On the afternoon of September 13, 2021, Deputy Director Zhou Gan presided over a discussion on the supervision of maternal and child care institutions in Haikou City in the 5006 conference room of the committee organ. The heads of the departments of the Municipal Comprehensive Administrative Law Enforcement Bureau, the captains of each sub-bureau, the heads of the relevant business departments of the Municipal Market Supervision Bureau, and the relevant responsible persons of the Legal Supervision Department and the Department of Women and Children of the Commission organs participated in the discussion.

The meeting pointed out that there are problems in the current supervision work: first, the approval and opening procedures of maternal and child care institutions are simple; second, there are no clear laws and regulations that have been introduced at present, which is difficult to supervise; third, the qualifications of maternal and child care institutions are uneven.

In response to the issue of supervision, the participating units made suggestions and opinions according to their responsibilities. The Municipal Comprehensive Administrative Law Enforcement Bureau suggests: In view of the fact that there are no laws and regulations in the country at present, in the process of law enforcement inspection, it is found that there are irregularities involving fire safety and charging standards, etc., and the maternal and child care institutions are persuaded to withdraw and stop, so as to regulate the market order. The Municipal Market Supervision Bureau suggests: Require maternal and child care institutions to operate with bright certificates and clearly mark prices. Acts involving illegal purchase channels and opaque prices for medical devices, cosmetics, and drugs shall be handled in accordance with relevant laws and regulations.

The meeting emphasized: First, to find out the number of existing maternal and child care institutions in Haikou City; second, the Municipal Health commission, together with the Municipal Comprehensive Administrative Law Enforcement Bureau and the Municipal Market Supervision Bureau, has formulated a special rectification plan to jointly carry out law enforcement actions; third, for the problems found in the process of law enforcement, the respective industry authorities will guide the standardization and education, which constitutes a violation of the law and punished according to relevant laws and regulations.
