In the era of "strong supervision" in the reform of the payment system, as the irreplaceable largest payer, what are the layouts and thoughts of the National Health Insurance Administration in balancing (centralized procurement) "high quality and low price" and encouraging the innovation and rapid development of Chinese pharmaceutical enterprises?

Duan Zhengming

In 1998, the mainland established a basic medical insurance system for urban workers. Over the past 20 years, the development of medical and health services has been obvious to all. It is precisely because of the establishment of the national medical security system, especially the realization of universal medical insurance, that the healthy development of our country's medical and health undertakings and pharmaceutical industry has been greatly promoted.

The national medical security system is a basic social security system designed to reduce the financial burden of the people seeking medical treatment. Under the premise of limited total, the basic logic of medical insurance is "strategic purchase". There are two main aspects to this: first, it is to buy value; Second, it is affordable. Among them, "value for buying" includes two aspects: the pursuit of higher quality at the same price; The same quality pursues a reasonable price.

As for encouraging innovative drugs and innovative devices, the state has already taken action. Since the establishment of the National Health Insurance Bureau, the drug catalogue has been adjusted every year, and the cycle of new drugs being included in the medical insurance catalogue has been greatly shortened. In the past five years, nearly 700 drugs have been negotiated and included in medical insurance payments. At the same time, in the process of payment method reform, a "dual channel" has been set up for new drugs, and new drugs are not included in the hospital's drug proportion assessment. Most of the savings from centralized procurement are also used for innovative drugs and innovative consumables.

Many companies mentioned that they hope that medical insurance will play a greater role. The first thing about medical insurance is to "protect the basics". At the same time, I personally believe that the support for innovative drugs and innovative consumables requires a two-legged walk of "basic medical insurance + commercial health insurance". In the case of ensuring the safety of the fund, commercial health insurance can be explored to handle basic medical insurance. Judging from the current development, Huimin Insurance has included 500 innovative drugs in the payment, and even includes new targeted precision therapy such as CAR-T. In a word, the innovation of medical insurance to support the pharmaceutical industry, medical consumables and medical equipment industry is as always, and will continue.

Cao Xiqiang:

As the leader of central enterprises in running medical services, General Medical is the leading unit named by the State-owned Assets Supervision and Administration Commission of the State Council, and has made many layouts in the fields of medical services, health management, medical innovation, and elderly care services in recent years. How does GM leverage its strengths to create new models of innovation? As a large-scale medical group, compared with the traditional medical system, what are the differentiated layouts of general healthcare?

Yang Guang

GE Technology Group is a large state-owned backbone enterprise directly managed by the central government. GE Technology Group currently has 5 major medical platforms with 52,000 hospital beds; Among them, General Medical has 50 medical institutions with 10,000 beds.

Different from large public hospitals such as Union Medical College and Beijing Medical College, which focus on diagnosis and treatment, General Medical adopts differentiated development, gives full play to the data and scenario advantages of the large-scale medical platform (with an annual outpatient volume of more than 6 million and 350,000 inpatients), focuses on the combination of medical treatment and health, and better protects the physical and mental health and well-being of employees of large key enterprises and local people. For example, relying on the private domain traffic scenario of the hospital, the health mall product of the hospital is made; Solve the medical and health security problems of remote aviation enterprises through telemedicine; Combine medical care and rehabilitation in the hospital or department...... Here are some of the explorations we do.

Looking back on the development of General Medical since its establishment, we summarize as follows: through the industrial direction of "132", we actively practice the core strategy of "quality medical care", namely: 1. Do a good job in medical foundation; Third, the health industry, pension industry, and supply chain business are the three growth poles to feed back medical care; Second, Internet medical care and technological innovation are two future development directions.

Cao Xiqiang:

As a leader in cross-border entry from the digital and Internet track to the medical and health field, how do you view the application and scenarios of new technologies such as AI and big data in medical services?

Wang Donghui

As an expert in the field of data center and computing power, we have been involved in the medical field since the experience of providing IT support for BGI, and we see great prospects in the medical and health field.

The era of large models has begun, and it is imperative to develop AI doctors! In the long run, this trend is significant for the operations and managers of healthcare organizations, as well as for policymakers and regulators.

AI doctors based on multi-modal large models have the technical and data foundation in place. The rich knowledge and valuable experience of famous doctors are difficult to match the "erudition" and powerful computing power of artificial intelligence. AI doctors can quickly update medical knowledge through self-learning, break geographical restrictions, achieve medical homogenization, reduce costs and increase efficiency.

We are full of confidence in the application of AI in the medical field, and we invite all experts to pay attention to and support the development of AI, and hope that there will be opportunities to give full play to the strengths of AI in the future.

Song Tao

: Miga Health mainly uses data and technology as the engine to empower the refined management of hospitals under the medical insurance DRG and the intelligent new ecology of the insurance industry. From the Internet field, which is about to see results in half a year, I stepped into the medical field, and the "Eight-Year War of Resistance" is still crossing the river by feeling the stones, but I enjoy it, slowly and steadfastly, which is the charm of medicine that attracts me; I'm a math major and love working with data. DRG cost control, product design, risk control, etc., commercial medical insurance, etc., all rely on basic concepts such as data and statistics - data has a huge space to play in the field of medical insurance, which is the second reason why my enthusiasm has not diminished; Third, as a private enterprise, I can do something to promote social development, and my strong sense of mission is the driving force for me to devote myself to the medical and health industry.

At present, China's aging rate is faster than expected, and economic development has also entered the "new normal", and the development of commercial insurance is imminent. Concord is particularly suitable as a neutral party to build a platform for the government, medical institutions, insurance companies and representatives of all parties in the industry chain to speak freely and help commercial insurance break through the bottleneck of development, so as to further promote the innovation of medical services (including drugs, devices, etc.) and prosper the market.

Cao Xiqiang:

What are the layouts and experiences of Guangzheng Ophthalmology in the field of consumer medicine from traditional industries?

Wang Tiejun

: Special thanks to the Centennial Union Medical and Health Industry Scholars Program. During the study period, it was a critical period for Guangzheng Group to shift from traditional construction and energy business to highly market-oriented consumer healthcare. The course systematically analyzes the underlying logic behind the construction of the institutional system and the construction of policies and regulations in the medical and health industry from the national policy level, and looks forward to the future development trend of the industry, which is of great help to our successful transformation.

In the early stage of transformation, the group started more from the capital level. After studying, through policy interpretation, we have a deep understanding of the development direction of the national level to meet the needs of differentiated medical services through private medical institutions, and adjust the development strategy in a timely manner - abandon the construction of provincial, municipal and county-level medical institutions, focus on the transformation to consumer medical care, and increase investment in improving the quality of medical services and improving the level of equipment. In the next step, we plan to return to the essence of medical care and do medical services with temperature.

Cao Xiqiang

In the face of many changes in the medical environment and policies in the new era, how do multinational companies like Siemens think and plan?

Wang Tao

In the past few years, medical institutions have indeed faced a lot of challenges in the market environment. The healthcare industry is more focused on innovation than ever before, and that's the consensus of all. Innovation has always been our strength, and we want to make meaningful and valuable innovations. Siemens Healthineers is also repositioning itself from a traditional equipment supplier to a full-service value partner for healthcare organizations. These include: building an innovation ecosystem, helping medical institutions to build disciplines from the perspective of disease, using global networks and resources to help medical institutions cultivate international talents, and promoting international exchanges—these aspects may be the core competencies of Siemens Healthineers in the future.
