1.1 Project Overview

This project is the first and second phase of the three-network installation project of the community, with a construction area of about 470,000 square meters. The first phase is 170,000 square meters, the second phase is 300,000 square meters, with a total of 476 households in the first phase and 1,704 households in the second phase.

1.3 Design Description

1. The distribution area of the home information box and the computer room on the user side adopts the point-to-point direct fusion transmission mode of 2-core optical fiber. Meet the minimum 2-core home entry requirements of the national standard for fiber to the home.

2. Adopt first-level light splitting, the light splitting point is located in the community computer room, and the optical splitter is located in the optical distribution line area in the three-network cabinet. It meets the requirements of the construction of first-level splitting and splitting points in the residential computer room, and can meet the requirements of access of different operators and the user's free choice of operators. Equal access of different operators required by users can complete service provisioning as long as the fiber is jumped in the data center.

3. The design meets the requirements of triple play construction and fiber to the home. The optical cable transmission link between the home information box and the ODF between the equipment in the community is a point-to-point construction requirement; the optical splitting point is set in the community computer room, which is located between the ODF invested by the operator and the ODF of the self-built optical cable in the community; the user can freely choose the operator, and the operator completes the fiber jumper work in the community computer room to meet the access requirements of different operators of the user.

1.4 Engineering construction plan

In order to ensure that the construction of the basic network access network in the area can meet the growing demand for access bandwidth in one step, the "fiber-to-the-home" (FTTH) technology is used for home users in this scheme. In the planning area, FTTH is built to support 100M bandwidth access capacity for each user, and realize high-speed transportation of users' voice, data, IPTV and other services.

In this solution, the ODN networking splitting mode mainly adopts the first-level centralized splitting mode, which is more conducive to resource conservation and more in line with the concept of "one network for the whole region": the optical splitter is centrally set, the optical splitter port utilization rate is high, the uplink PON port demand is low, the optical splitter is convenient for centralized maintenance, and the structure is simplified to facilitate fault location. The optical splitter belongs to the access wiring layer facility, and the division of labor with the user introduction interface is clear.

1.4.3 Optical cable configuration

The public facilities in the communication and cable TV supporting infrastructure of residential quarters and commercial and residential buildings belong to the owners, and the public facilities mainly include public handover rooms, community communication pipelines, community handover equipment, indoor wiring pipe networks, outdoor wiring systems, and wireless communication facilities.

The setting of communication service access points in residential quarters and commercial and residential buildings is related to the division of the engineering interface, and the access points should be set up in the equipment room of the community. At the access point, the developer should provide the main distribution frame of the optical cable in the community, and communicate with the optical cable splitter box and family information box in the residential area.

1) Building fiber distribution box and distribution frame are set up

According to the actual situation of the site, the fiber optic cable splitter box is generally installed in the public part of the building by wall hanging. In this design, considering different building structures and the number of users, the optical cable splitter box is designed and set up, and each optical cable splitter box introduces at least 2N core vertical optical cable (N indicates the number of households contained in the optical cable splitter box), and the convergence and fusion nodes of different specifications such as 24-48 core vertical optical cable connection optical cable splitter box and building distribution frame are used in this design according to different building structures.

2) The main wiring optical cable and the vertical optical cable of the building are set in the public junction room

The design considers that the public junction room between the trunk wiring optical cable and the vertical optical cable of the building is set up in the weak current room on the first floor of the building. The connection between the backbone distribution cable and the vertical fiber optic cable of the building adopts a 144-core optical cable splice closure box, which is connected to the floor optical fiber splitter box from the optical fiber splice closure respectively.

3) Residential computer room setting

In order to ensure the link quality and standardize the construction and maintenance interface of the optical network within the red line, the location of the splitting point is uniformly located in the community computer room. Wiring equipment is installed in the community computer room, and public wiring, jumpers and maintenance nodes are provided for each operator to meet the access requirements of different operators.

1.5 Technical requirements for optical cable construction

1.5.1 Optical cable laying, installation and construction requirements

(1) General requirements

Construction method: The optical cable designed by this project is laid manually. The overhead optical cable should not be dragged and dropped in the hook, and the pole should be hung on the wire and dragged and dropped by the pulley during the construction to reduce the stress and damage to the optical cable sheath of the optical cable.

