This is a young contingent with high quality, hard work style, strict discipline, and strong combat effectiveness, and this is an outstanding team that has been awarded the collective third-class meritorious service for eight consecutive years, and it is the legal brigade of the Huadu District Bureau of the Guangzhou Municipal Public Security Bureau.
The Legal Brigade of the Huadu District Branch of the Guangzhou Municipal Public Security Bureau completed the reform of the team structure in 2017, with 44 police officers and 16 auxiliary police, responsible for case review, law enforcement supervision, law enforcement training, reconsideration litigation and administrative approval management of the public security organs in the region. The brigade firmly grasps the general requirements of "loyalty to the party, service to the people, justice in law enforcement, and strict discipline", makes every effort to promote the standardization of law enforcement and the reform of "delegating power, delegating power, and providing services" to public security, promotes the high-quality development of public security construction under the rule of law, and makes positive contributions to promoting the formation and improvement of new quality public security combat effectiveness. For eight consecutive years, it has been awarded the collective third-class merit, and has been awarded the honorary titles of "Party Member Pioneer Post" and "Yangcheng Public Security Women's Civilization Post" by the Guangzhou Municipal Public Security Bureau.

Law enforcement is the lifeline of public security work, and the legal brigade has always adhered to the correct political direction, focusing on the use of rule of law thinking and rule of law methods to carry out work, solve problems, and actively promote the comprehensive optimization and upgrading of law enforcement management, law enforcement mechanisms, law enforcement supervision, and law enforcement literacy, and promote the "acceleration" of the construction of law enforcement standardization in sub-bureaus.
Deeply advance the reform of law enforcement supervision and management mechanisms, closely focusing on the five key elements of "police intelligence, personnel, cases, case files, and property", establish a system for early warning of law enforcement risks and full monitoring of unresolved cases, report law enforcement quality and efficiency data daily, remind case-handling units to promptly rectify outstanding problems, promote the quality and efficiency of administrative case handling, and build a "protective wall" for standardized law enforcement.
Optimize the system of stationing legal personnel, implement the "area stationing" work model, and achieve full coverage of the legal personnel stationed in all case-handling units, providing a strong legal guarantee for front-line investigation and case handling.
At the same time, we have improved the guidelines of the law enforcement system, focused on the hot and difficult issues encountered in the practice of law enforcement at the grassroots level, strengthened legal research, and issued 20 practical law enforcement guidelines and 95 law enforcement tips in the past three years, so that all aspects of law enforcement and case handling have evidence to follow and rules to follow.
Promoting the "rule of law and public security construction" has achieved remarkable results
In 2021, after repeated arguments, the Legal Brigade and the District Procuratorate jointly issued work specifications for the review of criminal cases. Due to its good practical effect, cross-departmental collaboration, and strong innovative characteristics, the norm was awarded the 2021 Excellent Law Enforcement System of Guangdong Provincial Public Security Organs, and was the only one in Guangzhou among the 19 system documents selected by the province.
On this basis, the Huadu District Public Security Bureau and the Political and Legal Committee of the District Party Committee further cultivated and incubated the pre-trial review mechanism for the suspects involved in the case, and the project was selected as the 2023 warehousing project of the "One Department, One Brand, One Region, One Highlight" plan for reform and innovation in the field of Guangzhou Municipal Law in May 2023. In the process of cultivating the "mechanism", the legal brigade fully grasped the opportunity of the establishment of the Huadu District People's Procuratorate and the Huadu District Public Security Bureau's Investigation Supervision and Coordination Office, actively coordinated with the district procuratorate to strengthen case consultation and guidance, further standardized the assessment, screening, and diversion of criminal cases before submitting them for arrest, and effectively improved the quality and efficiency of criminal case handling.
In addition, the brigade combined with the new situation and new requirements of the law enforcement evaluation of the provincial departments and municipal bureaus, improved the law enforcement quality evaluation mechanism of the sub-bureau, and implemented the "must be tested every case", "case-by-case clearance" and the daily clearing and monthly settlement of case problems, and more than 6,000 cases have been evaluated since 2023. And make the improvement of the quality and efficiency of the law enforcement case-handling management center the top priority of the establishment of public security under the rule of law, strengthen overall planning, formulate work plans in light of local conditions, and form a full-time management team for case-handling centers, to provide safeguard services for all types of police who enter the center to handle cases.

In January 2022, the government service hall of Huadu District Bureau was selected by the municipal bureau as the pilot cultivation unit of "Fengqiao-style public security government service hall and window" among the 25 public security comprehensive certificate halls in the city. It has created a "one-door" reform brand, realized the "one-door" reform of 254 administrative examination and approval items, opened 1 comprehensive window for enterprise-related matters and 4 comprehensive windows for high-frequency matters involving individuals, and launched 144 "one-window all-in-one" matters to achieve "one-window external, multi-business integration, and one-stop handling". It took the lead in launching the theme service of "one thing for the operation and filing of entertainment venues" in the city, realizing the reform of "one thing" with a list of materials and integrated services, which was recognized by the municipal bureau and promoted to the city's public security organs. Improve the workflow of the "can't do things" reflection window, establish a "four fast" working mechanism, efficiently resolve the contradictions of the window, and effectively resolve the "contradictions" of the window and solve the practical difficulties of the masses 94 times since its establishment, Huadu Public Security ranked "double first" in the assessment of "administrative examination and approval management" of all district bureaus and government departments in the whole district in 2023.

In the face of the new situation and new tasks, the Legal Brigade of the Huadu District Bureau of the Guangzhou Municipal Public Security Bureau will always adhere to the development concept of "people-centered", and persistently deepen the standardization of law enforcement with a higher political position, stronger responsibility, and more practical work measures, so as to enhance the level of legalization of public security work and the credibility of law enforcement.
