Recently, the reporter came to Dadong New Village Community, Qingyundian Town, Daxing District. Phase 1 has a total of 23 buildings, the unit height is different, some are six floors, some are seven floors and above, the six-story units do not have their own elevators, most of the six-story units are pestle in front of the elevator steel frame built for many years, and the bottom is surrounded by a fence.
Resident: Actually, it's a good thing to get it done, but it's been six or seven years, and I haven't done it yet.
Resident: I live on three floors, and when it was built, I said that it would be ready at the end of the year, and it has been until now.
Resident: I remember it clearly, because my son built it the year he got married. They started to do it, and now it's one, in fact, it's really good for the villagers, but it's blowing.

The reporter learned from the People's Government of Qingyundian Town, Daxing District, that in order to solve the problem of high-rise elderly travel, the two committees of Dongdian Village, Qingyundian Town and the villagers' representative meeting discussed and approved, on October 25, 2018, Dadong Jiacheng Property Company (hereinafter referred to as the "Property Company") and Beijing Futong Xiaoyu Real Estate Development Co., Ltd. (hereinafter referred to as "Futong Xiaoyu Company") signed the "Cooperation Agreement" , Futong Xiaoyu Company installed 98 elevators for the elderly in Dadong New Village Community, Qingyundian Town, Daxing District (59 in the first phase and 39 in the second phase). The agreement stipulates that Futong Xiaoyu Company will install it free of charge, and the operating expenses will be charged after completion. At present, the construction and installation of 13 elevators (including 1 without car) has been completed, 21 have completed the underground construction and completed the erection work, and the remaining 64 have not started.

The reporter saw at the scene that the elevator steel frame of multiple units has not even been fixed with the building, and the bottom fence leads to a blind spot, and residents should be careful when they go out of the corridor to avoid collision with vehicles.
Resident: Everyone was very happy, and some of them were installed, some of them were half-loaded, and some of them were like we just put up this shelf, and they didn't even fix it.
Resident: Our children sometimes run away as soon as they go out, and sometimes I (worry) when he runs, scaring me to come back. Going out is the way, because the line of sight here is blocked (fenced), the child doesn't know, we adults know, the worry is the safety of the child.

In random interviews, regardless of the height of the residential floor, residents generally believe that the installation of elevators in old houses is a good thing, but a good thing has become a knot in the hearts of residents that cannot be solved for many years. At present, the steel frame has rusted, and some residents said that it is better to dismantle it to eliminate potential safety hazards than to put it on hold.
Resident: The iron shelves on top of them are rusty and afraid of falling down in the wind. Everyone thinks (building an elevator) is a good thing, especially you say that older people live in high-rise buildings, there are elevators up and down, isn't it good? I live on the second floor, my old mother has been dead for more than three years, at that time when I installed it, my mother said, alas, you can take the elevator up and down the stairs in the future, but the old lady has been walking for three years now, this elevator is still like this. So it's also an expense to dismantle it now, what about these shelves? What a waste.
Resident: I just want to be safe as soon as possible, and if you want to be uneasy, quickly dismantle it, don't get in the way here. The one who came out and went in was like a big shadow wall, so ugly. Knowing that the village wants to do things for everyone, you have a beginning and an end!
After verification by the People's Government of Qingyundian Town, Daxing District, Futong Xiaoyu Company violated the provisions of the agreement, delayed the construction, and the progress was slow. After 2020, there has been no construction on site, which has brought inconvenience to the residents of the community. The property company sent a work contact sheet and a lawyer's letter to Futong Xiaoyu Company many times, but Futong Xiaoyu Company did not respond. Subsequently, the property company filed a lawsuit with the Daxing People's Court, requesting the termination of the "Cooperation Agreement" with Futong Xiaoyu Company, but Futong Xiaoyu Company did not attend. The court ordered Futong Xiaoyu Company to compensate for the cost of the installation of elevators for the elderly, the commencement of construction works, and the restoration of outdoor walkways and walls. At present, Futong Xiaoyu Company has not responded in the whole process, and the property company has applied to the court for compulsory enforcement in accordance with the law. The People's Government of Qingyundian Town, Daxing District, said that it would urge Dongdian Village to do a good job in follow-up research and judgment and steadily promote rectification.
