1. Small scale and poor workmanship. Most of them are family-run enterprises or individual businesses. Including non-ferrous smelting processing, rubber production, tanning, chemical industry, ceramic firing, casting, wire mesh processing, steel rolling, refractory materials, carbon production, lime kiln, brick kiln, waste plastics, stone processing, as well as small manufacturing and processing enterprises involving coatings, inks, adhesives, organic solvents, etc.
2. Scattered distribution. It is mostly distributed in rural areas and urban-rural areas, and its location is relatively hidden. The distribution of such enterprises does not conform to the local industrial layout plan, is not in the industrial agglomeration area, and most of them are unlicensed, incomplete, illegal construction, and illegal operation enterprises.

What are the measures to rectify "scattered pollution"? If "scattered pollution" is discovered, measures such as shutting down and banning it, relocating it within a time limit, and suspending production for rectification will be adopted to deal with it in a classified manner.
Shutdown and banning: For "scattered and polluted" enterprises that do not conform to the national industrial policy, should be handled but have not gone through the relevant procedures, or have no pollution prevention and control facilities, cannot stably meet the discharge standards, and have no hope of governance, they will be resolutely shut down and banned in accordance with the law, and the banning work will be completed in accordance with the standards of "two cuts and three cleans" (that is, water cuts, power cuts, raw materials, products, and equipment).
Time limit relocation: For enterprises that are in line with the national industrial policy, do not conform to the local industrial layout plan, have not been stationed in the industrial park and have polluted the environment for a long time, and can meet the relevant management requirements and conform to the industrial policy after integration, the local government shall scientifically plan and organize the implementation of integration and relocation of the above-mentioned enterprises, and enter the corresponding industrial park to develop large-scale and modern industries.
Suspension of production and remediation: For "scattered pollution" enterprises that are in line with the national industrial policy and the local industrial layout plan, have not installed pollution control facilities and cannot stably meet the emission standards, in accordance with the requirements of sustainable and clean production, urge the enterprises to upgrade and transform in terms of equipment technology and pollution control, so as to achieve stable emission standards, and if they fail to complete the remediation and transformation tasks within the time limit, they will be shut down and banned. For enterprises that cannot stably meet the emission standards, but involve people's livelihood and cannot stop production, the daily penalty procedure will be initiated in accordance with laws and regulations, and the continuous punishment of the whole process will be strictly implemented.
