In order to implement the spirit of the "Notice of the Shanxi Provincial Department of Education on Carrying out the Work of Identifying Primary and Secondary School Teacher Qualifications for the Society in 2024" (Jin Teacher Letter [2024] No. 14), in accordance with the "Teachers Law of the People's Republic of China", "Teacher Qualification Regulations" and "Implementation Measures of the Teacher Qualification Regulations", the relevant matters related to the qualification recognition of primary and secondary school teachers in the county in 2024 are hereby notified as follows:
1. Scope of designation
Chinese citizens who have not reached the national statutory retirement age and meet one of the following conditions can apply for recognition of teacher qualifications in our county:
(1) Graduates who meet one of the following conditions
1. Social personnel with household registration in Wenshui County;
2. Holders of Wenshui County residence permit and within the validity period of non-local household registration personnel;
3. Active-duty military personnel and active-duty armed police officers of the Garrison Civilian Forces.
(2) Full-time ordinary colleges and universities in Wenshui County, post-secondary students and graduate students can use the academic qualifications they have obtained in their household registration or the location of the school to apply for recognition. Those who are enrolled in adult education (self-study examinations, telecommunications, night colleges, correspondence courses) and online education must graduate and obtain a national education series of qualifications. Other students enrolled in ordinary colleges and universities in the county shall apply for recognition in the last semester before graduation.
(3) 2024 fresh graduates of early childhood education majors at the secondary education level offered by colleges and universities with school-running qualifications in Shanxi Province.
(4) Hong Kong, Macao and Taiwan residents who study, work and live in Wenshui County may apply for recognition of teacher qualifications at the place of residence with a residence permit for Hong Kong, Macao and Taiwan residents, and may apply for recognition of primary and secondary school teacher qualifications at the place where the Mainland Travel Permit for Hong Kong and Macao Residents and a Mainland Travel Permit for Taiwan Residents with a validity period of 5 years can apply for recognition of primary and secondary school teacher qualifications at the place where the primary and secondary school teacher qualification examination is located. The academic qualifications, other conditions and procedural requirements for applying for recognition of teacher qualifications are the same as those for applicants from the Mainland.
The above persons who have not reached the national statutory retirement age and have obtained the "Certificate of Qualification Examination for Primary and Secondary School Teachers", or those who have obtained the "Certificate of Professional Ability for Teachers of Normal Students" and normal students of education, can apply for recognition of kindergarten, primary and secondary school teacher qualifications according to the examination subjects.
Where teacher qualifications are revoked, they must not reapply for recognition of teacher qualifications within 5 years from the date of revocation. Those who have been deprived of political rights or have intentionally committed a crime and received a criminal punishment of fixed-term imprisonment or higher, they must not apply for designation of teacher credentials.
II. Identification Requirements
(1) Ideological and moral conditions
Support the leadership of the Communist Party of China, love the socialist motherland, adhere to the party's basic line, have good political and moral qualities, abide by the Constitution and laws, love education, fulfill the obligations stipulated in the "Teachers Law", and abide by the professional ethics of teachers.
(2) Academic qualifications
1. To apply for the qualification of kindergarten teachers, normal graduates should have a secondary education level of early childhood education majors and above with school qualifications, and non-normal graduates should have a college degree or above.
2. To apply for recognition of primary school teacher qualifications, they shall have a college degree or above.
3. To apply for recognition of junior high school teacher qualifications, they shall have a bachelor's degree or above from a college or university.
(3) Educational and teaching ability conditions
Personnel participating in the national primary and secondary school teacher qualification examination shall pass the written examination and interview, and obtain the "Certificate of Qualification for Primary and Secondary School Teacher Qualification Examination", and within the validity period. Graduate students and normal students in education who are included in the scope of the reform of exemption from examination shall obtain the "Certificate of Professional Ability for Teachers of Normal Students" through the assessment of the education and teaching ability of normal students, and it shall be within the validity period.
(4) Putonghua conditions
The Putonghua proficiency level should reach the "Putonghua Proficiency Test Grading Standards" issued by the State Language and Writing Commission, and the Putonghua proficiency of the applied language discipline should reach the standard of Level 2A and above, subject to the certificate. At present, there is no expiration date for Putonghua certificates, and the national Putonghua certificates are used nationwide, but if the validity period of the certificate is marked on some certificates, the statute of limitations shall prevail.
