The green development strategy is unwavering

Earnestly implement Xi Jinping Thought on Ecological Civilization and the spirit of General Secretary Xi Jinping's important speech on inspecting Yunnan, take the construction of the national green economy experimental demonstration zone as the general starting point, adhere to industrial ecology and ecological industrialization, focus on promoting the transformation of green water and green mountains into Jinshan Yinshan, take a new path of green and low-carbon circular development, and achieve historic results in the vanguard of ecological civilization construction.

It has won the honorary titles of National Garden City, National Forest City, National Water Ecological Civilization City, and the Sixth National Civilized City.

Jingdong County was invited to introduce its successful experience at the 13th Conference of the Parties to the United Nations Convention on Biological Diversity, and was listed by the United Nations Environment Programme as a typical case of biodiversity conservation; the Jingmai Mountain Ancient Tea Forest was approved by the State Council as China's official declaration of world cultural heritage projects in 2022.

Take the initiative to explore the development path of green practice

In 2013, with the consent of the State Council, Pu'er City was approved by the National Development and Reform Commission to become the only national green economy pilot demonstration zone in China.

It took the lead in exploring and implementing the dual accounting, dual operation and double upgrading mechanism of GDP and GEP (Gross Ecosystem Product) in the country, and was the first to release GEP accounting results.

Actively apply for and join the TEEB initiative launched by the United Nations Environment Programme (UNEP).

In 2015, Jingdong County took the lead in carrying out biodiversity and ecosystem service value assessment in the country.

In 2018, the city's 9 counties and 1 district completed the assessment of biodiversity and ecosystem services, and Pu'er City became a national ecosystem and biodiversity economics research (TEEB) demonstration base.

In 2020, the city's GEP accounting was 758.1 billion yuan, and TEEB's assessment was 960.2 billion yuan, which clarified the green home base.

Efforts should be made to improve the biodiversity conservation mechanism

Establish a working system for the Biodiversity Conservation Committee and the Joint Conference on Biodiversity Conservation.

It took the lead in compiling and implementing the "Pu'er Implementation Plan of the Strategic Action Plan for Biodiversity Conservation in Yunnan Province (2013-2020)", and promulgated and implemented a series of local regulations such as the "Regulations on the Protection of Ancient Tea Tree Resources in Pu'er City".

It was the first in the province to carry out the audit of the departure of leading cadres' natural resource assets, compile the first natural resources balance sheet in Yunnan Province, raise the first public interest litigation case of ecological and environmental damage compensation in Yunnan Province, and take the lead in establishing a "river (lake) chief + chief procurator" and "river (lake) chief + sheriff" coordination mechanism.

Compile and implement local evaluation norms and technical standards for the development of green industries involving 34 key industries.

Efforts should be made to increase the conservation of biodiversity

Pitching degree

During the "13th Five-Year Plan" period, the city invested a total of 234 million yuan to implement a number of biodiversity conservation projects such as the protection of rare and endangered animals and plants such as Asian elephants and western black-crowned gibbons, the construction of national wetland parks, the control of soil erosion in key areas, and the protection of natural and cultural heritage sites in Ailao Mountain.

A total of more than 300 million yuan has been invested in the province to take the lead in implementing ecological migration projects, and nearly 2,000 households and more than 8,000 people have moved out of the ecological function area.

In the province, it took the lead in bundling forest fire insurance and public liability insurance for wildlife accidents, gradually improved various compensation standards year by year, effectively safeguarded the basic interests of the damaged people, and built a food source base for more than 4,000 mu of Asian elephants.

Efforts should be made to improve the biodiversity conservation system

Strengthen the control of national land space, build a city-wide ecological environment zoning control system, and formulate a negative list of ecological protection red lines, environmental quality bottom lines, resource utilization lines, and ecological environment access ("three lines and one single").

The city has demarcated an ecological protection red line of 11,500 square kilometers, ranking second in the province. 1 national wetland park, 3 national forest parks, 18 nature reserves have been built, and 4 counties have become national key ecological function areas.

The world's first wild monitoring station for western black-crowned gibbons was established in Wuliangshan National Nature Reserve.

Establish the most cutting-edge wild mushroom research base in China with Zhejiang University in Xujiaba, Ailao Mountain Conservation Area.

Establish two extremely small population species protection communities, the "Jingdong Wing Tree Protection Community" and the "Caiyang River Persimmon Protection Community", and carry out field monitoring, ex situ conservation and population breeding of asian elephants, Indian bison, green peacocks, western black-crowned gibbons, Jingdong winged trees and other extremely small populations.

Efforts should be made to strengthen the protection of germplasm resources

Strengthen efforts to protect more than 1.18 million mu of wild tea plant communities and a large number of crop wild, transitional, wild relatives and endemic crop and livestock and poultry breeds and strains, providing an important genetic germplasm basis for industrial development.

Establish the Lancang River short-bearded fish Mandarin Chinese knife catfish forktail catfish national aquatic germplasm resources conservation area, Simao District national wild rice in situ conservation site, become the distribution center of the national terrestrial rice genetic diversity, there are more than 500 kinds of terrestrial rice, planting area accounted for more than 50% of Yunnan Province.

Establish characteristic forestry germplasm resources conservation areas such as Simao Pine, and cooperate with the implementation of major national scientific and technological projects of the Southwest Wild Plant Germplasm Resource Bank, and submit more than 400 kinds of qualified seeds and more than 1,000 specimens. Qianjiazhai World Wild Tea Research Center is under construction.

Efforts should be made to strengthen the supervision of biodiversity conservation

Establish a multi-sectoral cooperation and coordination mechanism to increase the crackdown on biodiversity violations.

Continue to carry out the "Green Shield" natural protected areas to strengthen supervision, carry out remote sensing monitoring and verification of human activities in various nature reserves and rectify problems.

The city's wetland protection rate reached 68.8%, formulated the "Opinions on Strengthening Wetland Protection Work", built the Pu'er Five Lakes National Wetland Park, implemented the Simao River environmental comprehensive improvement, wild duck lake environmental comprehensive improvement, Washingma Lake wetland "return to wetland" and other projects, the wetland ecosystem has been significantly improved, animal and plant habitats have been well protected, local plants and biodiversity have been restored, and the public's awareness of wetland protection has been significantly improved.

Efforts should be made to strengthen the conservation of biodiversity

Publicity and education

The provincial education base for biodiversity conservation in Naozhadu, the biodiversity science education hall of Pu'er University, and the biodiversity conservation education base in Ning'er County and Mojiang County were built.

Carry out in-depth publicity and education on biodiversity conservation into enterprises, schools, institutions, communities, rural areas, families, and public places, vigorously promote the creation of green campuses, green communities, and green families, widely publicize the knowledge of biodiversity conservation, and the concept of ecological civilization continues to penetrate the hearts of the people.

Focus on promoting biodiversity

Sustainable use

Focusing on carbon neutrality, carbon peaking goals, and taking the road of high-quality development. Invite experts from all over the country to set up a special work class to comprehensively explore the carbon neutrality of Pu'er City, formulate professional planning, and strive for national and provincial support to turn green waters and green mountains into golden mountains and silver mountains.

Polish the green development background

Earnestly build a solid ecological security barrier in the southwest of the country

Strive to protect the "animal and plant kingdom" in Yunnan
