Wen Xiangyong, the second-level inspector of the Propaganda Department of the Municipal Party Committee, introduced at the press conference on "Chongqing Intellectual Property Protection Status in 2023" held by the Information Office of the Municipal Government that in recent years, the city has continued to build a copyright industry chain by cultivating the copyright industry ecology, seeking real benefits for creators, and also allowing the development of the intellectual property industry.
According to reports, in 2023, the city's intellectual property undertakings have achieved positive results.
In terms of the quality of intellectual property creation, 54,100 patents were authorized throughout the year, including 13,600 invention patents, 34,100 utility models, and 6,400 designs, 19.98 invention patents per 10,000 people, an increase of 23.79% over 2022, 7.15 high-value invention patents per 10,000 people, an increase of 30.47% over 2022, and 528 international patent (PCT) applications, an increase of 17.07% over 2022. The total number of valid registered trademarks was 866,600, an increase of 7.44% over 2022. The total number of geographical indications was 298. 150,900 ordinary works were registered throughout the year. 11,300 technology contracts were identified and registered, with a turnover of 86.51 billion yuan, including 3,884 contracts involving intellectual property rights, with a turnover of 17.257 billion yuan. The annual patent and trademark pledge financing was 1.898 billion yuan, an increase of 16.87% over 2022. 3.431 billion yuan of new credit loans with knowledge value were added, benefiting 1,983 enterprises. A total of 29,900 notarization matters involving intellectual property protection have been handled, and more than 106 million certificates have been deposited on the "Bank-based Notarization Chain Intellectual Property Protection Platform".
In terms of intellectual property protection mechanisms, the revision of the Regulations on the Promotion and Protection of Patents in Chongqing Municipality has been completed and will come into force on September 1, 2023. The Regulations on the Protection of Intellectual Property Rights in Chongqing Municipality (Formulated) and the Regulations on Geographical Indications in Chongqing Municipality (Formulated) have been incorporated into the legislative plan by the Municipal People's Congress and the Municipal Government. The Office of the Municipal Joint Conference on Intellectual Property Protection issued the "2023 Chongqing Strengthened Intellectual Property Protection Promotion Plan", clarifying 44 annual key tasks and coordinating the promotion of intellectual property protection in the city. There are 426 "contact points for comprehensive protection of intellectual property rights" in the city. The Chongqing Intellectual Property Protection Center was approved to establish a local branch of the National Overseas Intellectual Property Dispute Response and Guidance Center. Eight municipal-level overseas intellectual property dispute response guidance workstations have been set up, serving a total of 856 enterprises. Rongchang District and Jiangjin District were approved as the second batch of pilot cities for the construction of an intellectual property power.
In terms of the protection of intellectual property rights, the relevant departments at all levels in the city have severely cracked down on intellectual property infringement and illegal acts, and effectively protected the legitimate rights and interests of intellectual property rights of various market entities. The city's intellectual property management department handled 789 cases of patent infringement disputes, and filed and investigated 1,433 cases of illegal patents, trademarks and geographical indications, with a value of 19.54 million yuan. The city's copyright administrative law enforcement department has dispatched a total of 79,800 law enforcement personnel, inspected 28,800 market entities, and investigated and dealt with 139 cases of infringement and piracy. The Municipal Agriculture and Rural Committee carried out special rectification of the citrus seedling market and the cleaning of illegal varieties, and investigated and dealt with 1 case of variety infringement. The Municipal Forestry Bureau carried out a special action to crack down on the production and sale of fake and inferior seedlings and the protection of the rights of new plant varieties, inspected 412 nurseries and afforestation plots, 366 production and operation enterprises, handled 38 cases of forest and grass seedlings, and fined 682,600 yuan. Chongqing Customs continued to maintain a high-pressure posture of cracking down on infringement, detaining a total of 1,896 batches of infringing goods and 22,700 pieces of infringing goods throughout the year.
The city's public security organs launched the "Kunlun 2023" special operation, cracking a total of 401 criminal cases of infringement of intellectual property rights and the production and sale of counterfeit and shoddy goods. A total of 16,300 first- and second-instance intellectual property dispute cases were accepted by the city's courts, and 15,300 cases were concluded. The Chongqing Liangjiang New Area (Free Trade Zone) Court's innovative intellectual property small claims litigation trial model was selected into the "Second Batch of 30 Typical Cases in the Construction of an Intellectual Property Power". The city's procuratorial organs handled a total of 348 intellectual property cases, recovered more than 12.51 million yuan of stolen goods, handled 170 criminal cases of intellectual property rights, and prosecuted 210 people in 92 cases.
Sichuan and Chongqing jointly launched the "Made in Sichuan and Chongqing" joint enforcement action on intellectual property rights, and a total of 678 illegal cases were filed and investigated, with a value of about 22.56 million yuan and a fine of about 12.06 million yuan.
