The Provincial Department of Transportation led the rectification of the problem of lax management of the mandatory maintenance of over-standard vehicles entering the station, which has been completed in accordance with the requirements of the rectification plan, and the acceptance unit organized the on-site acceptance and issued the acceptance of the pin number opinion, and the acceptance pin number opinion has been approved and agreed by the provincial ecological and environmental protection inspector rectification work leading group. Feedback:

The Provincial Department of Housing and Urban-Rural Development has not supervised the upgrading and transformation of sewage treatment plants, and about 25% of the upgrading and transformation tasks in the province have not been completed, and 27 sewage treatment plants have not been able to stably discharge up to the standard.

Rectification:

1. Formulate and issue the "Shaanxi Provincial Department of Housing and Urban-Rural Development to Implement the Second Round of Central Ecological and Environmental Protection Inspector Report Rectification Plan", establish the Provincial Department of Housing and Urban-Rural Development Second Round of Central Ecological and Environmental Protection Inspector Report Rectification Work Leading Group, and incorporate the environmental protection inspector rectification work into the key tasks of the department's leadership.

2. Formulate the work ledger for the upgrading and transformation of sewage treatment plants, schedule the progress of the project on a monthly basis for the 18 sewage treatment plants that have not completed the upgrading and transformation, conduct on-site inspections and report the situation in a timely manner. By the end of October 2023, all 18 sewage treatment plants have completed the construction of upgrading and renovation projects.

3. Strengthen daily supervision of the 9 sewage treatment plants that have completed the upgrading and transformation operation, standardize the operation of the sewage treatment plants, and ensure the stable discharge up to the standard;

4. Conduct scheduling and analysis of the progress of the work of the relevant cities (districts) every quarter, and carry out early warnings and interviews according to the situation if the responsibilities are not implemented and the rectification work is lagging behind, so as to ensure that the progress of the project is advanced according to the time node.

Feedback:

Spot checks found that the proportion of over-standard vehicles entering the maintenance station in Xianyang City was less than one-third, the maintenance volume in Changwu County and Xunyi County was zero, and the maintenance ratio in Tongchuan City was only 1.1%.

Rectification:

1. Investigate the exhaust gas treatment qualifications of maintenance enterprises in the province, timely verify the maintenance enterprises that have been cancelled, suspended for a long time, and do not conform to the business scope of the record, and severely crack down on unlicensed operations and illegal operations without exhaust gas treatment qualifications. Issued the "Rectification Work Plan for the Strict Mandatory Maintenance and Management of Vehicles Exceeding the Standard Entering the Station", set up a special work class, strengthened the closed-loop linkage management of automobile emission inspection and maintenance, and the ecological environment and transportation departments of each city (district) exchanged data before the 25th of each month, and tracked and improved the detection and governance data of over-standard vehicles in a timely manner.

2. The transportation departments of all cities (districts) actively carry out normalized inspections in conjunction with relevant departments such as ecology and environment, and transfer over-standard vehicles to the public security traffic police departments for disposal. The Xianyang Municipal Transportation Bureau, the Ecological Environment Bureau and the Market Supervision and Administration Bureau formed a joint inspection team to inspect the implementation of rectification of all motor vehicle inspection and testing institutions (Station I) and exhaust excess control and maintenance stations (Station M) in the city, and severely cracked down on illegal acts such as falsifying inspection results and issuing false reports, and standardized inspection and testing behaviors. The Tongchuan Municipal Transportation Bureau and the Ecological Environment Bureau jointly carried out the normalized inspection of the I/M station, randomly inspected more than 40 test reports of the I station, interviewed and reminded the three I stations, and corrected the problems such as non-standard and incorrect filling of the quality assurance period in the completion and factory certificates of the three M stations.

3. In accordance with the requirements of the "Rectification Work Plan for Loose Mandatory Maintenance and Management of Over-standard Vehicles", the departments of transportation, ecology and environment and market supervision and management have set up a joint supervision and inspection team to conduct spot checks on testing institutions and maintenance enterprises in Xi'an City, Xianyang Changwu County and Xunyi County, Tongchuan City, Weinan City, Hanzhong City, Ankang City and Shangluo City, report the inspection situation, and require all localities to strengthen the closed-loop collaborative management of I/M data interaction, and strive to improve the return rate of mandatory maintenance of over-standard vehicles. From May to December 2022, the cumulative return rate of governance data was 62.59% in Xianyang City (68.75% in Changwu County and 62.86% in Xunyi County) and 90.53% in Tongchuan City. From January to May 2023, the cumulative return rate of governance data is 76.96% in Xianyang City (65.62% in Changwu County and 68% in Xunyi County) and 98.33% in Tongchuan City.

4. Issued the "Shaanxi Province Automobile Emission Inspection and Maintenance System I/M Closed-loop Management Implementation Plan", strictly standardize the inspection and management workflow of unqualified vehicles, ensure that the interactive information is well documented, and strive to improve the mandatory maintenance rate of over-standard vehicles. From April to December 2022, the Xianyang Municipal Transportation Bureau and the Municipal Ecological Environment Bureau implemented a dual push system for testing and governance information, and upgraded the I/M system management module of the Xianyang Motor Vehicle Environmental Protection Testing Information Management System. The Tongchuan Municipal Transportation Bureau, the Ecological Environment Bureau, the Market Supervision and Administration Bureau and the Public Security Bureau issued the "Rectification Work Plan for the Second Round of Feedback from the Central Ecological and Environmental Protection Inspectors on the Low Proportion of Compulsory Maintenance of Motor Vehicles", increasing the number of M stations from 9 to 22. From May to December 2022, the motor vehicle exhaust pollution detection system pushed a total of 150 unqualified vehicles with excessive exhaust gas to the automobile maintenance electronic health record system, and 22 M stations sent back a total of 133 vehicles with unqualified exhaust exceeding the standard, with a treatment rate of 88.66%.
