Innovate the integration of party building and bring animal industry services. Deepen the guidance of party building, actively create "red properties", take grassroots party organizations as the leading force of property services, improve the basic quality and sense of social responsibility of property companies and residents through party member demonstration, party affairs openness, party building activities, etc., and strengthen the organic connection between property communities and mechanisms such as autonomy, rule of law, rule of ethics, and intelligent governance. The Huangyuan County Housing and Construction Bureau formulated the "Huangyuan County Red Property Demonstration Site Creation Plan" and the "Huangyuan County Property Service Quality and Efficiency Improvement Work Plan", incorporating party building guidance into the important content of property service quality and efficiency, clarifying the new model of "red property" management service and standardizing property service behavior in five aspects of work tasks, compacting the responsibilities of departments and communities, and determining the property enterprises that meet the application conditions of "red property" through the investigation of property enterprises; Promote the deep integration of property services and party building work, adhere to the problem-oriented, clarify the core of "red property" services, actively carry out activities for party members to publicly promise and fulfill their promises, stimulate the vitality of party members in key areas, important work and key positions, strengthen the sense of responsibility of party members, highlight the cohesion of party members, and provide "point-to-point" services for the community by establishing "red service teams" such as community party member volunteer service teams, red property housekeeper teams, and Huangyuan red pomegranate property service volunteer teams. Implement the "party branch + grid" management model, realize that the "position" of grassroots governance is located in buildings and deployed in units, and form a management mechanism of "communities have networks, grids in the nets, people in the grids, and people are responsible for their responsibilities". Focusing on the needs of residents and the pain points and difficulties of governance, the "red industry committee" was established through multi-party coordination in the property-free community, and party members, building managers, unit leaders, grid members and other personnel were recommended to serve as members of the industry committee in accordance with legal procedures, giving play to the role of party members as pioneers and demonstrations, coordinating neighborhood disputes, collecting people's hearts and minds, and collecting feedback information, effectively solving the problem of difficult management of property-free communities. Help different communities to set up owners' committees, promote governance, and implement the mixed management method of "party organization + industry committee + property power" for communities with more than 100 households, so that "problems can be heard, plans can be implemented, pieces can be implemented, and owners are satisfied; For single buildings with a small number of households, the self-management method of "building leader + unit leader + party member" is adopted, responsibilities are clarified, and the community is cleaned and cleaned in turn, which effectively improves the living environment of the community. Actively set up volunteer service teams to provide high-quality and efficient convenience services for the masses and promote the construction of safe communities in the new era. For example, the red, white, green and blue "four-color" sunshine volunteer service team in the South Xiaolu community and the unit enterprise alliance service team in the West Street community have significantly improved the sense of security, belonging and happiness of the masses.

Create a joint system to unblock channels of public opinion. Establish a joint conference system for residential property management, regularly study property management work, continuously broaden the channels for party members and cadres to contact and serve the masses, smooth the channels for feedback and disposal of social conditions and public opinion, understand the evaluation of residents' property services, study and coordinate solutions to key and difficult problems in property party building and property service management, and unite and cohesion and joint governance. The county housing and urban-rural development bureau, together with relevant units such as development and reform, finance, market supervision, power supply, water supply, Chengguan Town People's Government and communities, carried out joint supervision, focusing on whether property service enterprises publicize property management fees, parking management fees, water and electricity fees, public sharing fees and other charging standards, and carried out 40 inspections for problems such as chaotic parking and poor environmental sanitation in the community. 53 problems were found, 44 articles were investigated and corrected on the spot, and 9 rectification notices were issued within a time limit. Carried out 6 special deployment meetings for the property industry, 16 special inspections, and interviewed 2 property enterprises. Through the "online + offline" property dispute complaint channel, establish a working contact group of property service enterprises, and feedback complaints and online public opinion to relevant enterprises for timely handling at the first time, give full play to the role of property dispute complaint channels such as the 12345 mayor's hotline, sunshine letters and visits, government portals, telephone interviews, reception visits, and on-site answers, categorize and set up complaint problems, create a quick complaint and quick settlement workflow, and make timely and effective resolution of conflicts and disputes in residential communities. Since 2023, it has handled more than 50 complaints of community petitions, answered more than 60 times by phone, and received more than 100 residents, making every effort to protect the legitimate rights and interests of residents.

Focus on project construction and solve community problems. Focusing on the "old and difficult" problems such as poor infrastructure, disrepair and management, and incomplete municipal supporting facilities in the old communities in our county, the party group of the Huangyuan County Housing and Construction Bureau took the motivation of "second entrepreneurship" and starting again, focusing on property management feedback problems, relying on the participation of community residents in property governance, and aiming at improving people's livelihood and well-being and improving the quality of people's lives, inspecting people's feelings, listening to public opinions, and making overall plans to promote the transformation of old communities while resolving the most difficult problems that the masses have the most complaints about. In 2022, 19 old residential area renovation projects were implemented, 7569㎡ of roads in and outside the community were repaved, 7772m of paved pavement, a total of 8126.1m of rain and sewage drainage pipe network was replaced, 1109m of heating pipe network, 3579.3m of updated cables, and 24 lights were replaced; the renovation project is scheduled to be completed and put into use in October this year, which greatly improves the public environment caused by the lack of property management in the community, the public environment is crowded and chaotic, the road is seriously damaged, the community management is disorderly and the equipment is in disrepair, loss of management, loss of maintenance, and imperfect municipal supporting facilities. This year, we will continue to promote 38 old community renovation projects, continue to empower community governance with a batch of people's livelihood facts, and let the transformation of old communities "change" residents' happiness.
