The second is to make a "new breakthrough" in attracting investment. We have carried out the action of "Optimizing the Business Environment for a Breakthrough Year", researched and formulated a series of policy documents such as the "Preferential Policies for Investment Promotion in Lixian County", planned and demonstrated 45 investment promotion projects of 15.6 billion yuan, and organized 31 batches of 322 people to attract foreign investment, of which 15 batches of 145 people were led by the main leaders of the party and government. Implemented agency services for investment promotion enterprises 65 times. Received 351 merchants, reached more than 60 intentions, signed 22 formal contract projects throughout the year, completed 6.173 billion yuan of investment promotion and signed funds, and completed 114.31% of the annual investment promotion task of 5.4 billion yuan. The funds in place outside the province were 5.654 billion yuan, a year-on-year increase of 203.7%, and 185.48% of the annual fund in place was 2.8 billion yuan. Chen Jun: Lixian County adheres to industrial development as an important support for high-quality development, unswervingly builds parks, strengthens leaders, replenishes chains, gathers groups, builds brands, and promotes marketing, strives to make breakthroughs in expanding industries, accelerates the construction of a modern industrial system with Lixian characteristics, and continuously improves the comprehensive competitiveness of the industry.

First, the agricultural industry has accelerated its development. The study put forward the "16773" characteristic agricultural industry development plan, and did a good job in the "local specialty" article. 90 demonstration villages for industrial revitalization have been created. 160,200 mu of full-film double-ridge and furrow sowing technology was promoted, 2,980 mu of abandoned land was remediated, and the grain sowing area reached 862,800 mu and the output reached 169,700 tons. 2,603 acres of apple dwarf anvil dense plantations, 20,000 acres of olive, 102,500 acres of various Chinese medicinal materials planted, 14,300 acres of chili peppers, 1,020 vegetable steel frame arch sheds, 132 standardized and upgraded cooperatives, 36 leading enterprises have been developed, 261 family farms have been cultivated, and 46 enterprises have been certified as "three products and one standard".

The third is the integrated development of the cultural and tourism industry. Scientifically compile the "Lixian All-for-One Tourism Development Plan (2022-2035)" and the "Longnan Qin-Han Cultural Tourism Industry Belt Development Plan", and make every effort to build a cultural tourism brand of "Qinhuang Zuyi and Three Kingdoms Resort". Accelerate the construction of projects such as Dabaozishan National Archaeological Site Park, Qishan Three Kingdoms Cultural Industrial Park, and Honghe Agricultural and Tourism Integration Industrial Park. In 2023, the number of tourists will be 4.246 million, and the comprehensive tourism income will be 2.169 billion yuan, a year-on-year growth rate of 217%. 10 intangible cultural heritage protections have been completed, Dabaozishan National Archaeological Site Park has been included in the list of 32 national archaeological site parks in the fourth batch of national archaeological site parks, and Sijiaoping in Lixian County has been listed as one of the top ten domestic archaeological news in 2023 by CCTV.

Fourth, accelerate the cultivation of emerging industries. Accelerate the construction of the second phase of the 100 MW wind power generation project in Gucheng, carefully do a good job in the preliminary work such as striving for energy indicators for the 200 MW wind power projects in Honghe and 100 MW wind power projects in Shangping, and promote the development of the wind power industry chain in Lixian County. Innovate the e-commerce development model and achieve an e-commerce transaction volume of 660 million yuan. Vigorously carry out all kinds of promotional and exhibition activities, actively develop the "weekend economy", "night economy" and "Internet celebrity economy", and vigorously develop new consumption formats such as live streaming, social e-commerce, and intra-city distribution, so as to continue to stimulate consumer demand and stimulate economic development vitality.

Chen Yuxing: As one of the key counties for national rural revitalization, what work has been done and what results have been achieved in increasing the income of people who have been lifted out of poverty, expanding industries, promoting employment, and accelerating the development of poverty alleviation areas?

Chen Jun: Lixian County adheres to the main direction of increasing the income of the people lifted out of poverty and promoting the accelerated development of poverty alleviation villages, strictly implements the requirements of the "four no-picks", continuously innovates and improves the working mechanism, and carries out the 100-day action of "eight grasps and eight promotions" and the "nine major activities", and goes all out to guard the bottom line, grasp the connection, and promote revitalization.

The first is to carry out monitoring and assistance on a regular basis. Comprehensively promote the use of the "Gansu one-click poverty reporting" system, adhere to the principles of "six must visits", "six must checks" and "seven do not eliminate", regularly carry out household visits and centralized investigations, timely discover risk groups, accurately implement assistance measures, dynamic management, and closed-loop sales. This year, 197 people from 42 households were newly identified and monitored (29 people from 6 households were identified through "one-click poverty reporting"), and the total number of monitoring objects reached 15,350 people in 3,647 households, and a total of 14,400 assistance measures were implemented, with an average of 3.95 households. Sixth, improve the efficiency of rural governance. The average village-level collective economic income of the county reached 189,400 yuan, of which the average operating income of the villages was 143,600 yuan.
