The residents of many old communities are gradually aging, and the installation of elevators eliminates the hardship of the elderly to climb the building, bringing a lot of convenience to their lives. "In the past, when I bought furniture at home, I had to move it up from the stairs, but now with the elevator, I can go directly to the door of my house with one click, which is really convenient. Since 2020, the promotion of the voluntary installation of elevators in existing residences has been listed as a provincial and municipal livelihood project, and the city attaches great importance to and actively promotes it. At the same time, the housing and construction departments of various counties (cities and districts) continue to explore the effective path of voluntary installation of elevators in existing residences in combination with their own actual conditions.
According to reports, since 2020, the city has completed the voluntary installation of 194 elevators in existing residences. Among them, a total of 65 will be completed in 2023, 30 in Yuanqu County alone, and other counties (cities, districts) have also completed the voluntary ladder task as planned. In 2024, the Municipal Bureau of Housing and Urban-Rural Development and the housing and urban-rural development departments of various counties (cities and districts) will continue to promote the voluntary addition of elevators to existing residences, and plan to complete the voluntary installation of 60 elevators.
The city's existing residential voluntary elevator work can be smoothly promoted, thanks to the specific implementation plan issued by the relevant departments, and it is inseparable from the joint efforts of multiple parties in the process of promoting the voluntary elevator work. In order to allow the masses to support the work of the ladder, the city's housing and construction departments at all levels have carried out detailed investigation and research, and adopted the method from point to surface and from easy to difficult to mobilize the masses to participate, so that the masses can see the actual results and dispel their concerns. At the same time, on the premise of ensuring the safety of elevator installation construction, the process procedures should be simplified to promote the orderly progress of voluntary elevator installation.

The voluntary installation of elevators in existing residences is a professional and comprehensive work, involving ownership, safety, design, pipeline relocation, resident mediation and other aspects, and it is necessary to comprehensively consider factors such as site conditions, structural safety, rescue channels, fire escapes, environmental transformation, and mutual interference.
In this process, the city's housing and urban-rural development departments at all levels follow the principle of "owner independence, market operation, government support, standardized implementation, and safety assurance", clarify the respective responsibilities of the owner, construction company, supervision company and housing and urban-rural development bureau in the form of documents, strictly follow the construction process, ensure the quality of elevator engineering, and standardize the voluntary installation of elevator installation process. After the owner's representative submits an application to the housing and urban-rural development department, the housing and urban-rural development department strictly reviews the qualification of the construction enterprise and the installation conditions of the community, and requires the construction enterprise to complete the elevator installation project with quality and quantity after approval.
It is reported that the construction, operation and maintenance costs of voluntary elevator installation in existing residences are raised by the relevant owners. The subsidy policy for the voluntary installation of elevators in existing residences shall be implemented with reference to relevant documents.
