In 2023, under the strong leadership of the Shanghai Law Society, the National Security Law Research Society of the Shanghai Law Society (hereinafter referred to as the "Research Society") adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and Xi Jinping Thought on the Rule of Law, served major policies, served the practice of the rule of law, and actively carried out academic research, platform construction, rule of law publicity, etc., and achieved good results.
1. Main academic activities
(1) Host the "2022 Annual Conference and the Sixth National Security Rule of Law Forum"
On February 18, the Research Society held the "2022 Annual Conference and the 6th National Security Rule of Law Forum" in Shanghai. More than 60 leaders, experts and scholars from relevant units attended the meeting. During the forum, experts and scholars conducted in-depth discussions on three topics, including "the construction of a new security pattern from the perspective of Chinese-style modernization", "the improvement of the national security rule of law system in the construction of national security systematization", and "research on the frontier issues of legal implementation and guarantee to prevent national security risks", and expressed that they will continue to deeply study and implement the spirit of the 20th National Congress of the Communist Party of China, and contribute to the modernization of the national security system and capabilities with rule of law thinking and rule of law.
(2) Host the "4.15" National Security Rule of Law Forum
On April 15, the Shanghai National Security Rule of Law Forum on "New Security Pattern Guarantees New Development Pattern" was successfully held by the Shanghai Municipal Party Committee State Security Office, the Shanghai Municipal Law Society, and the Shanghai Municipal National Security Bureau. More than 100 guests, including experts from Shanghai Law School and leaders of practical departments, attended the event. The forum focused on the achievements of the construction of the national security rule of law system in the new era and the theoretical construction of the new security pattern to ensure the new development pattern, and conducted in-depth discussions on the basic theories and key frontier issues of the national security rule of law system.
(3) Co-hosted the 2nd "East China University of Political Science and Law National Security Pearl Forum"
On June 2, the second "East China University of Political Science and Law National Security Pearl Forum" and the inaugural meeting of the National Security Research Institute jointly organized by the Research Society, East China University of Political Science and Law, Shanghai Law Society Judicial Research Association, and East China Procuratorial Research Institute were successfully held. Nearly 100 people from scientific research institutions across the country, Shanghai municipal law organs and media attended the meeting.
(4) Co-sponsoring the 3rd "National Security Rule of Law Frontier Forum"
On September 8, the third "National Security Rule of Law Frontier Forum" jointly organized by the Research Society and East China University of Political Science and Law and undertaken by the Shanghai National Security Law Research Center was held in East China University of Political Science and Law. With the theme of "Corporate Compliance Management and National Security in the New Era", more than 30 experts, well-known lawyers and company representatives from all over the country conducted in-depth discussions on the theme of the conference.
(5) Co-hosted the 3rd "East China University of Political Science and Law National Security Pearl Forum"
On October 27, the seminar on the construction of national security compliance system in the consulting industry under the background of the revision of the "Counter-espionage Law" and the third "National Security Pearl Forum of East China University of Political Science and Law" jointly organized by the Research Association, East China University of Political Science and Law, the Judicial Research Association of Shanghai Law Society, and the East China Procuratorial Research Institute were held.
(6) Organize and carry out multiple symposiums and exchange meetings
On March 11, the research society was invited to participate in the seminar on "The Significance and Vivid Practice of the Overall National Security Concept" co-sponsored by the National Security Office of the Chongqing Municipal Party Committee, the Chongqing Federation of Social Sciences, and the Southwest University of Political Science and Law, and gave a speech on the theme of "Improving the National Security Rule of Law System and Providing Strong Security for the New Development Pattern".
On March 28, the research society received Wang Jian, vice president of Northwest University of Political Science and Law, and his party to discuss and exchange views on "the theory and practice of national security discipline construction". The two sides conducted in-depth discussions on the future direction of the construction of national security disciplines, the key areas of national security law research, and the exchanges and cooperation in the field of national security law research.
On April 11, the research society was invited to participate in the launching ceremony of the student legal literacy improvement action and the national security education forum of college students of East China University of Science and Technology on "Building a Solid National Security Defense Line and Escorting Chinese-style Modernization", and gave a report on the topic of "Adhering to the Bottom-line Thinking and Ensuring the New Development Pattern with a New Security Pattern".
On June 28, the research society and the Shanghai Student Security Education and Research Center held a symposium on "Research Activities on the Overall National Security Concept", and conducted extensive exchanges on the establishment of the overall national security concept propaganda team and the cooperation in the construction of national security disciplines.
