As the only national green economy pilot demonstration zone in China, Pu'er City took the lead in exploring and implementing the dual accounting, double operation and double promotion mechanism of GDP and GEP (Gross Ecosystem Product) in the country, and was the first to release GEP accounting results. Actively apply for and join the TEEB initiative launched by the United Nations Environment Programme (UNEP). In 2020, the city's GEP accounting was 758.1 billion yuan, and TEEB's assessment was 960.2 billion yuan, which clarified the green home base.

Efforts should be made to improve the biodiversity conservation mechanism. Pu'er took the lead in compiling and implementing the "Yunnan Biodiversity Conservation Strategic Action Plan Pu'er Implementation Plan (2013-2020)" in the province, and promulgated and implemented a series of local regulations such as the "Regulations on the Protection of Ancient Tea Tree Resources in Pu'er City". Take the lead in establishing a "river (lake) chief + prosecutor general" and "river (lake) chief + sheriff" coordination mechanism. Compile and implement local evaluation norms and technical standards for the development of green industries involving 34 key industries.

Efforts should be made to increase investment in biodiversity conservation. During the "13th Five-Year Plan" period, Pu'er City invested a total of 234 million yuan to implement a number of biodiversity conservation projects such as the protection of rare and endangered animals and plants such as Asian elephants and western black-crowned gibbons, the construction of national wetland parks, the control of soil erosion in key areas, and the protection of natural and cultural heritage sites in Ailao Mountain. A total of more than 300 million yuan has been invested in the province to take the lead in implementing ecological migration projects, and nearly 2,000 households and more than 8,000 people have moved out of the ecological function area. In the province, it took the lead in bundling forest fire insurance and public liability insurance for wildlife accidents, gradually improved various compensation standards year by year, effectively safeguarded the basic interests of the damaged people, and built a food source base for more than 4,000 mu of Asian elephants.

Efforts should be made to improve the biodiversity conservation system. Pu'er delineated an ecological protection red line of 11,500 square kilometers, ranking second in the province. 1 national wetland park, 3 national forest parks, 18 nature reserves have been built, and 4 counties have become national key ecological function areas. The world's first wild monitoring station for western black-crowned gibbons was established in Wuliangshan National Nature Reserve. Establish two extremely small population species protection communities, the "Jingdong Wing Tree Protection Community" and the "Caiyang River Persimmon Protection Community", and carry out field monitoring, ex situ conservation and population breeding of asian elephants, Indian bison, green peacocks, western black-crowned gibbons, Jingdong winged trees and other extremely small populations.

Efforts should be made to strengthen the protection of germplasm resources. Strengthen efforts to protect more than 1.18 million mu of wild tea plant communities and a large number of crop wild, transitional, wild relatives and endemic crop and livestock and poultry breeds. Establish the Lancang River short-bearded fish Mandarin Chinese knife catfish forktail catfish national aquatic germplasm resources conservation area, Simao District national wild rice in situ conservation site, become the distribution center of the national terrestrial rice genetic diversity, there are more than 500 kinds of terrestrial rice, planting area accounted for more than 50% of Yunnan Province.

Efforts should be made to strengthen the supervision of biodiversity conservation. Establish a multi-sectoral cooperation and coordination mechanism to increase the crackdown on biodiversity violations. The provincial education base for biodiversity conservation in Naozhadu, the biodiversity science education hall of Pu'er University, and the biodiversity conservation education base in Ning'er County and Mojiang County were built. Carry out in-depth publicity and education on biodiversity conservation into enterprises, schools, institutions, communities, rural areas, families, and public places, and vigorously promote the creation of green campuses, green communities, and green families.
