At present, 11,000 acres of small grains have been sown in the 10,000 mu small grains demonstration area of Pan'an Town, including 3,800 acres of winter rape, 1,800 acres of wheat, 2,000 acres of flax and 1,300 acres of peas.
In recent years, the party committee and government of Pan'an Town have resolutely shouldered the responsibility of food security, actively implemented the strategic deployment of "two Tibets", put the development of the town's grain industry in the county's economic and social development as a whole, adhered to the adjustment of structure, built mechanism, gathered scale, and created a brand, and successively implemented 12,000 mu of Xinyou wheat concentrated demonstration area in Northeast China, 14,000 mu of wheat concentrated planting demonstration base in Beishan and 16,000 mu of grain and feed corn base in Nanshan, contributing to the county's food security.
The people take food as the sky, and food as the first. While taking into account the safety of grain production, the Party Committee and Government of Pan'an Town thoroughly implement the spirit of General Secretary Xi Jinping's important exposition on food security, firmly grasp the essence of the meaning of the three words "native products", vigorously develop characteristic and advantageous industries, and make the people of the town change from eating enough food to eating well, eating nutritious and eating healthy. Relying on the town's resource endowment, judging the situation, and taking advantage of the trend, we have deepened the supply-side structural reform of the town's grain industry, and made every effort to build a small grain base of 10,000 mu in Northeast China.
The northeast of Pan'an Town has a high altitude, sufficient sunlight, and a large temperature difference between day and night, which provides unique natural conditions for the cultivation of oilseeds, beans and other miscellaneous grain crops, and at the same time, the people in the region have the habit of planting small miscellaneous grains since ancient times, which are not only local traditional grains, but also important cash crops. However, for a long time, the traditional planting model of one household and one person has seriously restricted the development of the cereal industry, and growers have been facing the problems of low prices and difficult sales for a long time. How to make small grains both "rice bags" and "money bags" and become a wealthy industry for the masses, the party committee and government of Pan'an Town began to start the road of development and growth of characteristic industries.
In order to build the region into an advantageous and characteristic industrial base, maximize the interests of farmers, and make it develop in the direction of scale, standardization and specialization, through the guidance of the government, adopt the model of "leading enterprises + bases + farmers" and "village collectives + bases + farmers", and constantly improve the mechanism of linking agriculture with farmers, and implement the "five unified" management of crops in the region by leading enterprises and cooperatives, so as to realize the development of enterprises, the income of village collectives, and the new way of development of farmers' cereal industry.
In accordance with the development idea of the whole industrial chain from the field to the table, the Party Committee and Government of Pan'an Town have made precise efforts around the "grain head and food tail, agricultural head and worker tail", and built the Pan'an Town Agricultural Special Products Operation Center to provide whole-process services for the development of the small grain industry. The center has built a coarse grain processing workshop of 262 square meters, installed 2 groups of electric stone mills, in the process of coarse grain processing, the stone mill runs at low speed, does not produce high temperature, avoids the damage to the quality of the raw grain, retains the minerals, vitamins and other nutrients of the cereal itself to the greatest extent, and further improves its quality.
The development of the small grain industry in Pan'an Town is a vivid embodiment of Pan'an Town's efforts in ensuring food security, actively developing the agricultural industry, and increasing the income of the masses in recent years, and it is also the key to empowering rural revitalization.
