The specific requirements are as follows:

1. Intellectual Property Honors

(1) Supporting standards

1. The units that have won the China Patent Gold Award, Silver Award and Excellence Award will be given financial support of 500,000 yuan, 300,000 yuan and 100,000 yuan respectively.

2. 100,000 yuan of financial support will be given to the units that have been awarded the "Shanghai Intellectual Property Innovation Award" (creation, protection and application).

3. 1:1 matching financial support will be given to units that have won other national and municipal intellectual property awards.

(2) Declaration conditions

In the current year or the previous year, it has been awarded the China Patent Gold Award, Silver Award and Excellence Award, or the Shanghai Intellectual Property Innovation Award (Creation, Protection, Application), or other national and municipal intellectual property awards.

(3) Application materials

1. Application form for intellectual property support policy funds;

2. A copy of the business license and the license of the opening bank;

3. Credit certificate;

4. Copies of award-winning certificates or documents;

5. To apply for the matching of national and municipal intellectual property awards, the receipt of national or municipal funding funds shall be provided.

Second, the implementation of intellectual property standards

(1) Supporting standards

For units that have passed the certification of the "Enterprise Intellectual Property Management Specification" ("Enterprise Intellectual Property Compliance Management System Requirements"), a one-time support will be given according to 50% of the actual expenses incurred in the first certification cycle, with a maximum of 50,000 yuan.

Service fees such as standard implementation counseling and consultation are not included in the scope of support.

(2) Declaration conditions

1. Units that have passed the certification of the "Enterprise Intellectual Property Management Specification" ("Enterprise Intellectual Property Compliance Management System Requirements") in the current or previous year;

2. The certified address must include the address of Changning District;

3. The certification status is valid.

(3) Application materials

3. Cultivation of high-value intellectual property rights

(1) Supporting standards

1. For products identified as patent-intensive, a subsidy of 10,000 yuan/piece will be given.

2. The district-level finance will give 1:1 matching financial support to all kinds of pilot demonstration or advantageous units, high-value patent upgrading and cultivation projects, high-value patent cultivation center projects and excellent rights protection projects recognized by the national and municipal intellectual property authorities.

3. The key cultivation units identified by the intellectual property department of the district will be given a support fund of 100,000 yuan. [The identification of key cultivation units will be notified separately]

(2) Declaration conditions

In the current year or the previous year, a patented product has been identified as a patent-intensive product, or in the current year or the previous year, it has been awarded various national and municipal pilot demonstration or advantageous units of intellectual property rights, high-value patent upgrading and cultivation projects, high-value patent cultivation center projects, and excellent intellectual property rights protection projects, or in the current year or the previous year, it has been rated as a district-level key intellectual property cultivation unit.

(3) Application materials

4. Analysis and utilization of intellectual property information

(1) Supporting standards

1. For the units that have been awarded the Shanghai Intellectual Property Evaluation Pilot Project and the Shanghai Patent Navigation Project, the district-level finance will give 1:1 matching financial support.

2. For the units that carry out district-level intellectual property analysis and evaluation projects and pass the acceptance, they will be given financial support of no more than 50% of the actual expenses and no more than 200,000 yuan.

3. 120,000 yuan of financial support will be given to the units that carry out the district-level patent navigation project and pass the acceptance.

(2) Declaration conditions

In the current year or the previous year, it was awarded the Shanghai Intellectual Property Evaluation Pilot Project, the Shanghai Patent Navigation Project, or passed the acceptance of the district-level intellectual property analysis and evaluation project and the Patent Navigation Project in the current year.

Those who have been rated as a pilot project or patent navigation project for municipal intellectual property evaluation will no longer participate in the district-level project assessment.

Those who have undertaken district-level intellectual property evaluation pilot projects or patent navigation projects will no longer participate in district-level project assessment before the project is completed and accepted.

(3) Application materials

1. Application form for intellectual property support policy funds;

3. Credit certificate;

4. To apply for the Shanghai Intellectual Property Evaluation Pilot Project and the Shanghai Patent Navigation Project district-level fund matching, it is also necessary to provide:

5. Intellectual Property Finance

(1) Supporting standards

1. For units that purchase patent and trademark insurance, 50% of the actual premiums paid will be given financial support, and the total annual support for the same unit shall not exceed 50,000 yuan.

