On the occasion of the "May Fourth" Youth Day, yesterday (April 28) afternoon, the Tongzhou Youth League District Committee held a series of activities of "the sub-center has me, the youth is in action" series of activities press conference and the sub-center youth volunteer service pioneer flag ceremony.

The "Plan" focuses on the "hotline + grid" governance model, focuses on the main line of "Promoting Grassroots Governance Year", continues to improve the social function and grassroots governance capacity of the Communist Youth League, strives to improve grassroots community (village) services, and constantly improves the accuracy and effectiveness of community (village) services, and leads the majority of young people to enhance the sense of ownership of "the sub-center has me", actively participate in the front line of economic development, social governance, and service to the people, and increase their skills and talents in practice and training.
The "Plan" clarifies that the Youth League and District Committee will be based on the organization of each street (township) league, link the municipal organs, various industry departments and colleges and universities in the territory to integrate the advantageous resources of regional league building, and carry out a series of activities of "I am in the sub-center, and the youth are in action" throughout the year.
Create 1 sub-center youth volunteer service pioneer team, relying on the two platforms of the District Youth Federation and the Young Workers Committee, focusing on the five major theme directions of "Youth Volunteer Sub-center", "Youth Warmth Sub-center", "Youth Construction Sub-center", "Youth Vitality Sub-center" and "Youth Harmony Sub-center", with 10 projects such as "Hotline + Grid" Youth Assistance, "Major Projects" Youth Volunteering, After-school "Youth" Service for Primary and Secondary School Students, "Beautiful Village" Youth Construction, and Green and Low-carbon "Youth" Practice. One question per month", rushing to relieve the "blockage" of grassroots governance, carry out "N" social governance brand activities according to local conditions, build a "1+2+N" youth mobilization work mechanism, extensively, accurately and efficiently unite youth league members, and form a new force and commando team to devote themselves to the high-efficiency social governance of the sub-center.
Next, the Youth League District Committee will extensively mobilize the youth of the sub-center to devote themselves to the practice of volunteer service, create a youth volunteer service vanguard corps of the sub-center, mobilize the Youth League Working Committee of the municipal organs, the District Youth Work Committee, 22 streets (townships), 6 colleges and universities, and 35 units of the Public Procuratorate and Law Department to establish a youth volunteer service detachment, build a "1+35" youth volunteer mobilization system of the sub-center, give play to the vanguard and exemplary role of the Communist Youth League members, lead young people in all fields of society to participate in volunteer service, and increase the effective coverage of mobilization.
Construct a youth volunteer service project supply system that focuses on serving "major projects" such as large-scale competitions, three major cultural facilities, and cultural tourism zones, and focuses on carrying out "normalized projects" such as civilized transportation, garbage classification, small hands joining hands, and helping the elderly and the disabled.
Relying on the district volunteer service guidance center, build a youth volunteer service work guarantee system with a unified logo, a management platform, brand activities, volunteer training, and an incentive mechanism. Build a volunteer mobilization system, a volunteer service project supply system, a volunteer service work guarantee system, and a "three-in-one" youth volunteer service system for the sub-center in the new era. Lead young volunteers to practice and carry forward the volunteer spirit of dedication, fraternity, mutual assistance and progress, and make volunteer service a new business card of youth and beauty in the sub-center.
At the scene, the relevant leaders presented flags to the representatives of 36 sub-center volunteer service pioneer teams, including the "Youth Volunteer Service Pioneer Team of the Sub-center" established by the Tongzhou Youth League District Committee and the "Youth Volunteer Service Pioneer Team of the Sub-center" established by the grass-roots league organizations.

After the launching ceremony, Professor Wang Bigang, member of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference, member of the Standing Committee of the Tongzhou District CPPCC, chief expert of district grassroots governance, vice president of the China Community Development Association, and dean of the Beijing Urban Sub-center Social Governance Research Institute, made a special counseling report on "Several Thoughts on Building the Grassroots Governance Mobilization System of the Sub-center", and opened the first lecture of the 2024 "Youth Talk of the Sub-center". Professor Wang Bigang linked theory with practice, expounded the direction, method and path of grassroots governance in simple terms, and conducted enthusiastic exchanges with the majority of youth members of the sub-center from five aspects, including the policy guidance of party building leading grassroots governance, the three major dilemmas of current grassroots governance, the practical exploration of grassroots governance, the innovation of the "hotline + grid" governance model of the sub-center, and the stimulation of social vitality with the series of activities of "sub-center has me", and emphasized the need to thoroughly implement the "Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on Improving the Volunteer Service System in the New Era" , to promote the "sub-center has me, youth in action" activity to go deeper and more practical.
The participants visited and investigated the exhibition hall of the grassroots governance of the "Civilized Bank" in Lucheng Town, and learned about the development history, work practice and construction and development of Lucheng Town from multiple angles by listening to explanations and watching videos.
