On April 25, the National Intellectual Property Service Industry High-quality Agglomeration Development Pilot Zone and the Sichuan Center for Patent Examination Cooperation of the State Intellectual Property Office in Liangjiang New Area were inaugurated in Liangjiang New Area.
It is understood that in 2023, Liangjiang New Area will be approved as a national pilot zone for high-quality agglomeration and development of intellectual property service industry, and it is the only selected area in Chongqing. The pilot zone will build the core carrier of the intellectual property service industry with the Liangjiang Innovation and Entrepreneurship Building, and the first phase will build 11,000 square meters of agglomeration space, supporting relevant preferential policies, attracting high-quality service institutions from inside and outside the city to settle in, and continuously enriching and improving service functions.
At present, the level of intellectual property services in Liangjiang New Area has been significantly enhanced, the level of specialization, high-end and internationalization has been continuously improved, and a whole chain of intellectual property agency, law, information, operation, finance, consulting and other services has been initially built.
The Sichuan Center for Patent Examination Cooperation of the State Intellectual Property Office in Liangjiang New Area, which was unveiled at the same time, is an intellectual property public service station jointly built by the Liangjiang New Area Market Supervision Bureau and the Sichuan Center of the Patent Examination Cooperation of the Patent Office of the State Intellectual Property Office, and is an important project for the two sides to promote the construction of the Chengdu-Chongqing Economic Circle and strengthen the protection of the whole chain of intellectual property rights.
Among them, the Sichuan Center has selected one senior expert with nearly 20 years of examination experience to be stationed at the workstation, and set up an intellectual property expert service group composed of 10 patent examination experts to provide professional service support for the workstation. At present, the workstation has opened a green channel for more than 500 invention patents applied by some key enterprises in the new area, implemented centralized and rapid examination, and greatly shortened the time limit for granting invention patents from 2-3 years to 7 months.
During the event, the Liangjiang New Area Market Supervision Bureau, the Liangjiang New Area (Free Trade Zone) Court, the Tianfu New Area People's Court, the Tianfu New Area Market Supervision Bureau and other units jointly released typical cases of administrative and judicial collaborative protection of intellectual property rights in the Chengdu-Chongqing Economic Circle, promoted the expansion of the intellectual property protection mechanism of the Shuangcheng Economic Circle, created a better business environment, and cultivated a fertile soil for the high-quality development of the Shuangcheng Economic Circle.
In addition, the creation unit of the "three synergies between the government and the court" intellectual property protection mechanism in Liangjiang New Area, Lijia Street, and the Guangdong-Hong Kong-Macao Greater Bay Area Joint Mediation Research Institute also signed a memorandum of cooperation to establish the "Foreign-related Wisdom Sub-center of the Administrative Mediation Center for Patent Infringement and Other Intellectual Property Disputes". Through the integration of administrative, judicial and professional service institutions, we will help Liangjiang enterprises to familiarize themselves with the overseas intellectual property environment, carry out overseas layout of patents and trademarks as soon as possible, and truly realize "going global".
On the same day, Liangjiang New Area also signed a strategic cooperation protocol with Chongqing Intellectual Property Office, under which the two sides will carry out comprehensive cooperation in five aspects: accelerating the cultivation of high-value patents, strengthening the transformation and application of intellectual property rights, strengthening intellectual property protection, improving the intellectual property management service system and carrying out intellectual property public welfare publicity activities.
