Give full play to the role of grassroots party organizations as a fighting fortress

In order to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions on the prevention and response to low-temperature, rain, snow and freezing disasters, go all out to ensure the safety of people's lives and property and the normal order of production and life, and earnestly transform the achievements of theme education into practical results in serving the masses. The following proposals are now issued to the party organizations at all levels and the majority of party members and cadres in the county: 1
Party organizations at all levels must firmly establish bottom-line thinking and limit thinking.
The party organizations of all functional departments should be based on their functions and responsibilities, put the safety of people's lives and property in the first place, and do a good job in monitoring and early warning, emergency preparedness, and hidden danger investigation of low-temperature, rain, snow and freezing disasters with a sense of responsibility of "always rest assured", and make every effort to ensure basic public services such as transportation, electricity, water supply, and heating. The party committees of townships and towns and the working committees of economic development zones should strictly implement their territorial responsibilities, conscientiously investigate and eliminate risks and hidden dangers in a timely manner, improve emergency plans, make emergency preparations, and ensure that disasters and dangers are dealt with as soon as they occur; Food is sufficient to ensure that no household is left behind. Village (community) party organizations should extensively carry out disaster prevention publicity and education, organize grid forces to do a good job in de-icing and snow removal, hidden danger investigation, purchasing agents, and helping people in difficulty, and promptly transfer the masses who may be threatened by disasters to avoid danger. Party organizations of government organs, enterprises, and public institutions should actively organize in-service Party members to report to villages (communities) and cooperate with the grassroots level to do a good job of prevention and response. Party and mass service centers (stations) at all levels should do a good job in hot water supply, heating meals, mobile phone charging, sharing medicine boxes and other services, and strive to make the people feel at ease and warm their hearts in cold weather. The main responsible comrades of Party organizations at all levels should take overall responsibility and personally grasp it, promptly study and solve all kinds of problems that exist in prevention and response, and promote the implementation of various work measures. The majority of party members and cadres should play an emergency mobilization role, and take the lead in participating in volunteer services such as snow removal and obstacle removal, traffic persuasion, and emergency rescue and rescue by participating in party member volunteer service teams and party member rescue commandos, so as to do practical things for the masses and solve problems. The first secretary and the work team stationed in the village should be transformed into a disaster prevention and relief team on the spot. Mobile party members and party members of the new forms of business and new employment should participate in the disaster prevention and relief work nearby, so that the masses can truly feel the warmth and care of the party organization and experience the new changes and new looks brought about by the theme education.
