Guangyuan Municipal People's Government:
Your city's "Request for Instructions on Assessing He Xin and Luo Donglai as Martyrs" (Guangfu [2021] No. 48) has been received. The reply is as follows.
He Xin, male, Han ethnicity, born in June 1999, from Jiange County, was a student of Chongqing Construction Engineering Vocational College before his death. Luo Donglai, male, Han ethnicity, born in April 1999, from Jiange County, was a student of Xinjiang University of Finance and Economics. On March 12, 2020, He Xin and Luo Donglai bravely rescued Liang X and Wang X who accidentally fell into the water at the Qingjiang River in Xiasi Town, Jiange County, and unfortunately drowned and died.
According to the second item of the first paragraph of article 8 of the Regulations on the Praise of Martyrs (Decree No. 718 of the State Council), the provincial government assessed Comrades He Xin and Luo Donglai as martyrs.