(5) Physical conditions
Able to adapt to the needs of education and teaching, with good physical and psychological quality. Those who apply for teacher qualifications should have a physical examination in Wenshui County People's Hospital or a tertiary hospital at or above the county level. The physical examination standards shall be implemented in accordance with the Ministry of Education's Teacher Qualification Guidance Center's Notice on Adjusting the Physical Examination Standards for Kindergarten Teacher Qualification Personnel Applying for Accreditation (Jiao Zi [2010] No. 15) and Shanxi Province Physical Examination Standards and Measures for Teacher Qualification Personnel (Revision) (Jin Jiao Ren Zi [2005] No. 19), and the physical examination conclusion is qualified.
III. Identification Process

Fourth, the schedule and precautions
(1) The time for the applicant's online registration and declaration
April 15, 2024, 8:00 to April 26, 2024, 17:00.
(2) On-site confirmation time and place
Confirmation time: 8:30 on April 24, 2024 to 18:00 on April 30, 2024
Confirmation location: The window of the Social Affairs Unit on the second floor of the Wenshui County Government Affairs Hall.
(3) Physical examination
After completing the online application, the applicant shall go to the hospital for physical examination at the specified time with the "Physical Examination Form for Personnel Applying for Teacher Qualification in Shanxi Province" (A4 paper double-sided printing) with the same photo as the recognized online newspaper.
Note: Pregnant people must be examined item by item according to the content of the physical examination form, which is indispensable, and pregnant people can be exempted from chest X-ray items, but they need to provide relevant medical examination certificates issued by the hospital.
(4) Precautions for application identification, on-site confirmation and material review
1. According to the "Teacher Law" and the relevant regulations of our province, kindergarten, primary school and junior high school teacher qualifications are recognized by the Wenshui County Administrative Examination and Approval Service Administration, and senior high schools, secondary vocational schools and secondary vocational schools internship instructor qualifications are recognized by the Lvliang Municipal Administrative Examination and Approval Service Administration. Applicants can apply for recognition of primary and secondary school and kindergarten teacher qualifications at the place of household registration, place of residence (local residence permit must be applied for and within the validity period), and place of school (only for full-time fresh graduates and graduate students, post-secondary students, including students from Hong Kong, Macao and Taiwan).

2. Applicants must select the on-site confirmation point designated by the accreditation agency for confirmation when registering online. The specific confirmation time and location can be found on the registration screen when you register.
3. Please scan the code and sign the "Personal Commitment Letter" according to the system requirements.
4. Applicants can log in to the online registration system and modify the information before on-site confirmation.
5. On-site confirmation of the materials to be submitted
(1) Basic information materials
Original ID within the validity period.
(2) Materials on the scope of personnel to which the applicant belongs
1. Graduates whose household registration is in the county need to provide the original household registration book (personal page).
2. Graduates who hold a valid residence permit in the county must provide the original residence permit.
3. Full-time fresh graduates, post-secondary students, and graduate students who apply at the location of the school where they are studying must provide the original student ID card with complete registration information (the student status information is not required to be submitted if the electronic information has been compared by the China Teacher Qualification Network). Students who are currently studying for post-secondary education and graduate students are required to present the original household registration booklet (personal page) when applying for recognition at the place of household registration.
4. Active-duty servicemen and active-duty armed police officers of the Garrison shall provide a certificate of personnel relationship issued by the organization and personnel department of the unit or unit to which they belong, and the format of the certificate shall be determined in accordance with the regulations of the unit or unit, and the certificate shall clearly indicate that the applicant belongs to the garrison unit.
(3) Materials on academic qualifications
Original graduation certificate. Hong Kong, Macao and Taiwan academic qualifications should also be submitted at the same time as the original "Hong Kong, Macao and Taiwan Academic Degree Certification" issued by the Overseas Study Service Center of the Ministry of Education, and the original "Foreign Academic Degree Certification" issued by the Service Center for Overseas Study of the Ministry of Education should also be submitted at the same time. Academic information is not required to be submitted through the electronic information comparison of the China Teacher Qualification Network.
