Chen Liangting, born in 1929, is a native of Chaoyang, Guangdong. He studied at Shanghai Guanghua University (the predecessor of East China Normal University) and then joined Warner Film Company Shanghai Branch as a publicity assistant and edited the film journal Mercury Lantern.

Chen Liangting began translating short articles for the Declaration during his middle school years. He began to engage in literary translation in 1951, worked in the Shanghai Compilation Institute in the 1960s, and was a member of the compilation team of the "May 7" cadre school in Shanghai during the "Cultural Revolution", and after the reform and opening up, he and his wife Liu Wenlan translated a large number of British and American modern literary works. In 2003, he was awarded the title of Senior Translator by the China Translators Association.
