On March 1, the newly revised "Express Market Management Measures" (hereinafter referred to as the "Measures") was officially implemented, and new institutional arrangements were made in terms of standardizing the order of the express delivery market and strengthening the safety management of express services.

In the past month, how has the national express delivery market been operating, and what has been the implementation of the requirements for delivery according to the contract? On 3 April, the relevant person in charge of the Market Supervision Department of the State Post Bureau was interviewed by reporters.

Store pickup, address checking, home delivery...... At half past eight o'clock in the morning, in Sanhe Street, Chengdu, Sichuan, in the Golden Mile Tixiang store of Rabbit Xi Express Supermarket, Zeng Qingxu, the little brother of Zhongtong Express, started a busy day.

"Now the outlets have changed the original delivery mode, according to the needs of users, in advance will need to be delivered to the door of the express marking distinction processing, we only need to take out the express mail after arriving at the store, in turn door-to-door delivery. Article 28 of the "Measures" proposes that enterprises engaged in express delivery business shall not confirm the receipt of express mail on behalf of the user without the consent of the user, and shall not deliver the express mail to the express terminal service facilities such as smart express boxes and express service stations without authorization.

For some time, it has been suggested that this move may have an impact on distribution efficiency. In this regard, Ding Hongtao, director of the legal affairs department of the China Express Association, said that this provision is not a requirement for door-to-door delivery, but for the situation that often occurs in practice without the consent of the user to deliver the express mail to the express station and the smart express box, the express delivery company is required to improve the performance awareness, deliver in accordance with the agreed way, and obtain the user's consent before entering the station.

Looking at the outlets, Li Li, the person in charge of the Chengdu Xindu outlets of Zhongtong Express, introduced that through the innovative distribution mode of the outlets, the delivery business has achieved steady growth: the number of outlets delivered in March was about 10,000 votes, a year-on-year increase of 10%, of which the number of door-to-door deliveries increased from 20 votes per day to about 60 votes. Looking at the whole country, the monitoring data of the express big data platform of the State Post Bureau shows that the average daily express delivery volume in March was 442 million pieces, a year-on-year increase of 17.6%.

While the overall operation of the industry is stable, the delivery service indicators have also improved.

According to the survey results of third-party social institutions, in March, the public satisfaction with express delivery services was 83.3 points, an increase of 3.3 points year-on-year, of which the satisfaction with express delivery services was 85.9 points, an increase of 1.8 points year-on-year.

In terms of timeliness, in March, the average time limit of express delivery services was 52.59 hours, a year-on-year decrease of 1.51 hours, of which the average time limit of the delivery link was 2.91 hours, a year-on-year decrease of 0.16 hours, and the express market price did not fluctuate significantly.

In terms of express delivery companies, the delivery service was optimized through intelligent voice calls and user preference settings, and the fulfillment rate was improved, and the user experience was further improved.

Taking YTO Express as an example, on the "Walker" client developed for couriers, the intelligent delivery function has been launched. Couriers can improve work efficiency through functions such as "intelligent route planning", "missed delivery reminder" and "intelligent signing". In the products such as "Yuanzhuanda" provided to users, services such as "on-demand delivery" and "timeliness upgrade" have also been realized to better meet customer needs.

"We're working on new smart delivery capabilities. According to the person in charge of YTO Express, after the function is launched, consumers can fill in personalized delivery needs synchronously when placing orders on various YTO platforms, and these needs will be synchronized to the courier "Xinger" client, and guide the courier to carry out pre-dispatch telephony, precise delivery and other services in the system process.

In terms of e-commerce platforms, Taobao, Douyin and other companies have begun to transform their business processes, and consumers can now choose "door-to-door delivery" or "delivery to smart express boxes and express service stations" when placing orders online on some platforms.

Protect the legitimate rights and interests of users and couriers

Comprehensively use punishment measures to consolidate responsibility

Article 54 of the Measures stipulates the punishment measures for express delivery enterprises without the consent of the user, including warnings, circulars of criticism, and fines.

The data show that in March, postal management departments at all levels accepted more than 25,000 complaints such as user consultation, opinions and suggestions, and problem appeals. 239 cases involving the application of the "Measures" were filed and investigated for violations of laws and regulations in the express delivery market, and 203 cases have been closed.

For a period of time, the postal administration has comprehensively used management methods such as reminders and interviews and punishment measures such as warnings, circulars and criticisms, fines, etc., to consolidate the main responsibility of the service quality of express delivery enterprises. According to statistics, in March, about 92 percent of the closed cases involving the application of the "Measures" were minor and were given administrative warnings, and about 8 percent were fined less than 3,000 yuan.

At present, more than 80% of the express mail in the mainland are e-commerce parts, and e-commerce and express logistics support and promote each other. Bian Zuodong believes that to promote the implementation of the "Measures", it is necessary for e-commerce platforms, consumers, express delivery companies, terminal outlets, couriers and other parties to work together, especially to deal with the relationship between e-commerce platforms and express delivery companies, between express delivery companies and couriers, and between e-commerce platforms, express delivery companies and consumers.

"In the next step, we will continue to promote close cooperation between e-commerce platforms and express delivery companies, and gradually realize that users can choose the end delivery method when placing orders for online shopping. Bian Zuodong said that express delivery companies should be guided to increase investment and application in science and technology, and constantly improve the level of informatization and intelligence.
