Xinshao County of Shaoyang City belongs to the eastern hilly plain subregion of Central China in the Oriental Realm in terms of zoogeographic division, and there are many kinds of wild animal resources. Since 2022, Xinshao County has launched a biodiversity resource survey, and when the infrared camera was recovered for indoor data processing, it was found that images of the Chinese pangolin, a national first-class protected animal, were captured.

In recent years, Xinshao County has fully implemented the forest chief system, clarified the responsibilities and responsibility areas of the forest chief in accordance with the principle of "county package township, township package village", ensured that each village management and protection grid has a corresponding county, township and village three-level forest chief, and realized the full coverage of the grid of "one chief and three members" (i.e., forest chief, supervisor, law enforcement officer and forest ranger) in 431 villages (communities) in the county. With the continuous improvement of wildlife protection, more and more rare wild animals such as pangolins, leopard cats, dog badgers, and red-bellied golden pheasants have been discovered in the county.
