During the construction process, when the contractor adjusts, supplements and changes the approved construction organization design, it shall report to the project supervision department;

6. Control the quality and safe use of the main machinery and equipment used in construction.

6.2 The preparation of the safety supervision plan shall be presided over by the chief engineer, and the professional supervision engineer shall participate. The safety supervision plan shall be implemented after approval by the technical person in charge of the supervision unit.

6.3 The safety supervision plan shall be supplemented, modified and improved according to the changes of the project, and submitted for approval in accordance with the prescribed procedures.

7. Prepare the implementation rules for safety supervision

7.1 The project supervision department shall prepare the implementation rules for safety supervision in accordance with the requirements of the safety supervision program, and the implementation rules for safety supervision shall be operable.

7.2 Before the construction of the sub-project with greater risk, the implementation rules for safety supervision must be prepared.

7.3 The implementation rules of safety supervision should be based on the special construction plan prepared by the construction unit and the actual situation on the site, according to the work objectives and management system requirements proposed in the safety supervision plan, and clarify the division of labor and responsibilities of supervision personnel, the methods and means of safety supervision, the key points of safety supervision inspection, the frequency of inspection and the requirements of inspection records.

7.4 The preparation of the implementation rules of safety supervision shall be presided over by the chief engineer, and the professional supervision engineer shall participate, and the implementation rules of safety supervision shall be implemented after approval by the chief engineer.

7.5 The implementation rules of safety supervision shall be supplemented, modified and improved according to the changes in the project, and submitted for approval in accordance with the prescribed procedures.

8. The safety supervisor shall check whether the safety production preparation of the construction unit meets the conditions for starting construction, and sign the opinion in the review opinion column of the "Project Commencement/Resumption of Work Application Form".

8. Communicate with the construction unit in a timely manner and assist it in handling relevant procedures:

1. Assist the construction unit to sign a safety construction agreement with the construction unit;

2. Assist the construction unit to handle quality and safety supervision procedures;

3. Remind the owner to do a good job in the construction of "three links and one leveling" work and temporary occupation procedures;

4. Urge the construction unit to apply for construction permits;

5. Remind the owner to preside over the first regular site meeting and design disclosure and drawing review.

9. Review of the conditions for commencement:

The professional supervision engineer shall review the contractor submitted the project commencement report form and related information, with the following conditions, signed by the chief engineer, and reported to the construction unit:

1. The construction permit has been approved by the competent government department;

2. The land acquisition and demolition work can meet the needs of the project progress;

3. The construction organization design has been approved by the chief engineer;

4. The on-site management personnel of the contractor have been in place, the machinery and construction personnel have entered the site, and the main engineering materials have been implemented;

5. The approach road, water, electricity, communications, etc. have met the requirements for starting construction;

6. The construction safety review project has been reviewed and approved by the security inspection station.
