The blue waters, green waters, and lush green mountains are the ultimate value directions of the Party leading the people in the process of carrying out the construction of ecological civilization and improving the ecosystem. Human beings should always have a sense of reverence for nature, respect and conform to the laws of nature on the basis of grasping, protect the infinite value contained in the miraculous nature, and transform and utilize nature in a purposeful, organized and planned way to meet the basic needs of the development of human society. In the process of promoting the transformation of the "two mountains," we must clearly understand that lucid waters and lush mountains are the unity of ecological resources and economic wealth, that protecting and improving the ecological environment is the development of productive forces, and that protecting the ecological environment is the source of wealth for regional economic development.
Second, the transformation of the "two mountains" has promoted the implementation of the new concept of green development. The concept of green development is not only the correction of the extensive economic production mode in the mainland, but also the theoretical guidance for the construction of socialist ecological civilization with Chinese characteristics in the new era. This concept fully demonstrates the wisdom and solutions of the mainland in the context of the global ecological crisis, and aims to resolve the contradiction between China's economic development and environmental protection. Under the guidance of Xi Jinping Thought on Ecological Civilization, the mainland is guided by the concept of green development, and is committed to transforming the economic development model from extensive in the past to intensive today, and the concept of green development has always run through the whole process of economic and social development, adjusting and optimizing the layout of the mainland's industrial structure, promoting green production, and achieving a "win-win" situation between ecological protection and economic development. Since the 18th National Congress of the Communist Party of China, the construction of ecological provinces, ecological cities and ecological villages has been vigorously promoted, and the transformation of regional ecological advantages into economic advantages has been carried out in an orderly manner, realizing the promotion of regional economic growth at the same time, and further realizing the people's living and working in peace and contentment, enjoying life, vividly interpreting General Secretary Xi Jinping's important exposition that "protecting the ecological environment is to protect the productive forces, and improving the ecological environment is to develop the productive forces". To profoundly grasp the scientific connotation of the "Two Mountains Theory", it is necessary not to simply take GDP as the only criterion for measuring the quality of national and regional economic development. It is necessary to consider multiple factors such as economic growth, environmental protection, and ecological development as a whole, and take green GDP as an important indicator to observe the quality of regional economic development, and promote and use GEP accounting and other systems.
Third, the transformation of the "two mountains" has pointed out a new direction for the construction of ecological civilization. To promote the transformation of the "two mountains", it is necessary to take a clear stand and take the road of ecological priority and green development. In the process of in-depth implementation of Xi Jinping Thought on Ecological Civilization, the core essence of practicing the "Two Mountains Theory" is to transform the ideological concept of ecological civilization construction into practical activities, and transform the consensus on ecological environmental protection into a joint force to protect lucid waters and lush mountains. Promoting the transformation of the "two mountains" can awaken the subjective initiative of the people, educate and guide the people to scientifically understand the existing achievements and shortcomings of the construction of ecological civilization, and always think of worries; can give full play to the advantages of the ecological civilization system, promote the transformation of the advantages of the ecological civilization system into the efficiency of ecological governance, accelerate the pace of green development, and make the ecological economy bigger and stronger. It is necessary to take the development of ecological economy as an important entry point, strengthen the promotion of ecological civilization construction, guide, coordinate and promote the development of ecological industry, the construction of ecological infrastructure, the continuous deepening of ecological environment governance, and the steady development of ecological urban and rural construction, so as to build a new development pattern of "industrialization of ecological construction" and "ecological development of industry".
3. Broaden the practical path of the transformation of the "Two Mountains" and promote the construction of a beautiful China
It is of great practical significance to scientifically understand the dialectical relationship between the "two mountains" and promote the smooth transformation of the "two mountains" for the birth of the endogenous mechanism of green development, as well as to promote the high-level protection of the regional ecological environment and the high-quality development of the economy and society.
(1) Build a solid foundation for the construction of ecological civilization and enhance the ideological awareness of the transformation of the "two mountains".
It is very important to fully realize the latent economic value of ecological products and stimulate the potential of the main body of practice, that is, to give full play to the decisive role of human resources in the process of realizing the transformation of the "two mountains". From the perspective of Marxist philosophy, in the context of the rapid development of the contemporary economy, human resources are regarded as an important source of power to promote the change and development of things, because they cover various factors that affect the changes of productive forces, such as scientific knowledge, cultural level, and technical ability. The organic integration of these factors can enable workers to participate in the process of ecological civilization construction more efficiently and promote the smooth transformation of the "two mountains".
