Grassroots Governance in Yizhou District|Issue 35: Building a "Stage" for Residents' Autonomy and Unlocking the "Code" for a Happy Life

The Party Working Committee of Liyuan Street, Yizhou District, Hami City, adheres to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and takes the pulse and exerts its strength in terms of overall planning and optimization mechanisms, team promotion, and service to solve people's worries, further encourages residents to participate in community governance, strengthens residents' sense of identity and belonging to the community, continuously improves residents' autonomy, and continuously improves the efficiency of community governance.

First, grasp the overall planning and optimization mechanism, and raise the party building to lead the "one flag". Adhere to the guidance of party building, weave a dense network of pluralistic co-governance, and improve the quality and efficiency of services for the people. First, party building leads the gathering of people's hearts. With grassroots autonomy as the starting point, strengthen the construction of mass autonomous organizations under the leadership of community party organizations, continuously strengthen the functions of serving the people, facilitating the people, and reassuring the people, promote the "two-way entry and cross-posting" of community party committees, grid party branches and owners' committee members, build a "micro-autonomy" linkage mechanism with the community, grid, and owners' committee as the main body, encourage grid members, resident party members, volunteers, and enthusiastic people to take the initiative to show their identities and make contributions, and jointly carry out 172 volunteer service activities of various kinds, benefiting 18,000 people. Second, public services warm the hearts of the people. Guided by serving residents, social service organizations were included in the grassroots governance framework, and Baishan Zhijia Elderly Care Service Institutions, Colorful Social Workers and Sunshine Home Social Work Service Institutions were introduced, and 18 professional social work service activities were carried out, providing services for more than 5,000 elderly people who are lonely, widowed, living alone, and have difficulty moving in the jurisdiction. Promote the joint construction of party building in community communities, create 3 "red properties", give full play to the demonstration and driving role, and open up the last meter of strong governance, excellent service, and people's livelihood. Third, the residents' covenant moistens the hearts of the people. Constrained by the rule of virtue and self-discipline, using residents' "small conventions" to release the "big role" of grassroots governance, formulating "down-to-earth" village (resident) conventions through residents' conventions, and incorporating civilized health, social security, neighborhood relations, changing customs and customs, respecting the old and loving the young, and advocating virtue and goodness into the agreed matters, and strengthening publicity through methods such as putting residents' conventions on the wall, visiting households, and compiling and distributing information, truly giving full play to the effectiveness of village (resident) conventions in grassroots governance, and guiding the masses to practice the core socialist values.

Second, grasp the team to promote promotion, and twist into an autonomous force "one rope". Focus on enhancing the autonomy of the grassroots masses and enhance the masses' awareness of self-management and self-service. The first is to build a mass prevention and control team. Deeply integrate residents' autonomy with grid service management, give full play to the role of joint household heads and business committees, build a "red housekeeper" residents' autonomy team, organize and carry out more than 20 lectures on the rule of law, visit 280 elderly households, and carry out more than 300 agency services. The second is to build a volunteer service team. With co-governance and sharing as the starting point, guide volunteers and enthusiastic residents in the jurisdiction to actively participate in community governance, carry forward the spirit of "ownership", and create a grassroots governance community where everyone is responsible and responsible. 38 volunteer service teams such as "five-color pomegranate flowers" and "colorful volunteer service teams" were formed, focusing on groups such as "one old, one small and one special" in the jurisdiction, and more than 230 volunteer service activities were carried out in combination with important time nodes, serving more than 20,000 people and doing 192 practical and good things for the masses. The third is to build a literary and artistic propaganda team. Focusing on "cultural people and customs", 23 literary and artistic teams of various types were formed, 27 grassroots preachers were formed, and 257 propaganda activities were carried out in the jurisdiction by adopting the model of "literature and art + preaching", covering 33,000 people in publicity and education. More than 70 themed activities such as "moral lectures", "cultivating good family style" and "civilized etiquette accompany me" were held, more than 190 literary and artistic activities and 54 popular science activities were carried out, and 42 advanced typical characters of "moral models", "the most beautiful people" and "good people around us" were selected and commended.

Build a "heart-to-heart bridge" between cadres and the masses, and promote the timely resolution of contradictions and disputes. The first is to build a platform for deliberation and consultation. Relying on the community party-mass service center, in accordance with the concept of "minimizing office and maximizing service", 42 functional rooms such as convenient service stations, mass meeting rooms, psychological counseling rooms, Qiaozui studios, spear adjustment centers, and people's congress liaison stations have been set up, and 45 consultation and discussion platforms such as grid discussion points, residents' councils, people's sentiment meetings, small bench councils, and funeral councils have been established, and residents' deliberation and consultation channels have been broadened, 185 consultation and deliberation meetings have been held, and 270 issues of concern to the masses have been resolved through consultation. The second is to weave a dense mediation grid. Relying on the residents' mediation room, spear mediation center and residents' talking points, 133 cases of various contradictions and disputes in the jurisdiction were investigated and resolved, more than 60 people in 40 batches were received from the visitor, more than 30 yuan of economic losses were recovered, 24 legal popularization campaigns were carried out, and more than 20,000 copies of publicity materials were distributed, so as to resolve the contradictions at the grassroots level and eliminate them in the bud. The third is to create a convenient service circle. With the community party and mass service center and 42 grid party and mass service stations as the center, integrate the residents' talking points, cultural activity rooms, book reading rooms, science exhibition halls, red cinemas and other functional rooms within a 15-minute radius, and establish 5 special service venues such as "rule of law supermarket", "pomegranate seed service station" and "clean home" exhibition hall, create an open, shared and multi-functional "15-minute convenient service circle" for the party members and the masses in the jurisdiction, promote convenient services such as pension and health care into the community, and provide "one-to-one" for the party members and the masses"Many-to-one" special service.
