In order to establish and improve the emergency working mechanism for hospital network and information security operation, properly respond to information system emergencies, and ensure the smooth development of medical order and diagnosis and treatment in the event of hospital information system failure, during the National Cyber Security Publicity Week, the Third People's Hospital of Honghe Prefecture took key work such as hospital grade review as an opportunity to carry out the 2023 information system emergency drill.
The exercise was divided into four steps: drill mobilization, desktop deduction, scheme and exercise discussion, formal exercise, exercise summary and analysis. Through desktop deduction, the hospital information department and various departments clarify the responsibilities and tasks, countermeasures and workflow of each functional department in the event of information network failure, and formulate emergency plans for each department according to the task. Through continuous communication and sorting, an emergency drill plan was formulated, an emergency drill work plan was carefully prepared, and it was released throughout the hospital to truly test the enforceability of the emergency plan and further discover the problems existing in the emergency treatment. The exercise involved departments such as outpatient department, outpatient billing office, inpatient pharmacy, laboratory department, radiology department, ultrasound imaging department, information department, medical department, teaching department (intern students) and other departments.
According to the exercise, the medical staff of the outpatient registration and billing office, inpatient registration and outpatient doctor stations, medical technology departments and other departments successively reported to the information department that the hospital HIS system could not operate normally, and the hospital information department staff immediately checked the network and server after receiving the call, and found that the hospital HIS system server failed. 10 minutes after the accident, the chief of the information section reported the situation to the leader in charge of the information section in a timely manner, and at the same time, reported to the general duty of the hospital. After receiving the report, the report includes the time of the incident, the scope of influence, the development trend, the measures taken, etc., and continuously reports the development trend of the fault and the relevant situation in the emergency handling process within a period of time when the information system failure occurs. With the consent of the president, emergency instructions are issued, and the Information Department notifies all departments of the hospital to activate the emergency plan of the hospital information system, and each department carries out relevant work in an orderly manner to ensure the normal operation of patients' medical order. Each window department set up a "information system failure" sign, and immediately transferred to the manual operation process, and the heads of each service window department went to the scene in time to organize and coordinate.
At the end of the exercise, a review was made. The review meeting first affirmed the results of this exercise, and pointed out that through real emergency drills, it is necessary to improve the emergency response capabilities of various departments against information system failures, so that all business departments can be familiar with and master the emergency handling process, and provide high-quality diagnosis and treatment services and guarantees for patients. Hospital information construction should eliminate information islands and enhance interconnection between systems; It is necessary to break down data barriers and ensure the accuracy and consistency of data statistics; Decision support should be provided so that hospital managers' decision-making is substantiated; It is necessary to base on the convenience of the people's hospital, vigorously promote paperless office, improve office efficiency, and improve service quality.
This emergency drill improved the emergency action and coordination ability of all hospital staff, improved the hospital's network security emergency handling ability, formed a scientific, efficient and rapid emergency support mechanism, ensured the safe and stable operation of the critical information infrastructure of the Third People's Hospital of Honghe Prefecture, and reduced the impact of network failures on medical business.