On June 30, the research group went to the Research Center for the Overall National Security Concept of the Chinese Academy of Modern Sciences and the School of International Relations for investigation, and had a discussion and exchange with relevant leaders on issues such as national security theory research, national security propaganda and discipline construction.
On September 21, the research group and the National Security Office of the Municipal Party Committee went to Southwest University of Political Science and Law for investigation, focusing on the theme of "Team Building for the Overall National Security Concept".
On November 28, the research society was invited to participate in the seminar on "Discipline Construction and Talent Training of National Security in the New Era" of East China University of Political Science and Law, and gave a speech on the talent demand and training path of national security.
(7) Carry out research on the subject in 2023
In order to effectively improve the level of national security-related legal research capabilities, the research society actively carries out the organization of public application and evaluation of projects. After expert review, 7 projects, including "Research on the American Chips Act" and "Research on Unilateral Sanctions and Legal Issues on the Security of Overseas Property of the Mainland", were successfully established, and research reports and other research results were formed.
(8) Carry out the Fourth National Security Rule of Law Essay Campaign
On April 15, the research society officially launched the 4th National Security Rule of Law Theme Essay Contest on "Implementing the Overall National Security Concept and Ensuring the New Development Pattern with a New Security Pattern". In the past six months, the research society has received a total of 258 excellent papers from major universities, scientific research institutions, practical departments and social levels across the country, and the number has reached a new high, and the quality and level have been greatly improved. After the preliminary review, review and final review by the expert review team, the first prize, the second prize, the third prize and the excellence award were selected, a total of 33 articles. By holding a nationwide essay contest, the research society not only enhanced its social impact, but also gathered reserve strength for national security legal research.
(9) Compile the internal journal of "Comparative Studies on National Security".
In order to further enrich the foreign-related legal research resources in the field of national security, the research society continued to launch the special work of compiling the internal journal of "Comparative Research on National Security". In 2023, a total of 2 issues of the internal journal will be compiled, and 10 articles from top overseas academic journals will be translated, with a total of nearly 100,000 words.
(10) Promote the publication of the "National Security Rule of Law Research Series" series of works
In order to enhance the public's awareness of national security and further expand its academic influence, the Society will launch the publication of the monograph "National Security Rule of Law Research Series" in 2023. The series is composed of a series of works, such as "Research on the Freedom of Navigation System under the Framework of International Law", "Digital Currency in the Digital Economy Era", "Financial Platform and Regulation in the Digital Economy Era", "Research on the Rule of Law Theory in the Overall National Security Concept", and "Research on Non-traditional Security Theory - Taking the Overall National Security Concept as the Analytical Framework".
(11) Participate in major national social science fund projects
The research society participated in the National Major Social Science Fund project "Research on the Implementation of the National Security Rule of Law System in the New Era" led by Ye Qing, President of East China University of Political Science and Law, and undertook the research work of the sub-project "Research on the Implementation of the National Security Rule of Law System in the New Era". It is expected to be finalized in 2025.

In 2023, the research society will closely rely on the majority of members, experts and scholars to continue to promote the operation and construction of the media platform of the WeChat official account of "Guoan Law Garden", release more original and forward-looking academic and research club dynamics, keep an eye on various cutting-edge and hot issues, identify the concerns, excitement and resonance points of various groups, and timely produce and reprint popular law articles, professional papers, and current affairs information on national security, so as to continuously expand the reputation of the industry and outside the industry, and enhance the domestic and international discourse power. According to statistics, in 2023, the WeChat official account of "Guoan Law Garden" will publish or reprint more than 100 professional academic articles and popular legal education articles on national security and the rule of law, with a cumulative reading of nearly 100,000 times, and the social attention and influence will continue to increase, effectively expanding the publicity of national security and the rule of law, and has become a WeChat publicity platform with great influence in the field of national security legal research.
3. Talent training
(1) Actively respond to the Municipal Law Society to carry out talent recommendation work
In September, the research society actively cooperated with the 2023 routine supplemental recommendation of the "Shanghai Youth Legal Talent Pool", and notified all eligible members to participate in the election. Through public discussion, the research society recommended Dang Dongsheng, deputy secretary of the Party branch of the National Security Research Institute of East China University of Political Science and Law, to run for the "Shanghai Youth Legal Talent Pool".
(2) Actively respond to the Municipal Law Society's case collection work
In October, the research society actively cooperated with the 2023 case collection of chief legal consulting experts, and notified the majority of experts to declare cases. Shen Wei, a professor at Shanghai Jiao Tong University's Kaiyuan Law School, presided over the project as the chief legal consulting expert, and submitted it to the Municipal Law Society.
