Recently, however, a doctoral dissertation titled "Research on Badminton Development Solutions for Civil Servants in Sam Lo City" has been widely controversial in Vietnam. It is believed that such a thesis clearly does not meet the requirements for topic selection, nor can it be used as a academic thesis for a doctorate. However, behind the "Badminton Doctor", it highlights the academic environment in Vietnam. Some Vietnamese scholars warn that if they continue to abandon international academic publications, the quality of Vietnamese scientific research and doctoral graduation is in jeopardy.

The doctoral thesis "Research on Badminton Development Solutions for Civil Servants in Shanluo City" mainly focuses on the adaptability of local public officials in the year after the standard is formulated, and the experiment found that all standards show positive growth (from 15.38% to 133.33%), and prove to be statistically reliable. However, such a paper can obviously only be a low-quality academic paper, and such a small number of research results and methods are not enough to be used as a doctoral academic paper. Nguyen Duc Danh, dean of the Faculty of Educational Sciences at Ho Chi Minh City University of Education, believes that the topic of the paper is too narrow. "In fact, civil servants can participate in many sports (such as swimming, football, walking, etc.), but not necessarily just badminton. The scope of the study is clear, but the theme is too narrow, because the ultimate purpose of physical exercise and exercise is exercise. Obviously, such a subject is not worth studying. There are also some experts who believe that such a topic has no outstanding value in terms of academic nature or the actual life production process. Such a topic does not meet the requirements for the selection of doctoral dissertations.

In response, the Vietnamese people question whether such social research is important, whether the focus is too limited, and whether it contributes to society or the scientific community. More critically, such an academic thesis passed the graduation defense. However, looking at Vietnamese doctoral dissertations, there are still many such cases, among which there are many topics of little value, great limitations, and no contribution that do not meet the requirements for doctoral graduation. Similarly, these PhD students passed the graduation defense.

Taking the study of physical education as an example, in addition to the research objects for civil servants in Sam Lo City, there are many papers that focus on students from Ho Chi Minh City National University, Ho Chi Minh City Watson Private University, Hai Phong University, Vinh City University, and Phu An University as research objects to study their teaching quality in sports work. In socioeconomics, there are more than a dozen similar doctoral dissertations on socio-economic change in Vietnam's provinces alone. However, there are countless similar papers like this. It can be seen that not only is the research objectives narrow, but the research topics are also extremely similar. How can such a doctoral dissertation have innovative and fruitful value?

The vietnamese doctoral graduation requirement has been reduced from the initial SCI thesis to Vietnamese domestic journals, and such a low requirement is even lower than the academic thesis requirements of master's students in Chinese universities. It should be known that many master's degrees in sci-1 regions on the mainland can be published, not to mention that the level of domestic academic journals in the mainland is much higher than that of Vietnam. Such a self-contained academic environment has naturally become a hotbed for Vietnamese doctors to irrigate.

Finally, the poor scientific research environment is the most important reason for the irrigation of scientific research in Vietnam. In 2019, Vietnam's national investment in scientific research accounted for only 0.44% of GDP, compared with 2.44% on the mainland. In 2021, Vietnam's annual investment in scientific research will only be 1.8 billion US dollars, accounting for 0.5% of GDP. Such investment may not be as high as that of a mainland university, and Tsinghua University's research funding in 2019 has reached 15.3 billion yuan (2.27 billion US dollars). For Vietnam Polytechnic, a single scanning electron microscope is already out of reach, not to mention other scientific research instruments and systems. Under the requirements of Vietnamese scientific research of "self-reliance and self-responsibility", the mentality of "what research costs less, what is researched" is prominent, so scientific research irrigation will inevitably emerge in an endless stream.