Special note: In the process of reviewing materials, for the academic qualifications that cannot be directly compared and verified by the China Teacher Qualification Network, the applicant must submit the "China Higher Education Qualification Authentication Report" (website: https://www.chsi.com.cn/xlcx/bgcx.jsp, online application on the academic information network), otherwise it will not be accepted as unqualified academic qualifications. It is recommended that applicants verify their academic qualifications in advance on the academic information network, and apply for certification reports in time if they cannot be verified. Applicants who have graduated from secondary education level early childhood education majors offered by colleges and universities with school running qualifications in Shanxi Province do not have any requirements for academic verification, and only need to provide the original graduation certificate. Those who are enrolled in adult education (self-study examinations, telecommunications, night colleges, correspondence courses) and online education must graduate and obtain a national education series of qualifications.
(4) Examination conditions and materials
The Certificate of Qualification Examination for Primary and Secondary School Teachers or the Certificate of Professional Ability for Teachers of Normal Students has been verified by the registration system of the China Teacher Qualification Network, and there is no need to submit it on site.
(5) Putonghua condition materials
If the China Teacher Qualification Network is unable to compare the Putonghua proficiency test level of the applicant who has successfully verified, the original Putonghua Proficiency Test Grade Certificate shall be submitted on site. Those who have been successfully verified by the China Teacher Qualification Network do not need to submit it.
(6) Physical condition materials
The original physical examination form of applicants for teacher qualification in Shanxi Province (the results of the physical examination are valid at the time).
(7) Certificate of no criminal record
1. The certificate of no criminal record of the applicant from the mainland (mainland) shall be verified by the teacher qualification accreditation agency to the public security organ.
2. The certificate of no criminal record of Hong Kong, Macao and Taiwan residents shall be issued by the applicant to the relevant departments of the Hong Kong Special Administrative Region, the Macao Special Administrative Region and the Taiwan Region. Applicants from Hong Kong and Macao who need the assistance of the education administrative department to provide a letter shall contact the Teacher Qualification Accreditation Guidance Center of the Shanxi Provincial Department of Education for issuance.
(8) Other materials
1. One one-inch ID photo on the front of the personal recent bareheaded headgear with white background (the same version as the electronic photo of the online registration for teacher qualification certification), with the name, registration number, and ID number indicated on the back, which can be used when making the teacher qualification certificate.
2. The personnel applying for senior high school and secondary vocational teacher qualifications will first submit the identification materials to our bureau for preliminary examination, and our bureau will be submitted to the Lvliang Municipal Administrative Examination and Approval Service Administration for identification, and the applicant shall provide the following information for on-site confirmation:
(1) Identification materials, requiring the verification of ID card and the original household registration book (original residence permit within the validity period), and keeping a photocopy;
(2) If the academic certificate cannot be verified through the network, the original copy of the "China Higher Education Qualification Authentication Report" issued by the National Student Information Consultation and Career Guidance Center of Colleges and Universities of the Ministry of Education shall be provided;
(3) If the Putonghua level certificate cannot be verified through the network, the original Putonghua certificate must be provided;
(4) The physical examination certificate shall be submitted with the original physical examination form of Shanxi Province for Personnel Applying for Teacher Qualification;
(5) One one-inch ID photo of the individual on the front of the recent bareheaded headgear with white background (the same version as the electronic photo of the online registration for teacher qualification certification), and the name, registration number, and ID number are indicated on the back of the paper version of the photo, which can be used when making the teacher qualification certificate;
(6) A copy of the Certificate of Qualification Examination for Primary and Secondary School Teachers or the Certificate of Professional Ability of Teachers for Normal Students.
3. Other materials requested.
If the applicant has committed fraud or fraudulently obtained teacher qualifications in any of the above links, once verified, it will be handled in accordance with the fraud or fraudulent acquisition of teacher qualifications, and must not reapply for recognition of teacher qualifications within 5 years from the date of discovery.
6. Other things you need to know
1. Applicants can only apply for recognition of one type of teacher qualification at a time, and cannot apply for a second type of teacher qualification nationwide in the year after successful identification.
2. It is forbidden to entrust a school or any institution to register on behalf of the applicant, and the applicant shall bear the responsibility for violating the regulations and affecting his or her application for teacher qualifications.
3. The applicant is requested to carry out online declaration and on-site audit according to the specified time, place and requirements, etc., and if the online declaration and on-site confirmation work are not completed within the specified time due to missing the declaration time, selecting the wrong accreditation agency or on-site confirmation point, incorrect application information or incomplete submitted materials, etc., the accreditation agency will no longer accept it, and the responsibility shall be borne by the applicant himself.
4. For other matters not covered herein, please pay attention to the notice and announcement issued by the accreditation body, and the applicant must check it in time to avoid missing the work arrangement of the accreditation body.