Optical cable splicing: special splice closure is used, and when the pipe optical cable is connected to the overhead optical cable, the splice closure should be installed in the manhole. Fiber optic cables are connected to electrical connections.

Fiber splicing: Splicing with the same serial number.

Fiber connector attenuation: The average value in a relay segment is not more than 0.08dB/piece.

The laying and installation of optical cables shall comply with the "Interim Technical Regulations on the Construction and Acceptance of Optical Fiber Digital Element Transmission System Engineering of Telecommunication Networks".

(2) Overhead optical cables

The design of this project adopts hook hanging, and the hook program adopts 25mm hook.

The optical cable is reserved to be hung on both sides of the splice box, with four wires and hanging on the line.

(3) Pipeline optical cable

The pipeline fiber optic cable splice closure should be installed in the hand hole above the perennial water level.

(4) Lead the optical cable

The optical cable is protected by a 3.5m long φ50mm galvanized steel pipe, and a plastic sub-pipe is inserted into the pipe, and the plastic sub-pipe reaches the binding place between the optical cable and the hanging wire.

(5) Intra-local optical cable

The internal optical cable is installed according to the existing iron frame and cable rack mode.

The incoming optical cable should be fireproof at the hole.

The internal optical cable does not change the specifications, and is wrapped with PVC plastic logo tape. Intra-office optical cables should have identification marks to distinguish them from other optical cables.

The optical cable should be tied in sections (section length not more than 1 meter) in the vertical rising section.

(6) Leather cable and optical cable

The specifications and programs of the leather cable should meet the design regulations, and the technical indicators of the optical fiber should meet the requirements of the design documents and technical specifications.

The routing direction of the leather cable should be in line with the provisions of the design documents, and when laying in the basement, weak current channel well, and corridor roof, ø10 PVC pipe or ø10 corrugated pipe should be used as a protective pipe, and the binding should be firm, the tightness is moderate, the binding spacing should not be greater than 1.5 meters, and the binding spacing should be uniform, so that it is horizontal and vertical, without twisting, and there shall be no grinding phenomenon when crossing obstacles.

The remaining length of both ends of the leather cable should be uniform and meet the process requirements, and the radius of curvature at the bend of the leather cable should not be less than 40mm.

After the leather cable is terminated by the client, the cold connector should be fixed in the corresponding rack or terminal box, and the terminal box should be fixed firmly and beautifully, so as to facilitate the connection of pigtails.

The leather cable should be uniformly and clearly marked on the side of the optical fiber distribution box. The content and production of the logo shall meet the requirements of the engineering design or construction unit.

(7) Optical cable reservation

8 meters are reserved on each side of the fiber optic cable splice closure and 16 meters are reserved for 800-1000 meters of overhead optical cables.

Turning poles, poles, poles with slope changes greater than 2.5%, more than 8 poles, spanning poles, and straight poles, every 5 pole optical cables shall be reserved for 25cm drooping on the poles, and the longitudinal section PVC soft plastic pipe with a length of not less than 90cm shall be packaged.

Intra-office optical cables are not considered reserved.

The laid optical cable should be hung with detailed signs, and the optical cable signs should have the optical cable program, number, direction, fiber core number, etc.

1.5.4 Optical cable line protection measures

(1) Lightning protection and strong electricity protection

Overhead fiber optic cables

The cable hanging wire is grounded every 500m or so, and the metal components on both sides of the optical cable joint are not electrically connected. When the hanging wire crosses the power line, the three-wire cross pipe is protected.

Internal fiber optic cable

The metal components in the optical cable are connected to the ground to protect the ground wire.

(2) Prevention of mechanical damage

The optical cable that is in contact with the tree or close to the pole may be worn, and the longitudinal PVC soft plastic with a package length of not less than 90cm should be protected, and the optical cable should be protected by asbestos tape when it crosses or is close to the building section that is prone to fire, and the outside of the asbestos belt is wrapped with PVC tape.

The principles of cable routing are:

1) The deployment distance should be as short and neat as possible.

2) Communication cables and power cables should be laid in different routes.

3) When the power cord is deployed in the wiring frame, it must be tied firmly and neatly, and the cable in the computer room should be arranged in a neat and orderly manner, and the process should be beautiful, so as not to hinder the installation of subsequent expansion equipment.

4) The various cables should be labeled according to the resource naming standards of the communication industry, so as to facilitate future maintenance and management.