Fourth, the work of party building
(1) Guided by the study and implementation of the spirit of the 20th National Congress of the Communist Party of China and Xi Jinping Thought on the Rule of Law, the Party Working Group has organized the study of the relevant content on attaching importance to strategic and tactical issues in the "Selected Readings of Xi Jinping's Works, Volume II", the relevant content on promoting the construction of socialist democratic politics in the "Special Excerpts of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era", and the speech of General Secretary Xi Jinping during the collective study of the Political Bureau of the CPC Central Committee.

5. Social services
(1) Actively form a team to publicize the overall national security concept
In order to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions on comprehensively strengthening national security education, the research society will conduct basic research based on the city's basic research and actively set up a propaganda team for the overall national security concept in accordance with the task requirements of "enriching the overall national security outlook propaganda team". The specific plan shall be submitted to the State Security Office of the Municipal Party Committee.
(2) Organize the design of popular legal education publicity brochures
In order to enhance the risk prevention awareness of small and medium-sized science and technology enterprises, the research association will coordinate with the National Security Office of the Municipal Party Committee, and Director Xu Shanshan took the lead in designing the "Publicity and Education Manual for Science and Technology Enterprises to Prevent and Respond to Foreign Sanctions". The first edition of more than 10,000 copies was sent to the city's science and technology enterprises and relevant departments, and achieved good social response.
(3) Organize experts to participate in 4.15 TV interviews
In cooperation with Shanghai Television Station, the Research Society took the "4.15" National Security Education Day as an opportunity to invite experts and scholars such as Shen Wei, a distinguished researcher of the Research Society and a professor at Kaiyuan Law School of Shanghai Jiao Tong University, to conduct a TV interview program on "National Security You and I Build Together" around the theoretical and practical issues related to the field involved in the overall national security concept, so as to publicize and popularize national security law to the audience.
Sixth, self-construction
(1) Hold the second meeting of the first session of the Council
On June 17, the second meeting of the first board of directors of the research society was held. The General Assembly deliberated on the adjustment plan for the members of the Council and approved the adjustment list of the members of the first session of the Council. Shen Wei, professor and doctoral supervisor of Kaiyuan Law School of Shanghai Jiao Tong University, Li Xiang, director of the Planning and Development Division (director of the Discipline Office), professor and doctoral supervisor of East China University of Political Science and Law, were added as vice presidents; Han Minyan, director of Shanghai political and legal organs, and Hang Yan, a retired cadre, were added as secretary-general and deputy secretary-general respectively; Peng Bo, dean, professor and doctoral supervisor of the School of National Security of Shanghai Jiao Tong University; Peng Delei, dean, professor and doctoral supervisor of the Law School, East China University of Science and Technology; Ma Zhongfa, professor and doctoral supervisor of Fudan University Law School, and director of Shanghai A&Z Law Firm. An Yiqing, chief partner, Shu Honghong, dean, professor and doctoral supervisor of the National Security College of Northwest University of Political Science and Law, and Xuan Ye, director of the Shanghai Political and Legal Organs, were added as directors.
Among the board members, there are 16 scientific research institutions, 12 practical departments, 11 professors and 5 associate professors. The research fields of the directors and other members basically cover 20 areas of the overall national security concept.
The meeting read out the decision to hire Ye Qing, president and professor of East China University of Political Science and Law, as the consultant of the research society, and issued a letter of appointment to Ye Qing.
(2) Hold an enlarged meeting of the president
On February 24, the research society held an enlarged meeting of the president to report on the work plan for 2023, review the "4.15" National Security Education Day activity plan, the 4th National Security Rule of Law Essay Activity Plan and other key points, and make arrangements for the work in 2023. The meeting put forward new requirements for strengthening the overall construction of the research association and standardizing and efficient work, laying a good foundation for its own construction to a new level.
(3) Recommended by the primary selection of "Advanced Collectives and Advanced Individuals in the National Law Society System".
The Municipal Law Society organized and carried out the primary selection and recommendation of the "Advanced Collectives and Advanced Individuals of the National Law Society System", and after the declaration, the Research Society, as one of the three collectives, was recommended to be submitted to the China Law Society for differential selection.
(4) Improve relevant management rules
In order to standardize academic management and daily work, the Research Society revised and improved the "Project Management Measures" and "Financial Management Rules" in accordance with the Constitution of the China Law Society and the relevant management rules of the Shanghai Law Society, with reference to the "Measures for the Management of Philosophy and Social Science Planning Projects in Shanghai" and other documents, as well as the relevant rules and regulations formulated by the initiators of the Society.
