The owner provided a video of the river chong taken in front of the No. 1 Kindergarten on Nansha Street on March 8, which shows that water continues to flow out of the pressure relief hole of the river chong wall, and the naked eye cannot tell whether the water body flowing out is sewage or not, but the entire river chong has become like "ink".
Owners of the community: The water seeps out from the drainage hole of the river chong wall, the water flow is black, and the whole river chong is very smelly, foul smell, and it smells worse at night. Maybe there will be a lot of queues at night when no one sees them.
It is understood that the first kindergarten of Nansha Street is a supporting kindergarten in the No. 1 community of the bay, and the sewage main pipe of the community passes through the underground at the entrance of the kindergarten.
Community owners: The sewage is discharged through the hole, indicating that the sewage is discharged into the nearby soil through the rupture of the sewage pipe, and the soil will flow into the river through the pressure relief hole when the soil is above the saturation state.
The reporter observed at the scene that many pressure relief holes in the river wall have been blocked. The surface of the river is relatively clear, but there is a lot of black sediment at the bottom, and the kindergarten is next to the river, and the distance between the two is less than 3 meters.
Community owner: My children have a large class, and the classroom is on the third floor, but the kindergarten activity venue is very close to Hechong, and the smell of sewage has a great impact on them when the children are active.
According to the owners, the situation of sewage being discharged directly into the river has been going on for three years, and they have repeatedly complained to the local streets, and the street law enforcement office has also issued rectification notices to the properties in the community several times, demanding that the sewage be stopped from being discharged into the river.
Community owner: At the beginning of April, after the complaint, there was a construction pipeline on the lane, and I couldn't see the discharge during the day, and I didn't know if there was a secret discharge at night.
Owner of the community: The property said that there was a yoga mat blocking the sewage pipe, and the property said that this yoga mat had been in it for a few years, why was the yoga mat that had been in the sewage pipe for several years so clean?
Staff of Gangwan Street Planning and Construction Office: The soft ground causes the pipe network to collapse and blockage, causing sewage to seepage, which flows to the river through the ventilation hole, and the act of illegal discharge should not exist.
The reporter learned that due to long-term geological subsidence, the external municipal pipe network connecting the sewage main pipe of the community is blocked or broken, and when the water level of the sewage well is high, the sewage will overflow and be discharged from the pressure relief hole of the river chong wall. The sewage well located on the left side of the entrance of the kindergarten was blocked by a yoga mat, and the pipes around a sewage well passing through the kindergarten were collapsed, which led to the overflow of domestic sewage into the river under multiple factors.
Gangwan Street Comprehensive Administrative Law Enforcement Office: In July last year, the Water Affairs Bureau has carried out the acceptance of the drainage standard of the community, and the geological collapse of the nearby real estate may be very serious, and there may be new problems in the pipeline after passing the qualification, and the property is more cooperative every time. We are soft and inclusive in law enforcement, and as long as we cooperate with rectification and do not evade, we do not recommend punishment.
In response to this matter, the developer of the community responded: On April 2, the construction team had been arranged to investigate the pipeline and repair the damaged pipe network, and the repair of the damaged pipe at the entrance of the kindergarten had been completed on April 7.
At present, there will be no sewage discharge at this point of the kindergarten, and the construction team will investigate the pipelines of the entire community in the next step.
