"In the CECEP Guozhen Bozhou Chengnan Sewage Treatment Plant (hereinafter referred to as the Chengnan Sewage Treatment Plant) located in Bozhou City, Anhui Province, all personnel entering the production area can hear such a voice prompt.
Walking into the production area, I saw that the corresponding "negative list" reminder signs were hung in the conspicuous positions of the production site. For example, the perimeter of the biochemical tank is prompted with "no climbing, climbing, or leaning on guardrails" and "no tampering with the observation mouth cover", while the entrance of the dosing room is prompted with "no protective gloves and masks, and no unloading and dosing".
These "prohibitions" detailed to each workshop and post are the "negative list" of safety production newly formulated by the factory.
In order to further consolidate the main responsibility of the enterprise and prevent and resolve major safety risks, since the beginning of this year, Bozhou City has piloted the implementation of the "negative list" management system for safety production in the fields of gas, sewage treatment and other industries in combination with the three-year action of tackling the root cause of safety production, clarifying the post risk points, promoting the implementation of the responsibility system for all employees in safe production, effectively enhancing the safety awareness of employees, and improving the intrinsic safety level of the enterprise.

Guiding enterprises to draw up a "negative list"
In recent years, gas explosions and confined space operation accidents have occurred in many places across the country, which is distressing. In fact, based on the lessons of past accidents, many places have issued corresponding rules and regulations, but why do accidents still occur from time to time?
In response to the above problems, the Bozhou Urban Management Bureau conducted in-depth research and comprehensive analysis of various accidents, and found that many problems appeared at the end of safety production, that is, front-line employees. The survey found that on the one hand, some front-line employees have low cultural level, weak safety awareness, and poor actual ability to implement safety production requirements; on the other hand, safety production rules and regulations are highly professional, and some front-line employees have a situation where they cannot understand and remember.
Businesses feel the same way. Li Mengyu, safety administrator of Chengnan Sewage Treatment Plant, said frankly: "For front-line employees, it is difficult to fully understand and understand the relevant rules and regulations of safety production, and everyone is more concerned about what to do, and it is not clear what cannot be done." ”
To this end, the Bozhou Municipal Urban Management Bureau immediately investigated the safety production risk points in all aspects of the city's urban management system one by one, registered the 249 risk points identified, formed a list of risk points, and guided enterprises to formulate their own "negative list" of safety production, clarified the risk points of the post, and informed the front-line employees of "what can not be done".

The "negative list" of safety production is formulated in strict accordance with the requirements of "one list for one factory (enterprise), one list for one post, and one list for one person", covering all aspects of safety production.
"It's not that it can't be charged, it can't be charged if it's not inspected after the expiration date, the bottle body is deformed and can't be charged, it can't be charged without inspection, it can't be charged without holding a certificate, it can't be charged if it is not detected, it can't be traced back to the source, and the two-hour inspection can't be forgotten. In the filling area of Anhui Huabo Gas Co., Ltd., located in the Qiaocheng Economic Development Zone of Bozhou City, the eight provisions on the "negative list" are concise and easy to understand.
"Since the 'negative list', I am very clear about the risks and safety hazards under any circumstances, and I feel more confident when I work. Talking about the changes brought about by the "negative list", Liu Qin, a filling worker, said. Liu Qin also said that the "negative list" is easy to read, and is more concise, easy to understand and easy to remember than the previous system regulations.
In addition to the easy-to-understand and down-to-earth language, every item of the "negative list" has been repeatedly scrutinized and formulated in close connection with the operation process.
Taking the "negative list" of Chengnan Sewage Treatment Plant for maintenance electricians as an example, its contents include: not allowed to work without obtaining an electrician certificate, not allowed to work with electricity, not allowed to work without standardizing the wearing of safety protective equipment, and not allowed to carry out temporary electricity operations without applying for a work ticket.
"The 'negative list' is sorted out according to the operation process, and we carry out the operation according to the checklist prompts, which not only ensures safety, but also helps us to familiarize ourselves with the operation process and help improve work efficiency. Sun Hui, a maintenance electrician at the factory, said.
At present, the "negative list" management system for production safety has been piloted in Anhui Huabo Gas Co., Ltd. and Chengnan Sewage Treatment Plant. Next, the city will expand the coverage of the "negative list" management system for safety production on the basis of the pilot project and further strengthen the safety management of enterprises in the city.