5) All inlet and outlet cables or component holes in the computer room are required to be tightly sealed with arson plugging materials after the cable or component is installed.

1.7 Other design instructions

(1) The reserved length of the inner sheath cable of the optical fiber distribution box and the family information box shall not be less than 1M

(2) The single-ended pigtail configured at the end of all optical cables should not be too long, and the use of 1M pigtail is more space-saving.

(3) Each family information box is allocated 2 fibers, and 2 fibers should be formed at the end.

(4) In this phase of the project, the introduction of power supply in the home information box is directly drawn from the distribution box of each user.

1.8 Quality and safety assurance measures

1.8.1 Quality management system

According to the ISO9001 quality standards to establish and improve the quality assurance system, clear division of responsibilities, the project set up by the project manager is fully responsible for the quality assurance system, the project manager, the design manager to assist the project manager respectively on the construction site quality management and design technical service stage of the quality management is responsible, full-time quality inspectors on the site construction has the main responsibility for supervision, inspection, the construction team, the team leader is directly responsible for the construction quality, the construction personnel have the responsibility of self-inspection and mutual inspection of the work carried out. The quality system is applicable to the whole process of the implementation of the project to ensure that the construction quality of the project meets the design requirements and the requirements of various acceptance specifications;

1.8.2 Methods of implementation and control of quality activities

(A) construction quality management responsibility system

1) Adhere to the principle of ensuring the quality of construction with technological progress, prepare targeted sub-project construction plans according to the characteristics of the project, prepare work instructions for special processes, and strictly implement the program approval procedures. Before starting large-scale construction, each sub-project or type of work should make a demonstration model, clarify the quality standards, and unify the operation requirements.

2) Strictly implement the technical disclosure system. Each type of work, each process before the construction by the technical supervisor to the construction supervisor or construction team leader to make a technical disclosure, and should have a written disclosure record, the construction supervisor or team leader to the specific construction personnel to make a technical disclosure and make a written record, so that each construction personnel can be clear about their own tasks and quality standards to be achieved, the person in charge of the construction team to the group to undertake the work of the overall responsibility. 5) Strict implementation of real-time quality control. A special person should be responsible for each installation process, and strictly control the quality of various materials, equipment acceptance, and installation. Adopt the method of combining dynamic management and static management, control each process in real time, and eliminate all kinds of behaviors that may affect quality in time.

(2) Quality inspection and acceptance system

Each sub-project should be constructed in strict accordance with the drawings, operated according to the operating procedures, strictly abide by the requirements of the relevant national standards and construction acceptance specifications, and improve the requirements of process standards to ensure the quality of construction under the premise of ensuring the functional quality of the system. The on-site full-time quality management personnel track and inspect the construction quality of the entire project and run through the entire construction process.

1) Inspection system for materials and equipment

Before entering the site, the engineering materials/components/equipment to be entered shall be submitted to the engineering supervision agency in accordance with the requirements of the construction project supervision specifications, and the engineering materials/components/equipment application form and its quality certification materials shall be submitted to the engineering supervision agency, and shall be reviewed by the supervising engineer and the representative of the construction unit, and in accordance with the provisions of the contract or relevant engineering quality management documents, the model, quality and quantity of the physical objects entering the site shall be inspected in parallel or witnessed sampling by way of sampling. The products that have not been accepted by the supervision personnel and the representatives of the construction unit or do not meet the requirements of the contract must not enter the site, and the engineering materials/components/equipment that have been inspected and unqualified should be withdrawn from the site in a timely manner, and the "three nos" products should be resolutely put an end to the entry of "three no" products. In order to ensure the construction quality of this project. If the equipment is short of sources or time is tight or there is a better choice, the samples of alternative products and other supporting materials or technical suggestions shall be submitted to the supervisor and the owner, and the supervisor and the owner shall organize a special demonstration and sign in writing after approval.

2) The process of "three inspections" system. In accordance with the principle that the producer is responsible for quality, implement and adhere to the system of self-inspection, mutual inspection and special inspection. When the construction personnel complete or partially complete the construction task, they shall conduct self-inspection in a timely manner, and if they do not meet the requirements of the specified standards, they shall be reworked in a timely manner. After passing the inspection by the team leader or the construction personnel of the next process, the full-time quality inspector will confirm that the quality is qualified before the construction of the next process can be carried out.

3) Concealed engineering acceptance system.
