Announcement of the Office of the Leading Group for the Affordable Housing Project of Yangshuo County on the Application for Public Rental Housing in 2024

In order to gradually solve the housing difficulties of low- and middle-income families in urban areas in our county and ensure the basic housing needs of low- and middle-income families with housing difficulties, according to the "Administrative Measures for Public Rental Housing in Yangshuo County" (Shuo Zhengfa [2015] No. 8), our county is scheduled to accept applications for in-kind allocation of public rental housing from low- and middle-income families with housing difficulties in Yangshuo County from May 6 to June 30, 2024. The relevant matters are hereby announced as follows:

1. Application and review

(1) The county's public rental housing is divided into Category A and Category B security objects according to household registration, income, housing, etc.:

1. The target of Class A public rental housing protection refers to urban low-income housing families with family members with permanent residence of non-agricultural household registration within the county seat (Yangshuo Town), and the per capita disposable income of the family is lower than the low-income standard line announced by the county government.

In accordance with the principle of gradient guarantee, except for special provisions, the in-kind allocation of public rental housing within the county town shall be preferentially allocated to the residents of Class A security objects.

2. Category B of public rental housing refers to lower-middle-income families with housing difficulties whose per capita disposable income is less than 2 times (including 2 times) of the income standard line for urban and rural low-income families announced by the municipal and county people's governments, newly employed workers with housing difficulties and migrant workers with housing difficulties, except for Category A security recipients, family members with permanent residence in Yangshuo County or actual residence in the county and county counties and have obtained residence certificates, and lower-middle-income families with housing difficulties whose per capita disposable income is less than 2 times (including 2 times) of the income standard line for urban and rural low-income families announced by the municipal and county people's governments.

The principle of territorial management shall be implemented in the allocation of rent in kind, and the form of rent allocation in kind shall be guaranteed in accordance with the waiting order.

II. Application Requirements

(1) Recipients of Category A public rental housing shall meet the following conditions at the same time when applying for rent allocation in kind:

1. Family members have urban non-agricultural household registration within the county town of the county, and at least one of them has obtained permanent residence in the county town of the county for more than 3 years (including 3 years);

2. The per capita disposable income of the family is lower than the low-income standard announced by the municipal and county people's governments, that is, the income standard of urban low-income families is less than 1,536 yuan/month (including 1,536 yuan) per month;

3. The per capita floor area of the family's self-owned housing is less than 15 square meters and does not enjoy other affordable housing;

4. If the target of Class A protection for public rental housing is a single applicant, the age should be 30 years old (including 30 years old).

(2) Recipients of Category B protection for public rental housing shall meet the following conditions at the same time when applying for rent allocation in kind:

Recipients of public rental housing category B who apply for in-kind rent allocation of public rental housing must meet the following conditions at the same time:

1. Have a household registration of urban residents within the county or actually live within the county and obtain a residence certificate;

2. The per capita disposable income of family members is less than 2 times (including 2 times) of the standard income line of urban low-income families announced by the municipal and county people's governments, that is, the monthly per capita disposable income of the family is less than 3,072 yuan (including 3,072 yuan);

3. The per capita construction area of family-owned housing is less than 15 square meters and no other affordable housing is rented;

4. If the target of Category B protection for public rental housing is a single applicant, the age should be 25 years old or above;

5. In addition to meeting the conditions specified in the preceding four paragraphs, the applicant shall hold a college graduation certificate for less than 5 years from the month following graduation, and have signed a labor contract with the employer in the county, and the employer shall pay the social endowment insurance premiums or housing provident fund in full and on time for more than 1 year;

6. Migrant workers with housing difficulties who apply for public rental housing, in addition to meeting the conditions specified in the preceding paragraphs 1 to 4, shall have actually lived and lived within the county for more than 3 years and obtain a residence certificate, and have signed a labor contract with the employer in the county for more than 3 years, and the employer shall pay social insurance premiums or housing provident fund in full and on time for more than 2 years.

