He Yi of China Automobile Association: The "double carbon" of automobiles has a long way to go

The ultimate goal of carbon neutrality determines that the future of automotive products is electrification and hydrogenation, but the realization process cannot be achieved overnight. Car companies can start decarbonization work from three aspects: "fuel saving", "energy saving" and "material saving".

He Yi, Deputy Secretary-General of China Association of Automobile Manufacturers

Fossil fuels have brought human society from agricultural civilization to industrial civilization, bringing more than 200 years of rapid development and extreme material enjoyment to human society, but also rapidly emitting a large number of greenhouse gases, seriously destroying the environment on which human beings live. Fortunately, people have recognized their mistakes and reached a consensus on changing the development model and completely getting rid of dependence on fossil fuels. Human society will also move from industrial civilization to ecological civilization. The root of the transformation is the energy transformation, and mankind will eventually bid farewell to fossil fuels, turn to solar energy, wind energy, and turn to all renewable decarbonized energy sources, use them to generate electricity, and meet the energy needs of human production and life. Hydrogen energy, as the main energy storage method, regulates the imbalance of power supply, which is a special existence. Electricity and hydrogen energy are the main energy sources available to mankind in the future.

The automobile, the main symbol of the second industrial revolution, has provided convenience for human life for more than a century, greatly improved the efficiency of transportation, and supported the industrial civilization of the entire twentieth century. While providing convenience to people, most of the oil is consumed and a large number of greenhouse gases are emitted, which is a key area of decarbonization transformation. The decarbonization of energy supply determines the direction of automotive product development, namely "electrification" and "hydrogenation". Global car companies are focusing on the comprehensive layout of product "two modernizations", electric vehicles, hydrogen vehicles and related industries are on the fast lane, will usher in high-speed, long-term development. Intelligent and efficient transportation systems and the concept of open sharing are indispensable and have a positive effect on reducing various wastes in the use of vehicles. This will promote the rapid popularization of technologies such as intelligent networking and automatic driving. The "two modernizations" of products and the huge development space of intelligent networking and automatic driving have brought opportunities for upward development to Chinese car companies. We hope that in the above areas, we can see more "China model" and "Chinese contribution" to achieve lane change and overtaking. At the same time as the "two modernizations" of products, it is also necessary to have a smart, efficient and shared transportation management system to deliver all connected things with connected vehicles cleanly and efficiently. Society also needs people to share a broad sense of sharing, sharing a car, sharing a car, and minimizing the waste of energy and resources. The transformation of industrial civilization to ecological civilization is not only the transformation of energy, but also the transformation of people's living attitudes.

China is the world's largest automobile producer and consumer, and also undertakes the main production of some basic parts of the world's automobiles. China's automobile industry is basically at the manufacturing end, especially a large number of parts and components enterprises, most of which are in traditional fields, small scale, weak profitability, consuming a lot of materials and energy, to maintain the operation of enterprises. The pressure and difficulty of the decarbonization transformation of China's auto industry are far greater than those of developed countries. China has the world's largest car ownership and the largest emissions, and the total emissions are far from reaching the peak, and China's auto industry faces the heaviest emission reduction task in the global automotive industry. For Chinese car companies, the risks of decarbonization and transformation outweigh the opportunities. In this regard, the association is willing to work with enterprises to pay attention to the achievement of "double carbon" and help enterprises to decarbonize and transform.

Find out the total amount and find the way to the peak

Total amount refers to the total amount of carbon emissions actually emitted during the use of a vehicle. Relevant studies have shown that this emission accounts for nearly one-tenth of China's total carbon emissions. The achievement of the double carbon target of the automotive industry is to make it controlled, peak as soon as possible, and ultimately achieve neutralization. Finding out the actual emission situation and influencing factors is the basis for the implementation of control, and it is also the basis for the formulation of relevant policies and regulations. The large stock and many links are unique to the automotive industry. It is difficult to control the total amount of carbon emissions controlled by controlling the carbon emission level of new cars, so that it reaches the peak and neutralizes it. Therefore, it is particularly important to find out the actual total carbon emissions and influencing factors of the vehicles in use, balance the relationship between fuel vehicles and electric vehicles, hydrogen vehicles, increment and stock, and make predictions and suggestions for the total amount of peak and peak time.

