On April 25, the Chenggong District People's Procuratorate and the Chenggong District Water Affairs Bureau organized 17 relatively non-prosecuted persons to carry out the "10-year fishing ban" volunteer service activities.
The personnel who participated in the volunteer service activities signed the "Application Form for Participating in the "Ten Year Fishing Ban" Social Volunteer Service in Dianchi Lake. Under the leadership of the staff, 17 relative non-prosecutors were divided into groups to carry out volunteer service activities in Dounan Wetland Park, Jiangwei Community and the mouth of the Luolong River into Yunnan. They patiently and meticulously explained to tourists the protection and management of Dianchi Lake, the "ten-year fishing ban" and other relevant laws, regulations and policies, went to the Jiangwei community to carry out door-to-door publicity, went to the shores of Dianchi Lake to carry out inspections, picked up garbage and debris, and discouraged illegal fishing, littering, tent camping, barbecue and other behaviors.
According to Zhang Yue, assistant prosecutor of the Chenggong District Procuratorate, the 17 criminal suspects were slightly involved in the case and had the circumstances of admitting guilt and repentance.
"I think it's a very good way to learn and improve and protect the environment. Through this volunteer service, I will learn more and be a law-abiding citizen in the future. A relative non-prosecution person who participated in the event told reporters.
It is understood that on October 25, 2023, the Chenggong District People's Procuratorate and the Chenggong District Water Affairs Bureau issued the "Work Regulations on Guiding Criminal Suspects to Participate in the "Ten-Year Fishing Ban" Social Volunteer Service in Dianchi Lake in Handling Relatively Non-Prosecution Cases (Trial), which continues to be carried out in accordance with the law, objectively and standardly. As of April this year, the two units had organized a total of 41 relatively non-prosecuting persons to participate in the "10-year fishing ban" social volunteer service activities in two ways: centralized and individual. The participation of relatively non-prosecuted personnel in the social volunteer service of Dianchi Lake protection is not only an environmental protection measure, but also an innovative mechanism for the benign integration of socialized crime and governance, which can not only effectively alleviate the problem of insufficient public volunteers in the protection and governance of Dianchi Lake, but also provide an opportunity for relatively non-prosecuted personnel to recognize their own mistakes and contribute to the society.