2. For those who obtain loans from financial institutions through intellectual property pledge financing, financial support shall be given according to 50% of the actual loan interest, with a maximum of 200,000 yuan, and the total annual support of the same unit shall not exceed 1 million yuan.

(2) Declaration conditions

1. Patent or trademark insurance premium subsidy

(1) There are no commercial disputes arising from the insured patents and trademarks;

(2) The application is valid for one year from the date of purchase.

2. Intellectual property pledge financing financial support

(1) The intellectual property rights used for pledge registration are legal and valid, the ownership is clear, and the legal status is clear;

(2) Obtain financing from financial institutions through their own patent or trademark pledge and have paid off the principal and interest, and the pledge registration and loan procedures are complete;

(3) The borrower of the financing contract and the owner of the pledged intellectual property rights shall be the same.

6. Industrialization of patents

(1) Supporting standards

1. For the licensing and transfer of high-value patents between universities, scientific research institutions and small and medium-sized enterprises, and the completion of the bibliographic project change or the "Filing Certificate of Patent Exploitation License Contract" at the State Intellectual Property Office, a one-time subsidy can be given to the license and transferor at a maximum rate of no more than 2% of the actual transaction amount. The cumulative amount of subsidy for the same license or transferor in the current year shall not exceed 500,000 yuan.

2. If a small and medium-sized enterprise obtains a high-value patent license or transfer from universities and scientific research institutions, it will be subsidized by 2% of the sales revenue of relevant patented products in the previous year, and the annual subsidy amount of the same enterprise shall not exceed 500,000 yuan.

(2) Declaration conditions

1. Universities and scientific research institutions that license or transfer high-value patents with small and medium-sized enterprises in the current or previous year.

2. Small and medium-sized enterprises that have obtained high-value patent licenses and transfers from universities and scientific research institutions and have achieved industrialization in the previous year.

(3) Application materials

4. To apply for patent licensing and transfer funding, it is also necessary to provide:

(1) Supporting standards

For intermediary service institutions that facilitate patent transformation, transactions, and licensing, they shall be subsidized and supported at a rate of no more than 1% of the actual transaction amount of annual patent operation, and the total amount shall not exceed the service income of intermediary service institutions, and the total annual subsidy for the same institution shall not exceed 200,000 yuan.

Intermediary service institutions that facilitate patent transformation, transactions, and licensing in the current or previous year.

(3) Application materials

5. Copies of contracts and transaction vouchers for patent transformation, transaction or licensing.

8. Construction of intellectual property carriers

(1) Supporting standards

1. For pilot demonstration parks and trademark brand innovation and entrepreneurship bases recognized by the national and municipal intellectual property authorities, the district-level finance will give 1:1 matching financial support.

2. The key parks identified by the intellectual property department of the district will be given 100,000 yuan of financial support.

3. The key parks identified by the intellectual property department of the district will be given an annual financial support of 50,000 yuan if they pass the annual assessment.

(2) Declaration conditions

Those that have been rated as municipal-level pilot demonstration parks will no longer participate in the declaration of district-level key parks.

9. Intellectual property talents

(1) Supporting standards

For those who have obtained the qualification certificates of intellectual property workers and intellectual property engineers, they will be given a subsidy of 1,000 yuan/person and 5,000 yuan/person respectively, and those who have obtained the qualification certificates of senior intellectual property engineers and patent agents will be given a subsidy of 10,000 yuan/person. The total annual subsidy for the same unit shall not exceed 20,000 yuan.

(2) Declaration conditions

Employers that have employees who have obtained the qualification certificates of intellectual property workers, intellectual property attorneys, senior intellectual property attorneys, and patent agents in the current or previous year.

4. Copies of qualification certificates of intellectual property workers, intellectual property engineers, senior intellectual property attorneys and patent agents;

5. A copy of the labor contract or service agreement signed between the holder and the unit for more than one year (inclusive).
