First, strengthen organizational leadership. A series of supporting policies such as the Notice of the Office of the Hui'an County Party Committee of the Communist Party of China and the Office of the People's Government of Hui'an County on Printing and Distributing the Integrated Trusteeship and Institutional Mechanism Innovation Plan of the Hui'an Economic Development Zone (Hui'an Banfa [2023] No. 7) have been formulated and promulgated, and comprehensively deepened the reform in optimizing the layout of the park, promoting the coordinated development of the park, straightening out social management functions, intensively and economically using land, and optimizing the operation mode of "management committee + company".
