When the policeman Guo Zhehao walked into the house of resident Uncle Wang, the old man happened to have something to ask for help. Uncle Wang said that a few days ago, a staff member of a broadband company went to his home to repair the broadband network, and after that, the landline phone at home could not be used.

Uncle Wang's telephone line terminal, a black "set-top box" style device caught Guo Zhehao's attention. This box is the "culprit" that interferes with the fixed-line signal.

Not only that, this black box Guo Zhehao had seen before when he was handling the case, and it was a voice gateway device called VOIP. This device can realize the conversion of overseas network signals into fixed-line signals in the city, and the power connection can automatically enter the continuous working state, and because it is installed in residents' homes, it is very hidden.

After VOIP signal conversion, other citizens will be shown as a landline starting with 010 when they receive fraudulent calls from overseas. In this way, the wire fraud gang reduces the vigilance of the fraud target.

The police judged that the staff of the broadband company that provided the door-to-door service was fake. With the help of the property personnel in the community, the police quickly obtained the physical characteristics of the suspect man. The next day, when the suspect reappeared and was about to come to the door for "network maintenance", he was caught red-handed by the police.

The suspect said he saw a job posting online and applied for a job as an "equipment installer." The "boss" contacted him via online video and WeChat, distributed badges and tooling that pretended to be the staff of the broadband company, and mailed him VOIP equipment by courier.

It is reported that other members of the gang will pretend to be the customer service of a broadband company to make random phone calls and make appointments for door-to-door services on the grounds of increasing bandwidth for free or carrying out signal maintenance. After the appointment was successful, the suspect was contacted, informed of the installation location, and asked him to come to the door for installation.

In a month, the suspect installed dozens of VOIP equipment in accordance with the instructions of the "boss", making a profit of nearly 10,000 yuan, and most of the victims were elderly.

At present, the criminal suspect has been criminally detained in accordance with the law, and the case is undergoing further work.

A similar "script" was also encountered by Grandma Zhu in Shanghai.

After receiving a call from a person claiming to be the "supervision director of an Internet center in Shanghai", 74-year-old Grandma Zhu panicked. Subsequently, the other party defrauded Grandma Zhu of 4 million yuan on the grounds that her ID card and mobile phone number were stolen and she needed to cooperate with remote control for fund comparison and encryption supervision.

In November 2023, Zhang, who was unemployed, found a "job", wearing a company's "work clothes" and "work permit", and installed equipment in customers' homes in various districts of Shanghai on the grounds that "the network needs to be upgraded so that the accelerator is installed".

Zhang installed a GOIP device with a router and traffic card, which can convert overseas network signals into fixed-line signals in the city. During the installation of the device, fraudulent calls made by fraudsters from abroad will be displayed as the landline number of the customer's home.

After investigation, Zhang successfully installed a total of 15 pieces of equipment and made a profit of more than 4,000 yuan. The phone number called to Grandma Zhu showed that it was a landline phone at the home of one of Zhang's customers, and the other two victims were also deceived after receiving overseas fraudulent calls using Zhang's customer's fixed phone number, losing 900,000 yuan.

The Shanghai Baoshan District People's Procuratorate found upon review that Zhang clearly knew that others were using information networks to commit crimes, provided technical support for the crimes, the circumstances were serious, the facts of the crime were clear, and the evidence was credible and sufficient, and prosecuted Zhang for the crime of aiding information network criminal activities. Zhang's family is still under further investigation.

Police remind

1. If you receive a call from a broadband customer service staff or a staff member knocks directly on the door to provide free services on the grounds of signal maintenance and network speed upgrade, please call the official customer service number for business verification as soon as possible. If a suspicious "black box" is installed in your home, please call the police for help as soon as possible.

2. Don't be gullible and don't call back strange calls. If you encounter a call from an unknown source such as a person claiming to be a "customer service" or "public security law", you must verify it through official channels.

3. Illegal installation and use of GOIP and VOIP equipment will constitute a crime, do not covet profits and regret for life, and refuse to become an "accomplice" of wire fraud.

4. Do not lend, lease, or sell your mobile phone card, QQ number, WeChat account and other communication tools, as well as bank cards, Alipay accounts, WeChat accounts and other payment tools to others, and refuse to be a "tool person" for telecommunications network fraud.

5. Beware of Trojan viruses and phishing links, do not click on suspicious website links, do not scan QR codes from unknown sources, and be cautious about connecting to free WiFi.

6. To actively download and install the "National Anti-Fraud Center APP", if you find someone using VOIP or GOIP equipment in your life, please call 110 immediately to report!