Clarify the boundaries and bear the responsibility

Clarifying the carbon emission boundary of the automobile industry, clarifying the carbon emission boundary of automobile manufacturing enterprises, and clarifying their respective goals and responsibilities are the prerequisites for the automotive industry to comprehensively carry out double-carbon work. This work should be completed as soon as possible. Although the current boundaries are not clear and the target responsibilities are unclear, under the requirements of the national double carbon overall target, some of the double carbon work in the automobile industry can be carried out.

First of all, the direction of automotive products has been defined, that is, electrification and hydrogenation. The future product direction is very clear, and relevant work can be carried out around the "two modernizations" of the product. Intelligent networking, automatic driving can improve efficiency, energy saving, the future has the prospect of popularization of applications, to start to do.

Similarly, the goal of double carbon should be achieved step by step, and car companies can start decarbonization work from the "three sections". The "three sections" are "fuel saving", "energy saving" and "material saving". "Fuel saving" refers to the product level. Fuel vehicles continue to reduce fuel consumption, break out of the road of low-carbon development, extend the product life cycle; electric vehicle innovation and development, continuous improvement, and endless reduction of power consumption. "Energy saving" refers to the low-carbon development of the manufacturing process. Widely used digital, intelligent, networked, focusing on energy conservation and environmental protection, to create a lean, intelligent, low-carbon manufacturing process. "Material saving" refers to saving materials, saving resources, and recycling. Widely used additive manufacturing, cast aluminum body and other new technologies and recycling technology.

Multi-party cooperation, seeking progress and retreat in an orderly manner

Although the ultimate goal of carbon neutrality determines that the future of the product is electrification and hydrogenation, the realization process cannot be achieved overnight. Governments at all levels, especially local governments, must avoid "one-size-fits-all." In the "no-fire" problem and the carbon emission management of the production process of car companies, we must take into account the overall planning and scientific management. The automotive industry has a responsibility to support the achievement of the national dual carbon target on schedule and to make a positive contribution.

The China Association of Automobile Manufacturers is willing to work with all sectors of society to jointly explore the road to the stable and healthy development of enterprises and industries, and in the process of achieving the goal of double carbon, balance the development relationship between fuel vehicles and electric vehicles, so that fuel vehicles can be withdrawn in an orderly manner, and electric vehicles and hydrogen vehicles can develop steadily.

Multi-strategy co-management to ensure the prosperity of the industry

There are three methods of dual carbon management: administrative, market and financial. We hope that in the dual-carbon management of the automobile industry, multi-strategy co-management, multi-measures, mobilize various positive factors, control all relevant links, in this global decarbonization of the green industrial revolution, to ensure the long-term and stable development of China's automotive industry.

In terms of regulations and standards, bicycle carbon dioxide emission standards will become the main emission regulations, the regulations should be combined with or replace the national seven emission regulations; electric vehicle penetration, is the key indicator of the "double carbon" goal to achieve, we recommend the use of market means to encourage enterprises to produce more electric vehicles, hydrogen vehicles, to ensure that the overall indicators of the industry are controlled; in the production process, carbon emissions trading is usually used to encourage low-carbon behavior of enterprises, but because of the complexity of the carbon footprint and the small emissions of the production process of automobiles and parts, It is not easy for car companies to directly participate in carbon emissions trading. We recommend trading through conversion into points or other quantitative indicators to encourage car companies to reduce the carbon emissions of fuel vehicles and increase the proportion of electric and hydrogen vehicles; in the consumption link, a "carbon tax" can be set up to guide users to use clean cars and low-emission fuel vehicles. The "carbon tax" should be effectively combined with the current fuel tax, automobile consumption tax, purchase tax, vehicle and vessel use tax, etc. In addition, it is necessary to further strengthen the management of use, establish and improve policies and regulations, strengthen the management of scrapping, and encourage recycling.

The high growth of electric vehicles, intelligent networking, and automatic driving will attract an influx of hot money, but the decarbonization transformation of traditional enterprises is full of difficulties. It is hoped that when formulating relevant financial policies, the state will give special consideration to the transformation of traditional enterprises.
