picture
