In order to further promote the establishment of a demonstration city for the establishment of a national social credit system, the Baiyun Obo Mining Area continues to promote the establishment of a social credit system in the field of government affairs, deepen the application of credit information in the field of government services, promote "integrity + government services", strengthen the disclosure of government affairs information, carry out publicity on creditworthiness, and improve the efficiency of window services.

The first is to promote the establishment of creditworthiness in government with high-quality openness in government affairs. Strengthen information disclosure in key areas, focusing on various types of social assistance, elderly care services, compulsory education, public cultural services, major construction projects, etc., focusing on the concerns of market entities and the public, and normalizing the disclosure of policy measures, implementation and work results, and releasing more than 90 pieces of relevant information in key areas since the beginning of this year. Comprehensively improve the quality and efficiency of handling open government information applications, increase the level of standardization and informatization of disclosure upon application, and handle 1 case of disclosure upon application. Up to now, there have been 3 messages on the government website, all of which have been completed in a timely manner. The government service hall has set up two open government information windows, and set up special personnel to be responsible for doing a good job in the special work of open government affairs, so as to "make it as open as possible". To improve the quality and efficiency of the annual report on open government information work, the district government office took the lead in carefully checking the reports of 24 government departments, so that the content was specific, the data was detailed, the format was accurate, and it was disclosed in a timely manner.

The second is to actively implement the service package of "doing one thing efficiently". Deepen the reengineering of the approval process, create approval scenarios such as "tolerance + commitment + credit", promote the acceleration of approval services, and assign assistant service specialists to provide guidance for the masses on online application, form filling, and data preparation. Combined with the actual situation of our district, Baiyun Obo Mining Area organized various departments to hold a training meeting on "Doing One Thing Efficiently". Further expand the scope of "one thing at a time" integrated services, including 30 new items on the basis of the 234 "one thing at a time" items sorted out in 2023. Further optimize the service process, streamline the service materials, improve the work efficiency, and bring a better government service experience to the people. Actively meet the demands of the masses, launch a "one thing at a time" theme package such as the joint transfer of second-hand housing, water, electricity and heating, and handle a total of 201 "one thing at a time" offline business since the beginning of this year.

The third is to improve the complaint mechanism and strengthen the supervision of creditworthiness. Cooperate with the government office to promptly grasp the situation of 12345 government complaints of untrustworthiness and breach of contract, and respond to the first time to the government's breach of contract and untrustworthiness appeals such as non-fulfillment of promises, new officials ignoring old accounts, and cheating businessmen in key areas such as investment promotion, government debt repayment, public resource transactions, and engineering construction that exist within the scope of the district by enterprises and the public, and promptly transfer and resolve them in accordance with their authority to ensure that there is a response to the facts.

Fourth, actively promote the working mechanism of "integrity + government services". With the establishment of the social credit system as a starting point, further advance the reform of "delegating power, delegating power, and providing services", and actively promote the "creditworthiness + government services" work model. By continuously strengthening the construction of creditworthiness in government affairs, relying on the government service entity hall to create a "integrity + government service" scenario that facilitates the people and benefits enterprises, achieves enthusiastic service, honesty and efficiency, and comprehensively improves the sense of gain and satisfaction of the enterprise public. Open a "green channel" for enterprises with good credit records, adopt parallel approval and other mechanisms, through inter-departmental sharing of materials, inform commitments and other services, coordinate the first time review by the department, and it took only 1 working day for the applicant to get the land use planning permit, which saves a lot of time for the enterprise and wins the praise of the enterprise.

In the next step, Baiyun Obo Mining Area will continue to consolidate and deepen the "integrity + government service" model, further strengthen the collection and sharing of government integrity data, innovate work measures, strengthen work implementation, let the results of reform benefit more enterprises and people, and truly make credit a booster for optimizing the business environment.