Since its launch in 2021, the "Ji'an Carbon Inclusion" WeChat mini-program created by Ji'an City, Jiangxi Province, has been officially guiding the public to participate in earning points by punching in, walking, cycling, answering questions, etc., which can be used to redeem daily necessities such as towels and dash cams, encouraging the public to pay attention to "dual carbon" and experience a green and low-carbon life. By the end of 2022, more than 5,600 people had followed and experienced the program, achieving a neutralizing carbon footprint of 5,325 kilograms. The local government is also committed to expanding the way of obtaining rewards from "points exchange" to "points + purchase", and extending the product categories of rewards from daily necessities to agricultural products, cultural and creative products, and tickets to eco-tourism scenic spots, so as to enhance the people's awareness of green carbon reduction and form a consumption concept of ecological products, so as to help the output and consumption of ecological products.
(2) Take the road of ecological value transformation and innovate the economic operation mode of the transformation of the "two mountains".
Looking at the vivid practice of promoting the transformation of the "two mountains" in China, there are few cases that can be directly "copied and copied". Factors such as the difficulty in predicting the market risks encountered by ecological products, the lack of flexibility and diversity in the economic operation (development) model, and the need to improve the effectiveness of the market demand for docking all affect the effectiveness of the transformation of the "two mountains". In view of the strong public attributes of ecological products, only by introducing ecological products into the production process of other goods or services as a factor of production and turning them into factors of production in the green industry can the value of ecological products be better realized.
In recent years, Jiangxi Province has explored business models to realize the value conversion of ecological products based on tertiary industry platforms such as the Internet. For example, Zixi County, Fuzhou City, explores the implementation of "ecology +", "brand +" and "Internet +", actively gives full play to the advantages of green ecology, and takes the understory economy as a breakthrough to broaden the way for forest farmers to increase income. Zixi has promoted the establishment of more than 50 green ecological enterprises and cooperatives in the county, developed forest tourism, understory Chinese medicinal materials, white tea, understory beekeeping and other industries, absorbed and driven more than 1 billion yuan of social capital investment, and greatly enhanced the overall value of the county's ecological industry products. Shixia Township, Zixi County, introduced an ecological technology company, with the company's own planting, "company + village collective" cooperation, village collective self-planting, "company + village collective + poverty alleviation households", etc., planting more than 3,000 acres of Chinese medicinal materials such as Polygonatum polygonatum polygonatum (Fenfangji), Tiandong, honeysuckle and grass coral, etc., the local people can not only obtain stable mountain forest land circulation rent, but also have labor income and medicinal material processing and sales dividends, and also drive the township 7 village collective economy to increase the annual income of 160,000 yuan, with regional characteristics of ecological products, with the help of the Internet e-commerce platform promotion.
(3) Shoulder the responsibility of ecological protection and governance, and improve the ecological compensation system for the transformation of the "two mountains".
In the traditional government-led ecological compensation model, the obligations of the compensated are not clearly defined, and it is difficult to awaken the awareness of workers to actively participate in ecological protection. Problems such as scattered sources of ecological compensation and multi-sectoral management in the process of ecological protection have also greatly reduced the actual effect of ecological compensation. Therefore, the relevant functional departments of the government must timely organize the ecological compensation funds for filing and management, and explore the construction of an ecological compensation paradigm with "fiscal transfer payment" as the main body, deepen the demonstration of development opportunity costs, ecological protection costs and ecological service values, and actively explore the mode of relevant market entities and social capital to intervene in ecological compensation, advocate cross-provincial (city, district and county) horizontal ecological compensation cooperation, and expand the source channels of ecological compensation.
In recent years, Jiangxi Province has firmly established the concept of "ecological priority and green development", coordinated financial resources, and initially established an ecological protection compensation system in line with the provincial conditions by improving the "all-factor" classified compensation system, innovating the "whole basin" ecological compensation system, and building a "whole-process" institutional guarantee system, so as to help the construction of the "Beautiful China" Jiangxi model with remarkable results.
