"Now we can carry out activities with confidence, mainly because of insurance, which is still the credit of the court, and the credit is indispensable!" On October 26, the reporter followed the interview group of young editors and reporters of the central media to enhance the "four forces" education practice activities to Taining County, Fujian Province, and met Li Xiuzhen, a 77-year-old representative inheritor of the national intangible cultural heritage of Meilin Opera this year, in the Fujian (Taining) Rural Intangible Cultural Heritage Expo Garden, and learned that the local court is actively promoting the insurance of intangible cultural heritage.

Subsequently, the reporter contacted Ma Huanhuan, president of the ecological environment trial court of the Taining County People's Court, and learned that on August 9, the Taining Court, the County Bureau of Culture, Sports and Tourism, the Taining Branch of Chinese People's Property Insurance Co., Ltd. and other units jointly signed the "Taining County Intangible Cultural Heritage Insurance Agreement", which provides a strong guarantee for the copyright of local intangible cultural heritage, various material carriers, and the personal and property safety of inheritors of intangible cultural heritage when carrying out intangible cultural heritage activities.

Ma Huanhuan said that such a move stemmed from a previous dispute. On May 1, Xiao Qiuhong of the county cultural center called Ma Huanhuan and said that a foreign tourist accidentally damaged the Wu dance mask when visiting the Expo Garden, but he was only willing to pay 300 yuan in compensation, and asked the court for guidance and help. Immediately, Ma Huanhuan went to the scene to understand the situation and participate in the resolution of the dispute. After mediation, the two parties finally agreed to compensate the tourists with 500 yuan and reached an agreement.

"The Wu dance masks need to be customized, and some are worth thousands of yuan, how can we prevent similar things from happening in the future?" After the dispute was resolved, the staff consulted Ma Huanhuan.

Ma Huanhuan introduced that at the beginning of 2023, the court carried out a special investigation on the judicial protection of cultural heritage, and some intangible cultural heritage inheritors pointed out that there was a lack of insurance when teaching and practicing intangible cultural heritage, and they did not know what to do if they suffered losses caused by accidents. Later, the occurrence of this dispute was taken seriously by the court.

The Taining Court took the initiative to connect with the Bureau of Culture and Tourism and the insurance company, and held a joint meeting on the inheritance and protection of intangible cultural heritage in Taining County, and the promotion of the cultural and tourism industry economy, hoping to use the risk management and control capabilities of the insurance company to put on "protective clothing" for the inheritance of intangible cultural heritage.

According to reports, the insurance agreement covers 43 existing national, provincial, municipal, and county-level intangible cultural heritage in Taining County, including intangible cultural heritage copyright infringement cost loss insurance, intangible cultural heritage material carrier property comprehensive insurance, intangible cultural activities public liability insurance and other three aspects of insurance, and the insurance period, free odds, total insurance premium, payment method, applicable terms, jurisdiction, etc.

"With insurance, this can solve the worries of intangible cultural heritage inheritors." Ma Huanhuan said that at present, the cumulative insurance amount of the wooden mask of the dance, the bronze statue of Lichun, the Gu Long, and the intangible cultural heritage center is more than 1.79 million yuan.

Taining has the reputation of "the ancient town of the Han and Tang dynasties and the famous city of the two Song dynasties", and is rich in cultural heritage resources. Zhang Zhiming, president of the Taining Court, said that in recent years, the Taining Court has repeatedly gone deep into the local traditional ancient villages and cultural protection units to carry out research, investigate potential safety hazards, put forward suggestions for the protection, repair, transformation and upgrading of historic sites, and strengthen communication and linkage with the County Bureau of Culture and Tourism, the County Housing and Urban-Rural Development Bureau and other units, and jointly carry out legal popularization activities with the County Museum and other units.

At the same time, the court hired six cultural heritage experts, including Li Xiuzhen, and representative inheritors of intangible cultural heritage as cultural heritage protection investigators, to participate in the work of making suggestions, dispute mediation, and post-judgment Q&A in cultural heritage dispute cases, so as to continuously improve the judicial coordination mechanism for cultural heritage protection and explore multiple forms of judicial protection of cultural heritage.