(3) In any of the following circumstances, the applicant family shall not be guaranteed public rental housing:

1. Those who have already completed the registration and filing of the contract for the sale and purchase of commercial housing or other affordable housing, but have not yet gone through the registration of property rights;

2. There has been a transfer of real estate by way of sale, gift, divorce and property division within 5 years before the date of application (except for low-income families);

3. Non-subsistence families are renting state-owned directly managed public housing, and government agencies, public institutions, and state-owned or collective enterprises are self-managing public housing;

4. Family members own non-operating private cars;

5. There is a fixed place of business or employees are employed in business activities;

6. The applicant is a single family with mental or intellectual disabilities or above who cannot take care of themselves;

7. The applicant is an orphan and under the age of 18, and his guardian does not meet the conditions for public rental housing security;

8. Using illegal buildings for profit;

9. Other circumstances in which public rental housing guarantees are not to be implemented:

Subsistence allowance families who are renting state-owned directly managed public housing and whose public housing is self-managed by government organs, public institutions, and state-owned or collective enterprises shall vacate the rented state-owned directly managed public housing, and the public housing managed by the organs, institutions, and state-owned or collective enterprises shall be vacated and the public housing managed by the organs, institutions, and state-owned or collective enterprises shall be self-managed.

Where families with mental or intellectual disabilities at level 2 (including level 2) or above apply for in-kind allocation of public rental housing, family members (including persons with mental or intellectual disabilities and other persons who are unable to take care of themselves) who meet the conditions for security must jointly apply for the application, and the family members who jointly apply should have the legal guardian or entrusted guardian of the person with mental or intellectual disabilities.

3. Housing and rental location, house type, and number of units

This phase of the public rental housing plan provides 29 sets of physical rental housing (the deadline for the statistics of the data is April 25, and the final number of units is subject to the actual number), and the specific distribution is as follows:

Public rental housing on Shima Road in Yangshuo Town, plans to provide 15 sets of housing, one bedroom and one living room;

Yangshuo Town Shenshan Road public rental housing, plans to provide 14 houses, two bedrooms and one living room.

Fourth, the application, review, and allocation procedures

(1) Application

In accordance with Article 37 of the Administrative Measures for Public Rental Housing in Yangshuo County, the applicant shall go to the neighborhood committee of the community where the household registration is located (migrant workers go to the Security Unit of the Housing and Urban-Rural Development Bureau) to obtain the "Yangshuo County Public Rental Housing Application Approval Form for Physical Allocation" and the "Guangxi Application for Public Rental Housing Family Economic Status Verification Authorization Letter" with the applicant's ID card, household registration book of family members, income certificate, housing certificate, residence permit and other application materials Fill in the family members and relevant information truthfully, and submit relevant application materials to the neighborhood committee of the community where the household registration is located (migrant workers go to the community where they live).

(2) Preliminary examination

The community neighborhood committee shall review the application materials submitted by the applicant in accordance with the relevant regulations, sign the opinions, publicize the list, and transfer the application materials to the county affordable housing project leading group office (hereinafter referred to as the county security office).

(3) Reexamination

After receiving the application materials reviewed by the community neighborhood committee, the county security office shall review the applicant's application materials and organize the member units of the county security leading group to review them.

(4) Examination and approval

The county security office will hold a joint meeting of relevant departments at a scheduled date to review the application materials; if the requirements are met, the county housing administrative department will publicize the basic information of the applicant family on the "Yangshuo County People's Government Portal" and the public notice board of the community neighborhood committee. The publicity period is 7 working days, and if there is no objection, the county housing administrative department shall be registered.

(5) Allocation method

In line with the principles of openness, fairness, and impartiality, the applicant families who have been reviewed and approved and publicized to meet the conditions for public rental housing allocation will be selected to wait for rent allocation by publicly drawing the house number, and the families who have not received the rent allocation will continue to wait.

(6) Check-in matters

Families who have obtained the in-kind allocation of public rental housing should go to the county security office to check in, sign the "Yangshuo County Public Rental Housing Lease Contract", and pay the relevant fees.

5. Exit management

The public rental housing management department implements a dynamic management and review system for the families allocated for rent, and conducts an annual inspection every three years, and if the annual inspection no longer meets the conditions for rent allocation or is found to have "subleased" and other behaviors in the daily management, the tenant shall withdraw from the rented public rental housing in accordance with Article 23 of the Administrative Measures for Public Rental Housing in Yangshuo County.

6. Rent standards for public rental housing

According to the "Yangshuo County People's Government's Reply on Agreeing to the Rent Standards for Public Rental Housing and Public Rental Housing Subsidy Standards in Yangshuo County" (Shuo Zheng Han [2015] No. 74).

7. Legal Liability

If the applicant applies for public rental housing by improper means such as concealing, falsely reporting or falsifying information such as housing, income and property status, the public rental housing management department shall not accept it in accordance with the provisions of Article 35, Paragraph 1 of the Administrative Measures for Public Rental Housing (Order No. 11 of the Ministry of Housing and Urban-Rural Development), give a warning and record it in the management file of bad records of public rental housing security.
